Richards, Director of Community Development DATE: February 21, 1989 SUBJECT: PLANNING CONSULTANT SERVICES - CASE PLANNING Background The Department of Community Development has two Senior Planner positions vacant. Although it is anticipated that these positions will be filled within the next two months, there are pending at least four (4) major residential and industrial projects which need immediate processing attention. These four projects are in reality eight (8) entitlement requests. In order that the City fulfill it's obligations under, the permit Streamling Act there is a. need to have these entitlement requests before the Planning Commission in May and June and before the City Council no later than the end of June. Staff has investigated the availability of several local Planning Consultant firms. Those contacted were unavailable at this time. The firm of Sanchez Talarir_o Ass' ociat:es (STA) was approached and they are available. STA has worked for the City in the past providing case planning work. Discussion At this time the following entitlement cases need immediate processing: 1. RPD_88 -2 _Z88_1,_ LDM_f3¢� -1_ -- BIBO Inc. IPD 88 -7 CC & F (Industrial building at end of Science Dr) PC Hearing no later than 5 -17 -89 CC Hearing no later than 6 -7 -89 Staff has reviewed these cases with STA and they can meet the above time frames. STA has submitted a written proposal to the City to accomplish the above which is attached to this memorandum. Staff is requesting the Council to consider awarding the above work to STA pursuant to their proposal and direct staff to negotiate a contract. Staff Recommendation 1. That the City Council approve STA's proposal to provide planning consultant services in the form of case planning. 2. That the City Council direct staff to negotiate a contract with STA to provide such a service. 3. That the City Council direct the City Manager to approve and sign a contract with STA not to exceed $22,000 for the eight entitlement requests noted above. RPD 88 -2, Z88 -1, LDM 88 -1: BIBO Inc. 2. IPD's 88 -3, 4, and 5: Siegel Associates /West American Construction 3. IPD 88 -6: S and B Mortgage Investment Co. /West American Construction 4. IPD 88 -7: Cabot, Cabot, and Forbes We have provided you with the following Scope of Services, Budget, Project Personnel, and Statement of Offer that will meet your standards of quality, accuracy and completeness. SCOPE OF SERVICES STA Planning, Inc. will act as Case Planner and will prepare the Staff Reports and perform related services for the proposed projects 1, 2, 3, and 4 as listed above. Services will include: Prepare Staff Reports for the four projects to the City of Moorpark Planning Commission. o Prepare Staff Reports for the four projects to the Moorpark City- Council. o Analyze the projects in accordance with sound planning principles. o Prepare one Resolution for the Negative Declaration and each project. O Prepare public hearings notices. o Attend meetings for each project with the Planning Department staff (4), Applicants (2, if necessary), Planning Commission (2), and City Council (2). Mr. Pat Richards February 22, 1989 Page Two T- 1:- :n5_- -__'i+ F' . _+ 4 AddltiQnal Ser-Aces The four individual projects will require the following additional services, which are assured within our cost estimates: Project 1: Analyze of appropriate design features for senior housing. • Analyze of land use compatibility. • Planning analysis of the connection of Millard Street to Los Angeles Avenue. Review of any technical traffic studies related to the connection. Project 2: Prepare one staff report analyzing all three buildings. o Prepare separate Resolutions for each of the three applications. Project 3: No additional services required. Project 4: o We understand the processing of this project w•ilI not be expedited and will be processed in the normal fashion. Evaluate the consistency of building architecture with surrounding buildings. o Assessment of building aesthetics from the freeway. OPTIONAL SERVICES o Provide the City Of Moorpark with 3 1/2 inch diskettes in either IBM 36 or Display Write 4. Timing The following schedule is our understanding of when the City of Moorpark needs these work products. =-TA F'1;r +nir„ n =. Mr. Pat Richards February 22, 1989 Page Three s Provide draft Staff Report six weeks prior to the first Planning Commission hearing. a Provide draft Conditions of Approval to the City and applicants five to six weeks prior to the first Planning Commission hearing. Due to tight timing constraints, and based on our conversation with Mr. Pat Richards, STA may not be able to provide Conditions of Approval for Project 1 six weeks prior to the first Planning Commission hearing. 0 Provide Public Hearing Notice five weeks prior to the first Planning Commission hearing, Meet with applicant and turn in final Staff Report two weeks prior to the first Planning Commission hearing. o Notify applicant to post the project site twelve days prior to the first Planning Commission hearing. STA will meet with the City to make any necessary schedule changes. It is our intent to try to concurrently process projects when possible. BUDGET STA Planning, Inc. will complete the Scope of services on a time and materials basis for a not -to- exceed fee of $22,000.00 including expenses. This total fee breaks down into individual project fees as follows: PROJECT BUDGET 1. BIBO, Inc. S 7,500.00 �. Siegel Associates /West American Construction 3,500.00 3. S and B Mortgage Investment CO. /West American Construction 3,500.00 4. Cabot, Cabot, and Forbes 7,500.00 TOTAL 22,000.00 We will bill monthly. Expenses include meals, lodging, mileage, printing, xeroxing, graphics, word processing, and similar services. X15 Mr. Pat Richards February 22, 1989 Page Four PROJECT PERSONNEL Fred Talarico will serve as Principal -in- Charge on the project with Ms. Dana Privitt as Project Manager. Ms. Kori Palmer and Ms. Anna Pehoushek will assist in the preparation of all necessary documentation. STATEMENT OF OFFER This letter of proposal shall constitute a firm offer to perform the work described herein under the terms and conditions described herein.
