Subject: TRAFFIC DETOURS FOR P.D.-1064 (TOPA) UTILITY WORK
To install underground utilities as conditioned, it will be
necessary for Topa to conduct a boring across the west leg
of the New Los Angeles Avenue - Spring Road intersection.
To comply with requirements imposed by Southern California
Edison Company and Southern California Gas Company, various
potholing and excavation work will be necessary. This will
entail closing the southbound right turn movement. It will
therefore be necessary to detour westbound Route 118 traffic
over High Street and Moorpark Avenue for the duration of
this work.
The first operation will consist of potholing to locate
existing utilities and will occur on Tuesday or Wednesday
night, June 20 or 21, 1989. It is expected that the detour
will remain in place for approximately 2 hours, from 9:oo
p.m. until 11:00 p.m.
The second operation will consist of the boring and
excavation of a receiving pit an the northwest corner, and
will require a detour from approximately 9:00 p.m. Friday
night, June 23, 1989 until 5:00 a.m. Monday morning, June
26, 1989. Alternatives to these hours would ent ,yy.

At this time, it is anticipated that the traffic will be
detoured through the use of special signs. Although the
operation of the traffic signals should not be affected, it
will be the developer's responsibility to provide flaggers
as necessary throughtout the entire detour period.
Since all Route 118 traffic will be detoured over High
street, the City has requested a $10, 000 payment for wear
and tear of the existing street improvements during this
detour. In addition, the City Engineer is requesting
additional inspection fees for their time to review and
approve the detour plan and coordinate City activities
related to the detour.
