The U.S. Senate and House of Representatives designated
September 14, 1989, as "National D.A.R.E. Day ", and the
President of the United States is authorized and requested to
issue a proclamation calling upon the people of the United
States to observe such day with appropriate ceremonies and
activities. In order to promote D.A.R.E. we are requesting the
Moorpark City Council take the following action.
RECOMMENDATION:
Officially proclaim September 14, 1989, as D.A.R.E. Day by a
written proclamation. The proclamation would be presented by
Mayor Brown to D.A.R.E. instructor Senior Deputy David Lea.
The program should take about five minutes. We are requesting
a tentative date of September 6.

PROCLAMATION
D.A.R_E. DAY IN THE CITY OF MOORPARK
SEPTEMBER 14, 1989
WHEREAS, D.A.R.E. (Drug Abuse Resistance
Education) is a semester long program which teaches fifth
and sixth grade children how to resist pressure to
experiment with drugs and alcohol; and
WHEREAS, the D.A.R.E_ curriculum is a joint
effort of the City of Moorpark, Moorpark Police Department
and Moorpark Unified School District to help students
understand self- image, recognize stress and manage it
without taking drugs, analyze and resist media
presentations about alcohol and drugs, evaluate
risk- taking behavior, resist gang pressure, and apply
decision making skills, and evaluate the consequences of
the choices available to them; and
WHEREAS, the D.A_R.E. program has achieved
outstanding success teaching positive and effective
approaches to what is one of the most difficult problems
facing our young people today, drug abuse;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK, does hereby proclaim September 14, 1989 as
D.A.R.E_ Day in the City of Moorpark and urges all
citizens to join in this cooperative effort to combat drug
abuse among the youth of our coitimunity_
