Background
On March 2, 1988 the City Council approved n 123,970 square foot addition
to a previously approved and constructed 101,324 sglrare foot. btu.ildi)ig.
Discussion
American Products has applied for <n Miuor Mod i f icntion to DP -302 (and the
subsequent Major Modification) for the purpose of allowing n water cooling
Lower and dust collector. These Instnllnti.orrs are already in plar_o and
were erected without benefit of permits. The applicant mistakenly acted
upon the belief that they were Included on the approved plans. The water
tower is 21. feet .in height and is unpainted aluminum in CID 7or. 'lhe tower
is located in a small planter and is Partially screened by a MAsonry wall.
The dust- Collectors main assembly is, 19 -1/2 feet in height with a
supplementary pipe which extends to the t-op of the roof. 'this system is
located in a corner of the building and has no screening, enclosure, or
landscaping. Both are located in the r (-ar of the building and nr.e not
visible from Los Angeles Avenue.
The majority of the dust collector is painted blu(m which contrasts with the
tan color of the building. This equiprient cannot be, placed either Inside
t-he building; or on the roof due to it's size. The Di.reUor.• of Community
Development has reviewed the proposed modification and intends to approve
the penn:it with tho establishment of n number of conditions. ']fie dust
collector will need to be repainted to rnnt.ch the building. The writer tower
will need additional screening by a wall or landscaping (Italtan Cypress
are recommended). This project was originnIly approved with 417 parking
spaces. The d?rst- collector occupies one parking space. One addi-tional

parking space will need to be provided on the project site. Condition No.
44 of Resolution No. 88 -454 requires that all equipment generates 55
decibels or less at the property line. The applicant has provided data
indicating that the noise level is 65 decibels. This level must be reduced
to 55 decibels or less. Certification from an acoustical engineer will be
required.
Pursuant to Resolution No. 86 -523, the. Director of Community Development
has the authority to approve Minor Modifications. This matter is being
presented to the Council as a courtesy. fn the event the Council wishes to
appeal the Director's decision, it may <io so. Should the Council desire to
appeal, it should set a public hearing date. The next available meeting
date would be the Council's regular meeting of November 15, 1989. If the
Council takes no action then the Director's decision stands.

CONDITIONS
1. Applicant shall repaint the dust collector to match the existing
building.
2. Applicant shall provide additional screening around the water tower,
either through landscaping (Italian Cypress r(-,commended) or increasing
the height of the existing enclosure wall.
3. Applicant shall provide certification from an acoustical engineer
that the noise level at the north property line is 55 decibels or
less. Applicant shall provide an enclosure or landscaping around the
dust collector if necessary to meet, this condition.
4. Applicant shall provide one additional parking space 9 feet by 20 feet
in size (2 foot maximum overhang allowed)
5. All conditions shall be met to the satisfaction of the Community
Development Director within 30 days of approval of the minor
modification.
