Knipe, Assistant City Engineer,// November 7, 1989 TRACT 4147 (VILLA CAMPENSINA) - BOND REDUCTION BACKGROUND INFORMATION iefolice zJ Tract No. 4147 is located south of Los Angeles Avenue at the terminus of Liberty Bell Avenue. A location map is enclosed for your reference. On February 27, 1988, the Moorpark City Council approved the final map and entered into an agreement with The Cabrillo Economic Development Corporation for the construction of public improvements. This agreement for construction of public improvements requires both on -site improvements within Tract 4147, as well as off -site improvements consisting of the construction of Liberty Bell Avenue between the Tract boundary and Los Angeles Avenue. The majority of the public improvements within Tract 4147 have been substantially completed at this time. However, there are some on -site improvements and street improvements at the intersection of Los Angeles Avenue and Liberty Bell Road that have not been completed at this time. In order to assist Cabrillo Economic Development Corporation, a reduction of bonds is appropriate at this time. All the monuments for this Tract have been set, and so the Monument Bond can be exonerated. The grading bond can be reduced since the vast majority of the grading has been completed, with only some park rough grading, park and individual lot fine grading and Unidos landscape remaining. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 November 7, 1989 Page 2 The Performance and Payment Bond, which covers street and storm drain improvements, must retain a sufficient amount to cover the construction of the street improvements at Los Angeles Avenue, as well as any damage to the streets incurred during construction of the individual houses. Below is a table listing the types of bonds, their original amounts and the recommend reduced amount: ORIGINAL TYPE BOND COMPANY BOND NO. Subdivision improvements are not normally accepted until all the improvements required by the Agreement to Construct Improvements are completed and all housing construction is complete. Since there are still improvements within this tract that require completion, the acceptance of the subdivision improvements within Tract 4147 are not being recommended at this time. RECOMMENDED ACTION That the City Council authorize: - the City Clerk to exonerate the above mentioned Monument Bond. - the City Clerk to reduce the above mentioned Grading and Performance and Payment Bonds to the amounts listed in the table above. Acceptance of subdivision improvements is a condition of occupancy for the Farmers Home Administration, and twenty of the self help homes in this tract will be ready for occupancy this month. As we have discussed, all punch list items (9/22/89) have been completed except item 1, which cannot be completed until the City's Los Angeles Avenue widening process is completed; you have indicated that this can be treated separately. We also discussed Item 7, and you informed me that the tract is already included in the city landscape assessment 6i-strict. I have reviewed the conditions of Tract 4147 and RPD 1049 and see no outstanding conditions that are required before city acceptance of subdivision improvements.
