Richards, Director of Community Development DATE: November 27, 1989 (CC meeting of December 6, 1989) SUBJECT: TOPA LIGHTING (PD -1064) Background Recently, there has been a complaint from a property owner who resides above and to the south of the Topa Management project regarding the intensity of the lighting in the parluing lot. Staff has discussed this issue with Susan Weintraub, Development Manager of the project. She indicated that the matter will be rectified so as to not create a problem for the neighbors. During the time frame of the complaint, some of the globes from the lights were blown off dur ng the strong winds, this resulted in additional light glare. The globes will be replaced as soon as possible. Mrs. Weintraub also stated that ff the parking lot area lighting continues to create a problem for the surrotind.ing property owners; other measures to rectify the problem will be taken. Ms. Weintraub indicated a willingness Lo conntinue to resolve any future concerns regarding lighting on the proj(!ct. site. Recommendation Direct staff to continue working with Topn Management as to resolve lighting issues should the matter need lnrther corrective action. The rear of our project has eleven light poles (including the one by the driveway entrance on Spring Road). Of these eleven lights, five are night lights. Currently, all pole lights are on until 10:00 p.m. After 10:00 p.m., only the five night lights remain on. Exterior building lights remain on until 12:00 p.m. Building lights are left on until that hour since restaurant patrons are on site. Please note that parking lot and building lighting standards are requirements of the sheriff's department and Community Development Department. The sheriff's department made us add lights to our original plans in order to bring the lighting level to acceptable standards. As you recall, we originally proposed a standard box lighting fixture for the parking lot which is typical of most shopping centers. These light poles were rejected by you and we were required to install a more decorative fixture. The number of fixtures required was calculated based on the City's requirement that we maintain a minimum of one -foot candle illumination on our property. Our electrical contractor has told us that we are unable to change just the bulb out on the existing fixtures. The entire fixture (not the pole) would have to be changed out to accommodate a smaller wattage light bulb.
