SALE OF ALCOHOLIC BEVERAGES IN 1W0 RESTAURANTS PROPOSED FOR THE TOPA MANAGEMENT COMMERCIAL CENTER LOCATED SOtI"niWEST OF TRIG INTERSECTION OF LOS ANGELES AVENUE AND SPRING ROAD Discussion Topa Management Partnership has requested a Minor Mod.il'ication to Commercial Planned Development. Permit No. PD -1064 to allow the sale of alcoholic beverages in the t.wo restaurants identified on their approved site plan. At the City Council's meeting of March 15, 1989, the Council determined that a Minor Modif.i.cat :ion approval would be. required to allow the two proposed restaurants In the Topn Management commercial center to serve alcoholic beverages (bees and winr, only.) in conjunction with food sales. Staff has included conditions o1' approval to require: 1) That the restaurants in the commercial center do not. contain a separate fixed bar area, 2) that alcoholic beverages be sold in conjunction with food service only, and 3) that the restaurants shall close by 12:00 a.m. (midnight). 11: is staff's opinion that if a separate bar area is proposed, a Major Modification to the permit wonlci he re-qu i r-(-d t,) al low for adequate ptrbl i.c notice. Pursuant to Resolution No. CC -88 -523, the Director has the authority to approve Minor Modifications. This matter is being presented to the Council as a courtesy. In the event the Council wishes to appeal the Director's decision, it may do so. Should the Council desire to appeal, it should set a public hearing date. The next available meeting date would be the Council's regular meeting of May 3, 1989. If the Council takes no actioci, then the Director's decision stands.
