IPD -88- -3 THROUGH IPD -88 -6 (WEST AMERICA CONSTRUCTION CORP. /SIEGET, & ASSO.) The Planning Commission held a public hearing foc the above referenced projects on .June 19, 1989, and adopted resolutions recommending approval of the Mitigated Negative Declaration Mind tliti.gnt.ion Reporting and Monitoring Program and recommending conditional zpprovnl of T1' ,D's 88 -' through 88 -6 on Jrtly 17, 1989 (resolutions are attached). Discussion The si.t:e plans and elevations thf. Planning Commission have recornrnended approval for are substantially different from the plans or:igi.nally submitted with the appli.caL.ons. As discussed in tlrr_ staff reports dated :Tune 19, 1989 (attached) , there were several design issues related to the projects in regard to access, parking, t.rish enr.lostires, loading zones, and landscaping. After receiving the draft staff reports, however, the applicants revised the design of their projects to C-d iminate all design concerns. The revised projects pinn�-, are attached as exhibits. The attached memorandum to the Planning Commission dated July 11., 1989, identifies the conditions of approv�I thr, Commission modkA1DWPI41RKt- eQPdiR6RNKA to the redesigned projects. The conditions related to traffic concerns along Los Angeles Avenue and were proposed by the applicant in an attempt to alleviate the Commission's concerns that any increase in the vehicles turning left from Maureen Lane onto Los Angeles Avenue would result in a safety problem until Los Angeles Avenue is widened and a traffic signal is installed. The applicants, therefore, agreed that construction of IPD's 88 -3 through 88 -6 would not begin before January 1, 1990, and that the applicant would prepare a Transportation Demand Management ((TDM) program for IPD -88 -4 and /or alternative easement access proposals if the Los Angeles Avenue widening project is not substantially completed prior to occupancy. Recommendation 1. Review and consider the information in the Mitigated Negative Declaration prepared for IPD's 88 -3 through 88 -6 (attached). 2. Review and consider the proposed Mitigation Reporting and Monitoring Program (attached). 3. Make the appropriate findings (attached) for each IPD. 4. Adopt separate resolutions for Industr.i.al Planned Development Permits Nos. IPD -88 -3 through IPD -88 -6 approving the Mitigated Negative Declaration and the Mitigation Reporting and Monitoring Program, and adopt separate resolutions conditionally approving each of the requested industrial planned development: permits.
