r,,greement. for Preparation of Minutes for City Council Meetings
From May, 1987 through October, 1988, there are fifty-six (56) unapproved
sets of City Council minutes. Attached is a list of the meeting dates.
Twelve (12) sets of the minutes are in some stage of preparation and can
be completed by existing City staff. Forty -four (44) sets of minutes are
in shorthand notes and audio tapes. In addition, four (4) sets of minutes
from August and September, 1983; and five (5) sets of minutes from April,
May and June, 1986 remain uncompleted.
The approved 1988 -89 budget includes $10,000 (Account 01- 113 -642) for a
contractor to work on the minutes backlog. Former City Clerk, Maureen
Wall, has expressed interest in preparing minutes for the referenced
forty -four (44) dates.
I have discussed this with her, and recommend a contract with her for this
purpose. The forty -four (44) sets would be prepared over a period of
three calendar months at a cost of $9,600.00 (test per set is $218.18).
She would mail draft sets of minutes on discs compatible with our system.
Thny would be printed out and proof read by the City Manager and corrected
by City staff.
It is Mrs. Wall's intent to purchase compatible equipment for her personal
use using a portion of the compensation under this contract. We are
working on language to allow this, but also protect the City. A draft
contract is being prepared and s: -)ould be available Monday, January 23,
1989.
Completed minutes are important. This contract would allow for the
completion of most of the uncompleted minutes in about: three months.

Staff Recommendation:
Approve agreement with Maureen Wall at a cost of $9,600.00 subject to
final language approval by the City Manager and City Attorney; and
authorize the Mayor to execute the agreement on behalf of the City.
