GILLESPIE Chief of Police Proposed Memorandum of Agreement With the Public Employees Association of Ventura County for Period of July 1, 1989 to June 30, 1.991 The City's representatives have reached agreement: with the City's two bargain:l.ng units for changes to the existing wages, hours and other terms of employment. Both units are represented by the Public Employees Association of Ventura County (PEAVC) and include all class .i.fications with full time employees except those classifications exempt from the City's personnel rules (i.e. management employees). There will be one Memorandum of Agreement (MOA) for both units. After approval. of the MOA, the City will modify Its Personnel Rules to implement. certain of these changes. At this time, it is recommended that the City Council approve the terms as discussed in this report with formal approval of the MOA presented to the Council for approval in July, 1989. The terms, are as follows: 1. A two year agreement from July 1, 1989 to June 30, 1991. 2. Effective with the payroll period beginning July 3, 1989, the City will pay the employeee cont:rihut.ion to the Public Fmployees Retirement- System (PERM), nol. to exceed 7°,. 3. Effective with the payroll periods beginning January 1, 1.990 and .July 2, 1990, . the City will increase salary ranges by 5% on both dates for all class ifir_ntions covered by the MOA. 4. City shall. continue to provide carne or comparable healtl:i insurance programs as are currently in effect through April 30, 1990. City will pay prem:iam increases, not. exceeding 20 %, for employee coverage for each applicable benefit (medica , dental, optical) during the germ of the MOA. City agrees to reopen this item for discussion if the prem.irnm increases exceed 30% for employee coverage during the term of tho MOA. 5. At employee's option, the employee may choose not to subscribe to certain dependent coverages and if this option is chosen, the City will pay one- lial.f of the premium cost for dependent coverage at employee -plus -one dependent rate for medical, optical and dental plans, riot. to exceed payment of $150 per month if employee elects not. to cover all of their otherwise eligible dependents. City agrees to provide this option only so long as provider does not object and this action is consistent with applicable federal and state laws. Once the employee has selected an option, lie /she may not change their selected option until. the renewal date of the medical plan. 6. City shall increase accrual for vacation leave by eight (8) hours per year beginning with the 6th year of service (after completion of five (5) years of service) through the loth year of service, with a maximum vacation accrual of 120 hours after ten years of service. 7. The Senior Planner, Associate Planner, Facilities Coordinator, Finance Officer and Recreation Supervisor shall be paid at straight time for all hours worked above eighteen (18) hours worked per month attending meetings of the City Council, Planning Commission, Parks and Recreation Commission and /or other official meetings the employee is required to attend that commence after 5:30 p.m. or on weekends or holidays. Employees in the aforementioned classifications shall also accrue five (5) days of administrative leave for the fiscal year. 8. City will enact a deferred compensation plan, after discussion with the employees, with the following limitations: A. No out -of- pocket cost for the City. B. At least 51% of employees in both bargaining units agree to participate and contribute at least the minimum amount estab.ished in the plan is onncted by the City. C. City may, at its sole option, discontinue the plan when participation per B., above, drops below 40% of the employees in both bargaining units. 9. Modifications to Rule 14 of the City's Personnel. Rules pertaining to injuries on the job. This allows the City to contest any such injury while Protecting the rights of the employees under app.li.r.able law.
