Background
On September 24, 1986, the Planning Commission cons[de..red RPSicicnt.ial
Planned Development Permit No. RFD -1057 for the construction of 93 single
family units. On November 3, 1986, the City Council approved thck
development subject to the conditions of approval. Staff recently received
a telephone call from a solar parcel instalIntion company who requested
approval to rince solar panels on the roof of n recreation building ;ocated
it, 'Tract 3049 Varsity Park Estates. Staff had indicated t.o the ccnt.ractor
that placing the parle.lS on the roof of the e:cisting structure would not be
architecturally compatible with the dPSign of' the roof and LhaL thr- solar
panels should either be placed on n sel-arate structure or be int-PRrated
wiLh the existing building so as to t>e architecturally compatible as we]1
os hidden from view from the public trnvoIing through the area.
The Community Development Department his since learned Lhnt the panels linve

As such, staff was not able to have the nppl ic.ant: int:egraLe the panels so
as to mitigate any visual impacts. The Community Development i)irector
