CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: The Moorpark Arts Commission FROM: Peggy Rothschild, Active Adult Center Supervisor Parks, Recreation & Community Services Department Amended by: Hugh Riley, Assistant City Manager DATE: May 25, 2010 (Amended November 10, 2010) SUBJECT: Moorpark Arts Festival (NOTE: This report was scheduled to be presented at an earlier meeting but was overlooked.) BACKGROUND The Moorpark Arts Festival was originally established in 1930. After a period of years when the event was not held annually, the tradition was revived in 2003 by a committee of Moorpark residents and local volunteers. In 2007, the City assumed responsibility for planning and staffing the event. Due to conflicts with other City events, the Festival was moved from the first Sunday in October (when it had been held in 2003-2005), to the first Sunday in May. In 2009, the event was moved to the last Sunday in April to avoid competition with other arts-related events in east Ventura County. DISCUSSION Held on Sunday, April 25, the 2010 Moorpark Arts Festival showcased a wide variety of art forms. Overall attendance at all combined sites is estimated at 2,142. At the Civic Center, featured artist Andrea Vargas-Mendoza exhibited her large-scale watercolors along with a juried exhibit of fine art housed inside the Apricot Room. The fine arts exhibit included drawing, painting, photography and ceramics. A gourd art exhibit was held inside the Citrus Room, in conjunction with gourd crafting demonstrations. Inside the Active Adult Center, a trompe I'oeil mural demonstration was provided along with drawing activities for children. Art by school-age children was well represented with over 158 youth artists exhibiting work. The Youth Art Exhibit drew a very large and enthusiastic audience. 1 Moorpark Arts Commission November 16, 2010 Page 2 On the Civic Center patio, pottery wheel demonstrations and lessons were offered by Chad Steel, a student teacher at Moorpark College, while free face painting was provided by Creative Designs by Camille. Both activities were extremely popular with youth and parents. A special Tibetan peace flag craft project was provided for children by volunteers on the Civic Center patio, with youngsters tie-dying their own flag. A harp performance by Xavier Montes on the Civic Center patio added to the festive atmosphere. In the pool car parking lot, Matt Oppenheimer created a chalk painting which allowed viewers to become participants, providing the illusion of attendees balancing on part of the image, and children had the opportunity to try their hand at street painting with chalk. Attendance fluctuated onsite throughout the day, ranging from 50 to 250, with the majority of visitors at the Civic Center between 1:30-2:30 p.m. The Moorpark Library hosted a program of bilingual activities, starting with the Magic Mariachi Show of Katia and Rafael, and followed by bilingual story time and craft projects in Arabic, Vietnamese and Spanish. Foot traffic between the library and chalk art station and up to the Civic Center patio was steady throughout the day. A "Teen Scene" area was incorporated into the event for the first time. Though the area did not attract the targeted age group, the music performances and art demonstrations were popular with adults and pre-teens. The High Street Arts Center showcased performances by Ballet Folklorico, the Treblemakers, Pam Rossi's Dance Ten, the Gypsy Dancers, and guitarist Vic Moraga. The High Street Arts Center reported a continual stream of guests throughout the day with the largest audiences attending during the 11:00 a.m. to 2:00 p.m. time period. Caricaturist Dave Boatman was stationed in front of the Arts Center and provided free caricatures from 11:00 a.m. to 3:00 p.m. Participating local High Street businesses included the High Studio Fine Art Gallery with an exhibit entitled, "Pure Vibrant Color" arid the Fine Print Shop offered an exhibit of local artists in a variety of media. Overall, attendance increased almost 50%, from an estimated total of 1,161 in 2009. NEXT YEAR'S EVENT The 2011 Festival has been scheduled for Sunday, April 17, 2011. The Second Annual "Moorpark Has Talent' Show will be presented on Saturday, April 16 as a Kick-Off Event. Staff is now developing plans for next year's event and is considering adding new venues including the Art Gallery at 17 High Street, 33 High Street and others. Staff Recommendation Staff recommends that the Commission discuss and provide suggestions for the 2011 Event. 2 ITEM 7.B. Review Art in Public Places Inventory. (Oral Report) Verbal Presentation No Staff Report 4 ITEM B.A. MINUTES OF THE ARTS COMMISSION Moorpark, California August 17, 2010 A Regular Meeting of the Moorpark Arts Commission of the City of Moorpark was held on August 17, 2010, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: 6:05 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Puckett led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Jean Amador, Tina Hamous, Tom Puckett, and Mary Schwabauer. Absent: Commissioner Molloy Staff Present: Hugh R. Riley, Assistant City Manager, Ken Rayzor, General Manager, High Street Arts Center. 4. SPECIAL PRESENTATIONS: None. 5. PUBLIC COMMENTS: None. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. DISCUSSION/ACTION ITEMS: A. Consider High Street Arts Center 2010-2011 Season. Mr. Riley introduced Ken Rayzor, the new General Manager of the High Street Arts Center. Mr. Rayzor discussed his plans for the season, which include EVITA, Les Miserables, and Phantom of the Opera. The season opener, EVITA, will run for six weeks, and auditions will begin on August 18. Commissioner Schwabauer was impressed with the season, and asked where the vocalists will come from for the musicals. Mr. Rayzor said they will come from "everywhere" and that Moorpark has an excellent talent base. Since it is an important year for the theater, Mr. Rayzor said he wants to swing for the fences. A youth production is planned for the spring, with six (6) performances over a two (2) week period. Mr. Rayzor 5 Minutes of Moorpark Arts Commission Meeting August 17, 2010 Page 2 said he is also considering a "breakout' series, possibly original, one acts, with six (6) performances over a two (2) week period. Rentals such as Miss Moorpark and Miss Ventura County pageants and Noontime Rotary of Camarillo's Magic Show will continue. Mr. Rayzor's goal is to keep the theater as busy as possible and keep it a vibrant part of the city. Commissioner Puckett felt that it was a good time to present musicals so that people can "get lost" in music during difficult economic times. Mr. Rayzor agreed that people come to theaters for musicals. Commissioner Schwabauer was happy to hear that children will be involved in the season. Commissioner Amador asked if rights have been secured for all shows. Mr. Rayzor said the only show without rights approved currently is Phantom of the Opera. Mr. Rayzor explained that he will be implementing season tickets and discussed how he expects it to work — including providing a pass card so that it's holder can see a show more than once if they want to. Mr. Rayzor believes that the strength of a single show can sell a season ticket if someone would like to see a show again. Chair Hamous welcomed Mr. Rayzor and expressed excitement about the season, including musicals, since she believed that we were unable to obtain rights for musicals. Chair Hamous suggested a relationship with Moorpark High School, which Mr. Razor already has since his son is currently a senior there. He also said he is welcome to any other relationships for the theater. The Commissioners offered to help in any way they can. B. Report from Public Art Ad Hoc Committee. Mr. Riley deferred to the Ad Hoc Committee to discuss the item. Commissioner Amador said that she and Commissioner Puckett had both taken photos at various places around the city. The Committee obtained locations of where there is public art now, and where it is needed. They will provide visual information to the Commission at a future meeting. Mr. Riley mentioned that the Ruben Castro Human Services Center construction will soon be underway, so public art suggestions are welcomed. FUTURE AGENDA ITEMS AND REPORTS ON CONFERENCES/MEETINGS ATTENDED BY COMMISSIONERS: Commissioner Ramous updated the Commission on the Arts Commission/Foundation booth at the Third of July Event and Kiwanis Club's Wine and Moonlight Event. A similar booth is planned for Country Days in October. She stressed the importance of the Commissioners' presence at future events. Commissioner Schwabauer questioned Mr. Riley about the State taking of Redevelopment Funds and how it affects the city. Mr. Riley discussed the $1.9 million ERAF payment made in May. Reserves are being used now, but the city still has substantial funds available. He also mentioned the possibility of adding new properties into the Redevelopment Project Area.
