Said Special Meeting shall be for the purpose of the following: 1. CALL TO ORDER: 2. ROLL CALL: 3. PUBLIC COMMENTS: 4. PRESENTATIONS/ACTION/DISCUSSION: A. Consider Final Selection of Artist for the Ruben Castro Human Services Center. Staff Recommendation: Review final four artists' conceptual designs and make a recommendation for City Council consideration. 5. CONSENT CALENDAR: A. Approval of Minutes for the Joint Meeting of the City Council and Arts Commission of March 29, 2011. Staff Recommendation: Approve as presented. B. Approval of Minutes for the Special Meeting of the Arts Commission of June 8, 2011. Staff Recommendation: Approve as presented. C. Approval of Minutes for the Special Meeting of the Arts Commission of June 16, 2011. Staff Recommendation: Approve as presented. 6. ADJOURNMENT: SPECIAL MEETING NOTICE —Arts Commission June 21, 2011 Page 2 All writings and documents provided to the majority of the Commission regarding all agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all regular Commission meetings is also available on the City's website at www.ci.moorpark.ca.us. Any member of the public may address the Commission during the Public Comments portion of the Agenda, unless it is a Discussion item. Speakers who wish to address the Commission concerning a Discussion item must do so during the Discussion portion of the Agenda for that item. Speaker cards must be received by the Recording Secretary for Public Comment prior to the beginning of the Public Comments portion of the meeting; and for a Discussion item, prior to the Chair's call for speaker cards for each Discussion agenda item. A limitation of three minutes shall be imposed upon each Public Comment and Discussion item speaker. Written Statement Cards may be submitted in lieu of speaking orally for Discussion items. Any questions concerning any agenda item may be directed to the Parks, Recreation & Community Services Department at 517-6227. A MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND ARTS COMMISSION Moorpark, California March 29, 2011 A Special Joint Meeting of the Moorpark City Council and Arts Commission was held on Tuesday, March 29, 2011, at 6:15 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council to order at 6:30 p.m. Chair Amador called the Arts Commission to order at 6:30 p.m. 2. THE PLEDGE OF ALLEGIANCE: Mary Schwabauer, Arts Commissioner, led the Pledge of Allegiance. 3. ROLL CALL: City Council: Councilmembers Mikos, Pollock, Van Dam, and Mayor Parvin. Absent: Councilmember Millhouse. Arts Commissioners: Commissioners Blaugrund, Hamous, Molloy, Schwabauer, and Chair Amador. Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Status Report on Mission Statement, Priorities, Goals and Obiectives for Fiscal Year 2010/2011 and Direction for Fiscal Year 2011/2012. Staff Recommendation: Direct staff as deemed appropriate. Mr. Riley deferred to the Chair of the Arts Commission. 2 Minutes of the City Council and Moorpark Arts Commission Moorpark, California Page 2 March 29 2011 Chair Amador summarized the Arts Commission's efforts to align with the tasks outlined in the status report and provided specific examples of how the Arts Commission would like to be involved in meeting Departmental Goals and Objectives, and Potential Objectives. She asked that: 1) Potential Objective No. 53 "Consider a policy that City and Redevelopment Agency funded buildings shall include public art in the same manner as private projects" be moved to the Departmental Goals and Objectives list to make sure the future expansion of the Moorpark City Library and Civic Center includes public art; 2) Maintaining the data base of public art locations on a map and in image form be an assigned duty for the Arts Commission and that the inventory be included on the City's website; 3) The Arts Commission be allowed to assist in the staff effort to develop a Master Plan for the Arts rather than limiting the placement of art at specific projects under development; 4) The Arts Commission be involved in the drafting of the policy and guidelines for use of the Art in Public Places fees; 5) The Arts Commission would like to assist the Parks and Recreation Department with the Art Festival; and 6) The Arts Commission would like to consider location of and type of art for Magnolia Park before recommending a monument sign. The Council and Commission discussed the Arts Commissioners' enthusiasm and expertise in fulfilling the goals of the City and their willingness and desire to promote arts in the community. 6. ADJOURNMENT: Mayor Parvin adjourned the City Council and Chair Amador adjourned the Arts Commission at 7:01 p.m. Janice S. CALL TO ORDER: Chair Amador called the meeting to order at 3:03 p.m. 2. ROLL CALL: Present: Commissioners Charles Blaugrund, Tina Hamous, Wendy Molloy, Mary Schawbauer, and Chair Jean Amador. Staff Present: Assistant City Manager Hugh Riley, Senior Management Analyst John Brand, Administrative Assistant Patty Anderson, and Administrative Secretary Kathy Priestly. 3. PUBLIC COMMENTS: None. 4. PRESENTATIONS/ACTION/DISCUSSION: A. Interview with Artist Carol Gold for Proposed Artwork for the Ruben Castro Human Services Center. Staff Recommendation: Conduct oral interview. Carol Gold and her associate, John Kincaid, were introduced. A virtual tour of the proposed design of the Ruben Castro Center was shown by John Squillace from Barnhart Balfour and Beaty. Ms. Gold and Mr. Kincaid presented their conceptual ideas and discussion followed concerning the artwork, placement, and colors. No action was taken at this time. B. Interview with Artist Steven Rieman for Proposed Artwork for the Ruben Castro Human Services Center. Staff Recommendation: Conduct oral interview. Steven Rieman, and wife Ruth Rieman, were introduced. 4 Minutes of the Arts Commission June 8, 2011, Special Meeting Page 2 Once again, a virtual tour of the proposed Center was shown and discussed. Steven and Ruth Rieman presented their conceptual ideas. The Commission and staff discussed these ideas with Mr. and Mrs. Rieman. No action was taken at this time. 5. CALL TO ORDER: Chair Amador called the meeting to order at 5:00 p.m. 2. ROLL CALL: Present: Commissioners Charles Blaugrund, Tina Hamous, Wendy Molloy, Mary Schawbauer, and Chair Jean Amador. Staff Present: Assistant City Manager Hugh Riley. 3. PUBLIC COMMENTS: None. 4. PRESENTATIONS/ACTION/DISCUSSION: A. Interview with Artist John Fisher for Proposed Artwork for the Ruben Castro Human Services Center. Staff Recommendation: Conduct oral interview. John Fisher was introduced.
