CALL TO ORDER: Chair Krutilek called the meeting to order at 6:32 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Stratton led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Joseph Catrambone, Richard Stratton, Sandra Thompson, and Chair Scott Krutilek. Staff Present: Mary Lindley, Parks, Recreation and Community Services Director; and Patty Lemcke, Administrative Assistant. 4. PROCLAMATIONS, COMMENDATIONS, AND SPECIAL PRESENTATIONS: Chair Krutilek announced the resignation of Commissioner Julie Weisberger from the Parks and Recreation Commission due to her family moving out of state. A. Staff's Monthly Report. Mary Lindley gave an oral report. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: Mary Lindley requested that item 8.B be addressed before item 8.A due to speakers present for item 8.B. The Commission concurred. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDAR: A. Approval of Minutes for the Parks and Recreation Commission's Meeting of April 7, 2008. Staff Recommendation: Approve as presented. B. Approval of Minutes for the City Council and Parks and Recreation Commission's Joint Meeting of April 23, 2008. Staff Recommendation: Approve as presented. P&R Commission Meeting September 8, 2008 Page 2 C. Easter Egg Hunt Event Report. Staff Recommendation: Receive and file report. D. Parks Quarterly Report. Staff Recommendation: Receive and file report. E. Recreation Programming Quarterly Report. Staff Recommendation: Receive and file report. F. Kids Day in the Park Event Report. Staff Recommendation: Receive and file report. G. July 3rd Extravaganza Report. Staff Recommendation: Receive and file report. MOTION: Commissioner Thompson moved to approve the Consent Calendar as presented. Commissioner Catrambone seconded. The motion was carried 4-0. 8. DISCUSSION/ACTION ITEMS: B. Consider Tennis Court Rules. Staff Recommendation: Support staff's recommended tennis court rule changes. Mary Lindley gave an oral review of her report and explained the City's existing court rules applying to play time, as well as the surrounding cities rules for play time. First Speaker: Ray Mercado from the Moorpark Tennis Club stated that he feels the City should adopt the "choice" policy, which is to wait and start precisely on the hour, or choose to use an open court of your choice and play the remaining minutes of that present hour. Second Speaker: Rick Maki from the Moorpark Tennis Club stated that he agrees with Mr. Mercado's suggestion. The Commission and staff discussed different options to the rules, the surrounding cities' court rules, and time needed for singles games as opposed to doubles. It was agreed that to adopt the play on the hour rule would be the simplest and easiest. P&R Commission Meeting September 8, 2008 Page 3 MOTION: Commissioner Thompson moved to support staff's recommended tennis court rule changes. Commissioner Catrambone seconded. The motion was carried 4-0. A. Consider Approved Parks and Recreation Related Obiectives for FY 2008/09. Staff Recommendation: Receive and file report. Mary Lindley reviewed the approved FY 2008/09, 0-2 year objectives. Chair Krutilek stated that he feels Monte Vista Park's upkeep has greatly improved. Commissioner Catrambone inquired as to how a member of the public could become involved with the ground breaking ceremony of the Veteran's Memorial. Ms. Lindley suggested they contact the American Legion. Commissioner Thompson stated that regarding objective VII.A.11, she hoped that if a water feature is selected as the public art, that it not be a fountain. MOTION: Commissioner Thompson moved to receive and file. Commissioner Stratton seconded. The motion was carried 4-0. C. Consider Status on the Moorpark Veterans' Memorial. Staff Recommendation: Receive and file report. Mary Lindley gave an overview of the Veterans' Memorial design. She stated that the ground breaking ceremony hopefully will be held on Veterans' Day, November 11. Commissioner Stratton inquired as to the parking. Ms. Lindley stated that there is some available street parking, as well as the Police Services Facility parking lot directly across the street. The Commission all agreed that they really like the proposed design. MOTION: Commissioner Catrambone moved to receive and file the report. Commissioner Thompson seconded. The motion was carried 4-0. D. Consider Date for Park Tour. Staff Recommendation: Select a date in October to conduct the fall park tour. P&R Commission Meeting September 8, 2008 Page 4 The Commission and staff scheduled the Fall Park Tour for Sunday, October 26, 2008, at 10:00 a.m. 9. ANNOUNCEMENTS/FUTURE AGENDA ITEMS: Commissioner Thompson announced the distribution of the Fall Recreation Brochure and the variety of classes and sports being offered by the City to the public. Commissioner Thompson also announced the upcoming Teen Photography Exhibit opening at the Moorpark Library on Saturday, September 13, 2008. Commissioner Thompson wished the best to the Weisberger family. 10.
