SUBJECT: Consider Sample Library Vision Statements
BACKGROUND
At their December meeting, the Board requested an opportunity to discuss a Mission
Statement for the Library Board.
The City of Moorpark has a singular Mission Statement,which is"Striving to preserve and
improve the quality of life in Moorpark." The City's boards, commissions, and its various
functional departments all operate under this Mission Statement.
It may be beneficial for the Board to consider a Vision Statement to help the Board
focus on potential Library objectives for the City Council's future consideration.
Attached for the Board's reference is a collection of sample library vision statements.
At a future meeting, the Board might consider its choices for a Vision Statement, and a
list of objectives to fulfill that vision.

21st Century Library Strategic Plan -
Vision Statement
Probably the most troublesome aspect of the Vision Statement is how it differs from the Mission
Statement. If you review very many you will find elements of each intermingled with each,because it
is difficult to separate the Mission from the Vision.Where the Mission Statement addressed the issue
of"Why does your library exist?",the Vision Statement presents an image toward which the library is
motivated and it inspires a compelling future—to become something more than most thought it
could be.
A definition I found particularly appropriate in this context is that`vision is a mental image produced
I by the imagination'.What will you dare to dream that your library can become in the 21st Century
environment?Whatever it is—DREAM IT! —and make it your Vision Statement.
I Keep in mind that this vision presupposes that you understand the future,the 21st Century
Ienvironment that will influence your library's future.What does it look like?What are its
characteristics and parameters?What are its real world factors regarding your library?What do you
want the library's 21st Century future to be?
i VISION:
Like the Mission Statement,there is no"generic"library vision statement.AND,again,whether the
library is public,school,academic or special has a HUGE impact on your vision of what you want to
become.There are recommended elements of a Vision Statement that you may want to review when
• developing your own vision for the 21st Century.A visions statement should:
"be an image toward which the library is motivated—guided by the strategic plan,
'challenge everyone to reach for something significant—inspire a compelling future that is
achievable,
•be an expression of how the library wants to be perceived in the future—what success looks like,
. 'provide a long-term focus for the entire library,
'include a vivid description of the library as it effectively carries out its operations,
•be library culture specific,
"be the most enjoyable part of a plan.

Southbury Library Vision Statement contains almost 950 words,including;"The library will
not become irrelevant.Technology will not eliminate library usefulness.Technology will serve to
deliver information in a variety of new ways,taking advantage of the rapid improvements in
computers and communications."
(These 34 words could have been an OK vision statement.Not sure what to call the other 900+
words-interesting?)
The Dearborn Public Library fosters the spirit of exploration,the joy of reading,and the pursuit
of knowledge for all ages and cultures starting with the very young."
(Short,succinct and filled with laudable"visions"related to what people should gain from a library.)
Vision Descriptors:
Hopefully,these action descriptors are not too difficult to read.These should be very helpful in
creating a vivid description of your library's Vision Statement.

A vision statement is a vivid idealized description of a desired outcome that inspires,

Vision Statements and Mission Statements are the inspiring words chosen by successful
leaders to clearly and concisely convey the direction of the organization. By crafting a
clear mission statement and vision statement,you can powerfully communicate your

"Mission Statements"and"Vision Statements"do two distinctly different jobs.
A Mission Statement defines the organization's purpose and primary objectives. Its prime
function is internal—to define the key measure or measures of the organization's success

Vision Statements also define the organizations purpose,but this time they do so in terms
of the organization's values rather than bottom line measures(values are,guiding Beliefs

Example:
Take the example of a produce store whose winning idea is"farm freshness". The owner
identifies two keys measures of her success: freshness and customer satisfaction. She
creates her mission statement—which is the action goal that combines the winning idea
and measures of success.
The mission statement of Farm Fresh Produce is:
"To become the number one produce store in Main Street by selling the highest quality,
freshest farm produce,from farm to customer in under 24 hours on 75%of our range and
with 98%customer satisfaction."
Vision Statement Creation
Once you've created your mission statement,move on to create your vision statement:
I. First identify your organization's mission. Then uncover the real,human value in
that mission.
2. Next, identify what you,your customers and other stakeholders will value most
about how your organization will achieve this mission.Distil these into the values
that your organization has or should have.
3. Combine your mission and values, and polish the words until you have a vision
statement inspiring enough to energize and motivate people inside and outside
your organization.
Using the example mission statement developed for Farm Fresh Produce,the owner
examines what she,her customers and her employees value about her mission.
The four most important things she identifies are:freshness,healthiness,tastiness and
"local-ness"of the produce.
Here's the Vision Statement she creates and shares with employees,customers and
farmers alike:
"We help the families of Main Town live happier and healthier lives by providing the
freshest, tastiest and most nutritious local produce:From local farms to your table in
under 24 hours."

Vision Statement
A vision is a statement about what your organization wants to become.It should resonate
with all members of the organization and help them feel proud,excited,and part of
something much bigger than themselves. A vision should stretch the organization's
capabilities and image of itself. It gives shape and direction to the organization's future.
Visions range in length from a couple of words to several pages. I recommend shorter
vision statements because people will tend to remember their shorter organizational
vision.

Vision:Defines where the organization wants to be in the future. It reflects the optimistic
view of the organization's future.
Mission: Defines where the organization is going now,basically describing the purpose,

Strategic planning saves wasted time,every minute spent in planning saves ten minutes in
execution.
The purpose of individual strategic planning is for you to increase your return on energy,
the return on the mental,emotional,physical and spiritual capital you have invested in
your life and career.
Every minute an individual spends planning their goals,activities and time in advance
saves ten minutes of work in the execution of those plans--or so claim several experts.
Careful advance planning gives you a return of ten times,or 1,000%,on your investment

Within recent years the Government Libraries Section of the International Federation of
Library Associations(IFLA)was contacted by two libraries for viable examples of
mission and/or vision statements for a government library,we responded by researching
various posted and publicly accessible examples from the websites of some government
libraries worldwide.This online publication of existing mission and/or vision statements
is an outgrowth of that effort.This is a collaborative effort by the members of the
Government Libraries Section of IFLA and will be continuously updated as additional
• statements are identified.
Why a mission statement?What is the purpose of a mission statement?How does a
mission statement differ from a vision statement?
For-profit businesses and non-profit organizations have long had mission and vision
statements that identify their direction,their purpose,the basic goals,characteristics,and
philosophies that shape their businesses and organizations.The determination of these
entities forms the backbone of the corporate mission and forms the culture that will guide
the management and employees in their daily work and in their interaction with
customers.As situations and focus change,it may become necessary to redefine the
mission and/or vision statement The revised or updated mission statement will most
likely reflect the same elements and values as the original.The mission statement will
still define the executive philosophy of the business,the self-concept of the business and
even the desired public image.
For libraries the mission statement should convey the purpose and the means by which
that purpose will be accomplished.The mission statement should also include the
ultimate aims of the library within the confines of the parent organization,and thus,
provide a unity of direction for managers,the shared expectations of employees,and
convey to patrons and clients exactly what the library provides and represents.

required government officials of federal departments and agencies to write a mission
statement. Several state legislatures have also required state agencies to write mission
statements as part of their annual budget planning process or for their strategic plan.

organizations with written and,often publicly displayed,mission statements.
The similarities as well as the differences between mission statements and vision
statements are slight.The mission statement is more purpose directed and strategic.It
inspires employees to meet specific expectations in order to arrive at the same goals.
Mission statements are over arching and apply to the entire organization,business,or
library.The vision statement is how an organization sees itself within its parent
organization and in service to its customers.The vision statement aligns itself with the
corporate mission statement and,at the same time,provides a direction by which
employees will strive within their work units to meet the corporate goals and ultimately,
the corporate mission.
In alphabetical order by country,we provide the mission and/or vision statements as
recently retrieved from the library's public website or from an individual employed in the
libraries listed.For some of the libraries listed here the mission and/or vision statement
may not be the current one for these could change at any time as an institution makes that
change.Clearly these libraries are not expected to contact the Government Libraries
Section authors of this publication nor can those Section members check daily,weekly or
even monthly to see if there is an update. Whether the mission and/or vision statements
presented here are current is not the focus.The intent is simply to provide examples of
such statements from government libraries worldwide and they do serve that purpose.
This is an on-going"live"publication and will be routinely updated as new statements
are added to the publication. We know that the mission and/or vision statements of
specific federal government agency libraries most likely appear on the agencies and

Mission Statement:
As the central academic library of the Republic of Austria,the Austrian National Library
(ANL)looks back over a history rich in tradition going as far as the 14th century.It is the
living bridge between the rich heritage of the past and the future-oriented demands of a
modem information society.
The Austrian National Library regards itself as a centre of information and research
oriented toward serving the public,as an outstanding national memory institution and as a
many-sided centre of education and culture.
As a service-oriented information centre,the Austrian National Library offers its users
access and professional advice on its own holdings(almost eight million objects)and also
on international data pools. In addition,it accepts commissions on scientific research,and
operates documentation centers and service facilities,for example on literature
specifically devoted to women's studies. Since the beginning of the digital age a steadily
increasing part of the services are processed online via the home page of the ANL.
Because of the Austria law on media the Austrian National Library receives-as the only
library in the country—copies(Legal deposit)of all publications appearing in Austria,
including those from electronic offline media and dissertations approved by Austrian
universities.Those obligatory items simultaneously serve as the basis for publication of
the Austrian Bibliography.On top of that,the Library systematically selects and collects
literature specifically concerning Austria but published in other countries,and literature
on the humanities with special attention paid to works that are relevant to its own
Departments.
In its nine Departments the Austrian National Library,as the heir to the Habsburg Court
Library,conserves a significant part of the world's documentary heritage,and feels a
duty to continue that conservation.Of exceptional international importance are the
holdings of antique,medieval,and modem manuscripts from the most varied cultural
areas and music autographs,incunabula and old printed works,historic maps,portraits
and other pictorial documents,placards,exlibris and broadsheets,and of no less
importance the literary estates of Austrian writers.Three museums belonging to the
Library present to the public objects from the world's biggest papyrus collection,from a
unique holdings of historic globes,and an impressive collection on the international

1. CALL TO ORDER:
The meeting was called to order at 6:05 p.m.
2. PLEDGE OF ALLEGIANCE:
Chair Fenerin led the Pledge of Allegiance.
3. ROLL CALL:
Present: Board Members Cindy Housel, Abigail Sichmeller, Steven
Wolfson, and President Michael Fenerin. Board Member Karen
Wrolson was absent.
Staff Present: Senior Management Analyst John Brand, City Librarian Heather
Cousin, and Administrative Assistant Patty Anderson.

the plans for the new Library.

At this time, John Brand discussed with the Board the Library statistics for FY
2011/12 for the annual report that is due March 15, 2012.
Heather Cousin announced that she had attended the Library Association
Conference in September, and that the Moorpark City Library received grant for a
literacy program on the U.S. Constitution and will be working with the Reagan
Presidential Library on it.
8. PRESENTATIONS/ACTION/DISCUSSION:
A. Overview of Collection Development Policies and Procedures. Staff
recommendation: After discussion, receive and file report.
Heather Cousin gave an overview of staffs report and the current
procedures for the collection of Library material.
The Board and staff discussed how the City prioritizes the list of materials
to be purchased, as well as donations from the public.
The Board reached a consensus to receive and file the report.
B. 100th Anniversary Ad Hoc Committee. (Oral Report) Staff
recommendation: Receive and file report.
Heather Cousin gave an oral report on the Ad Hoc Committee meetings.
She stated that the theme for the anniversary next year is "Dream Big"
and she shared some of the proposed programs and events currently
being planned throughout the year, including a reception at the library on
Saturday, January 28.
President Fenerin stated that next year's anniversary will be the ideal time
to promote fundraising events for the new Library.
The Board and staff discussed the proposed plan to create a level system
to acknowledge donors and the dollar amount given. Publicity for the
events was also discussed.
C. Moorpark Friends of the Library Update. (Oral Report) Staff
recommendation: Receive and file report.
President Fenerin gave an oral report on the current activities of the
Wiendiof the Library and announced that they will only"be meeting
quarterly instead of monthly. The newsletter also will be sent quarterly
now.

Board Member Sichmeller offered to post notices at Moorpark College to
promote membership for Friends.
D. Library Activities, Programs and Calendar. Staff recommendation:
Receive and file report.
John Brand reviewed the Library calendar and teen flyer with the Board.
The Board reached a consensus to receive and file report.
9. CONSENT CALENDAR:
A. Approval of Minutes for Library Board's Regular Meeting of September 13,
2011. Staff Recommendation: Approve as presented.
MOTION: President Fenerin moved and Board Member Wolfson seconded to
approve the Minutes as presented. The motion carried by unanimous voice vote.
