HomeMy WebLinkAboutMIN 2012 0604 PR REG MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California June 4, 2012 A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on June 4, 2012, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Pflaumer called the meeting to order at 6:33 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Cook led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Zachary Cook, Sandra Thompson, Julie Weisberger, and Chair Thomas Pflaumer. Staff Present: Assistant City Manager Hugh Riley, Parks and Landscape Manager Jeremy Laurentowski, Recreation Superintendent Stephanie Shaw, and Administrative Assistant Patty Anderson. Also in attendance was Mr. Bob May from the California Joint Powers Insurance Authority, and Captain Ron Nelson from the Moorpark Police Department. 4. SPECIAL AGENDA ITEMS: None. 5. PUBLIC COMMENTS: None. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Commissioner Thompson congratulated the Moorpark graduates of 2012. Commissioner Thompson announced the upcoming July 3rd Extravaganza Event, as well as the opening production of The Music Man" at the High Street Arts Center. P&R Commission Meeting June 4, 2012 Page 2 Chair Pflaumer requested the discussion of social networking as a future agenda item. 8. PRESENTATION/ACTION/DISCUSSION: A. Consider Bicycle Use at the Poindexter Park Skate Park. Staff Recommendation: 1) That bicycles not be allowed in the skate park at Poindexter Park and does not recommend revising Moorpark Municipal Code Section 12.16.190, Skate Facilities, to accommodate bicycles; and 2) The Commission request that the City Council direct staff to continue to seek possible site opportunities and funding sources in an effort to provide a facility for Free Ride BMX bicycle use. Hugh Riley gave the oral report for staff. Chair Pflaumer invited Mr. Bob May from the California Joint Powers Insurance Authority to speak. Mr. May spoke on behalf of the City and discussed with the Commission the liability issues that could arise if bikes and scooters are allowed in the Skate Park. Chair Pflaumer invited Captain Ron Nelson to speak on behalf of the Moorpark Police Department. Captain Nelson discussed with the Commission ways the police are currently trying to handle the unlawful use of bikes and scooters in the Skate Park, and additional methods that may be effective with keeping the bikes and scooters out. Commissioner Weisberger stated that she would like two things noted at this time: to remind everyone that the Skate Park was designed and built for skateboarders and inline skating and not for bikes or scooters; and that a permanent sign or signs needs to be designed and installed stating that bikes and scooters will be confiscated if brought into the Skate Park. At this time during the meeting, Patty Anderson showed a Power Point presentation of bike track designs and parks. The Commission discussed with staff what options may be available at this time and perhaps finding out what type of facility or track free ride bikers would prefer. MOTION: Commissioner Thompson moved and Commissioner Cook seconded a motion to approve staffs recommendation to not revise the current City Code, which does not allow bikes or scooters into the Skate Park, and to seek possible sites and funding for a free ride BMX bike facility. P&R Commission Meeting June 4, 2012 Page 3 B. Reschedule a Park Tour from the May 19, 2012, Canceled Meeting. Staff Recommendation: Schedule a date and time to conduct a park tour. The Commission and staff scheduled the next Park Tour for June 25, 2012, to begin at 5:00 p.m. 9. CONSENT CALENDAR: Chair Pflaumer requested that Item 9.0 be pulled for discussion and Commissioner Cook requested Item 9.D be pulled for discussion. MOTION: Commissioner Weisberger moved and Commissioner Thompson seconded that Items 9.A and 9.B be approved as presented. The motion was carried 4-0. A. Approval of Minutes for Parks and Recreation Commission Regular Meeting of April 2, 2012. Staff Recommendation: Approve as presented. B. Approval of Minutes for Joint Meeting of the City Council and the Parks and Recreation Commission of April 11, 2012. Staff Recommendation: Approve as presented. C. Recreation Programs Winter Quarterly Report. Staff Recommendation: Receive and file report. Chair Pflaumer discussed Visits With Santa, Breakfast With Santa, and Teen Programs with staff. D. Parks Quarterly Report. Staff Recommendation: Receive and file report. Commissioner Cook wanted to thank parks staff for working with the community's volunteer organizations and involving them with improvement projects in the parks. He stated that he realizes the time and effort staff puts forth to organize these volunteer days. MOTION: Commissioner Thompson moved and Commissioner Weisberger seconded a motion to receive and file Item 9.0 and Item 9.D. The motion was carried 4-0. 10.
