Moorpark, California November 16, 2010
A Regular Meeting of the Moorpark Arts Commission of the City of Moorpark was held
on November 16, 2010, in the Council Chambers of said City located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER:
6:03 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Amador led the Pledge of Allegiance.
3. ROLL CALL:
Present: Chair Hamous, Commissioners Amador, Molloy, Puckett, and
Schwabauer
Staff Present: Hugh R. Riley, Assistant City Manager
Guests: Clint Harper, Moorpark Foundation for the Arts
4. SPECIAL PRESENTATIONS: Mr. Riley discussed a draft flyer being prepared
for the special holidays occurrences on High Street on December 19, 2010.
5. PUBLIC COMMENTS: None.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None.
7. DISCUSSION/ACTION ITEMS:
A. Consider 2011 Moorpark Arts Festival.
Mr. Riley reported that the City is in the process of planning the Moorpark
Arts Festival for April 17, 2011. The Moorpark Has Talent event will kick-
off on April 16, 2011. Plans are to begin incorporating more on High
Street to expand the events. The Commission will be notified when
planning meetings begin. Commissioners will be utilized at the talent
show as judges. Commissioner Schwabauer inquired about where
auditions will be held. Mr. Riley said that possibilities would be the AVRC
and Community Centers. Approximately 20 people auditioned last year,
and hopes are that there will be more next year. Mr. Riley said the
winners of the talent show last year were rappers. There was a good

variety of talent and the event was sold-out. Expectations are that the
event will do better next time. The prize money will be doubled, which
should spark more interest. Commissioner Hamous would like to see the
winner of Moorpark Has Talent to perform at the Arts Festival as a reward.
Commissioner Puckett suggested that a comedy/improv show might be
nice to have at the Arts Festival. Mr. Riley agreed. Commissioner
Schwabauer asked if we can reach out to local colleges for performers,
but Mr. Riley mentioned that relationship has already been developed and
is growing.
B. Review Art in Public Places Inventory. (Oral Report)
Commissioner Amador shared a slide-show regarding art in public places.
The slide-show included public art shown in private developments, such
as fountains. Most are currently "drive by" art. The Veteran's Memorial
and other city and state's art were included. Commissioner Amador
stated that art "needs to go where the people are," such as parks. Art is
also used as gateways to cities and train stations etc. — places where
people are. Other potential places include public art in schools,
community centers, and pedestrian areas were discussed.
Commissioner Puckett delivered what he called his "swan song" at this
point of the meeting. He said he believes in the arts and thinks he could
have done more, but is "disappointed and disheartened." He then
discussed a book he wrote.
Commissioner Hamous would like to discuss suggestions given by
Commissioners Amador and Puckett regarding Art in Public Places, at a
future meeting. Mr. Riley asked for a narrative report to go along with the
Power Point presentation.
Commissioner Schwabauer felt that the key places for art should be
schools. Each school has a site that could identify that school from
others. Schwabauer suggested that we ask schools to choose art of their
choice to be representative of them as a group, with the children of each
school being the ones creating the art. The PTA would cooperate by
organizing the project. Commissioner Molloy mentioned that there is a
woman in Moorpark who has done some artwork at some of the local
schools. The Commissioner agreed with the suggestion of art in schools.
Commissioner Molloy offered to "fact-find" with the schools in the
community.
C. Ruben Castro Human Services Center Update. (Oral Report)
Mr. Riley reported that bids were obtained in October, and were well within
the budget. Agreements are in place with the tenants. There is a

possibility that the ground breaking ceremony could be sometime in
January. The RFP process should be starting soon. Commissioner
Amador offered to assist with a draft proposal that she'll go over with Mr.
Riley. Commissioners Amador and Schwabauer will serve as the RFP
Committee.
8. CONSENT CALENDAR:
A. Approval of Minutes for the Arts Commission Meeting of August 17, 2010.
Staff Recommendation: Approve as presented.
CONCENSUS: Approved as presented. (5-0 Vote)
9. FUTURE AGENDA ITEMS AND REPORTS ON CONFERENCES/MEETINGS
ATTENDED BY COMMISSIONERS:
The Commissioners enjoyed Country Days, and were well represented at the
event.
Commissioner Amador thought that "EVITA" was great. Mr. Riley reported that
due to a rental at the theater, Ken Rayzor was unable to attend this meeting. Mr.
Riley also mentioned that "EVITA" did very well, and included a high level of
talent. The budget is expected to be impressive after calculating revenue vs.
expenses. Commissioner Schwabauer felt a high level of enthusiasm in the
community about "EVITA". Mr. Riley also reported that "The Rocky Horror Picture
Show" was also very successful.
