CITY COUNCIL AND ARTS COMMISSION
Moorpark California April 11 , 2012
A Special Joint Meeting of the Moorpark City Council and Moorpark Arts Commission
was held on April 11, 2012, at 6:15 p.m. at the Moorpark Community Center located at
799 Moorpark Avenue, Moorpark, California.
1 . CALL TO ORDER:
Mayor Parvin called the City Council meeting to order and Chair Amador called
the Arts Commission meeting to order at 6:25 p.m.
2. THE PLEDGE OF ALLEGIANCE:
David Klotzle, City Engineer/Public Works Director, led the Pledge of Allegiance.
3. ROLL CALL:
City Council: Councilmembers Mikos, Millhouse, Pollock,
Van Dam, and Mayor Parvin.
Arts Commissioners: Commissioners Blaugrund, Molloy,
Schwabauer, and Chair Amador.
Absent: Commissioner Hamous.
Staff Present: Steven Kueny, City Manager; Hugh Riley,
Assistant City Manager; Deborah Traffenstedt,
Deputy City Manager; David Klotzle, City
Engineer/Public Works Director; and Maureen
Benson, City Clerk.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Presentation on City of Moorpark Public Art Survey.
Commissioner Blaugrund gave a PowerPoint presentation of the City of
Moorpark's public art.
There were no speakers.

B. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2011/2012 and Direction for Fiscal Year
2012/2013. Staff Recommendation: Direct staff as deemed appropriate.
Mr. Kueny deferred giving a staff report and referred to the Council and
Commission for discussion.
There were no speakers.
A discussion followed among the Councilmembers, Commissioners, and
staff which focused on:
1) The Arts Commission's completion of Objective VI. 23, with
Commissioner Blaugrund's presentation of the Public Art Survey;
2) Placement of the Public Art Survey on the City's website and Channel
10 under the Arts Commission category;
3) The Arts Commission's offer to assist staff in developing policies and
program guidelines for use of art in public places by June 2012 in
relationship to Objective VII. 2.;
4) The Arts Commission's commitment to perform investigative work to
provide to staff with guidelines for fine and cultural arts expenditures to
be included in an Arts Master Plan;
5) Incorporating art at entrances to the City;
6) Goal to have the art selected for any given location reflect the
community of Moorpark, as Mr. Fischer's artwork does at the Ruben
Castro Human Services Center;
7) Placing documentation of the symbolism of the elements included in
the Veterans' Memorial located on Spring Road, on the City's website
and at the memorial site itself, as it was described in the staff report
presented to Council during the approval process; and
8) Success of the High Street Arts Center.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Amador adjourned
the Arts Commission meeting at 7:00 p.m.
