SUBJECT: Consider Ideas for Art Displays on City Bus Shelters
DISCUSSION
On February 5, 2013, the Moorpark Arts Commission was presented with the
potential ideas for art displays at the City's metal bus shelters. The City currently
has eighteen metal bus shelters for passengers waiting for Moorpark City Transit
buses and two of the same type of bus shelters for train passengers at the
Moorpark Amtrak/Metrolink Train Station. Attachment 1 details the location of
each bus shelter. The City's bus shelters are composed of steel support poles
and perforated steel panelings. The City is exploring the feasibility of installing
artwork on the side panels of the bus shelters. The artwork would face outwards
for the public to see as they walk, bike, or drive by the bus shelters.
At the February 5 Arts Commission meeting, the Commission inquired as to
whether or not the artwork could be displayed on the back panel of the bus
shelters, facing the City Street. Staff would recommend that for the City bus
shelters, the artwork be limited to the two side panels that face outward. These
panels would receive the majority of views from the public as people either walk
or drive by the shelters. The two shelters located at the Metrolink Station may be
better suited for artwork on the back panel (both forward facing and rear facing)
since there is a greater "captive" audience at the station.
Also at the February meeting, the Commission mentioned Piru's sidewalk
mosaics. City staff has attached (Attachment 2) a description of The Piru
Circles" as well as a mosaic example and details as to the location of each
mosaic. City staff has also attached (Attachment 3) examples of the Piru Murals
that are part of the Rancho Camulos Museum. The murals are located along the
Camulos Bike Path, east of Piru creek, north of Center Street. The murals were
created by Artist/Muralist Carlos Callejo and display Piru's community leaders
and history.

Attachment 4 provides pictures of each bus shelter located in the City. At this
time, the Commission is asked to provide additional feedback and suggestions
that it may have after the February 5 Commission meeting. The Commission
could consider whether proposed artwork should be uniform or particular to the
area where the bus shelter is located. Should the artwork tell the story of
Moorpark as the public moves from shelter to shelter? Should the City select one
specific artist or allow multiple artists to provide art for specific bus shelters?
Should the artwork be themed, such as paintings of California native
animals/plants, Moorpark specific, and/or transit-related? For example, perhaps
the two bus shelters at the Metrolink Station should display artwork related to rail
travel.
The Commission is asked to provide additional suggestions of artwork for the bus
shelters. Based upon the discussions that take place during the May 21 meeting
staff will return to the Commission at a future meeting with either artwork
recommendations or further discussion of artwork ideas.
STAFF RECOMMENDATION

The Piru Circles
• Interest for a public art component as part of the sidewalk
improvement project began with the Piru Neighborhood
Council. Funding for the public art came from donations from
•
Warner Bros., Heritage Valley Inn, and the Piru Neighborhood
Council.
A Request for Proposal was sent out in early 2005 and Helle Scharling-Todd was the
artist selected for this public art component. Born in Denmark, Helle received training in
glass and tile mosaic at art academies in Italy and Germany. She has done several
public art projects in the United States and abroad. Locally her works hang in the E.P.
Wright Library in Ventura, the Santa Clara Senior Center in Ventura and the Ray D.
Prueter Libray in Port Hueneme.
Helle worked with a group of Piru residents and teachers at Piru School on creating a
public piece that would integrate the art into a sizable portion of the sidewalk area and
make it educational for students walking to school. What evolved was the production of
seventeen 2-foot diameter mosaic circles that were placed in the sidewalk at each
corner of an intersection.
The "Piru Circles" depict different aspects of the history, ecology and economy of the
upper Santa Clara Valley. Two circles represent the Native Americans of the region —
the Tataviam. One symbolizes the Vacqueros, the Spanish cowboys and another
Rancho Camulos, the Spanish land grant rancho that covered the upper end of Santa
Clara Valley. Five represent different historical aspects of the region's economy — gold,
oil, oranges, the railroad, and filming. Four depict local animals or plants—the Piru reed,
condor, rattlesnake and olive tree. Three characterize historic buildings in town — the
Mansion, Piru School and the Heritage Valley Inn. And one mosaic is a representational
aerial of where the town is located. A brochure explaining the significance of each
mosaic is included.

MINUTES OF THE ARTS COMMISSION SPECIAL MEETING
Moorpark, California February 5, 2013
A Special Meeting of the Arts Commission of the City of Moorpark was held on February
5, 2013, at Moorpark City Hall, located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER AND OATH OF OFFICE:
Hugh Riley called the meeting to order at 6:00 p.m.
City Clerk Maureen Benson administered the Oath of Office to the newly
appointed Arts Commission.
2. PLEDGE OF ALLEGIANCE:
Hugh Riley led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Charles Blaugrund, Chrisanne Eastwood, Rose
Hoberg, and Mary Schwabauer. Commissioner Jean Amador
was absent.
Staff Present: Assistant City Manager Hugh Riley, Senior Management
Analyst Shaun Kroes, Recreation Coordinator I Dylan Gunning,
and Administrative Assistant Patty Anderson.
4. SPECIAL AGENDA ITEMS:
A. Consider Nomination and Selection of Chair and Vice Chair.
Commissioner Schwabauer moved and Commissioner Hoberg seconded
that Commissioner Blaugrund serve as Chair for one annual term. The
motion was carried by unanimous voice vote.
Chair Blaugrund moved and Commissioner Eastwood seconded that
Commissioner Schwabauer serve as Vice Chair for one annual term. The
motion was carried by unanimous voice vote.

MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:

8. PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Ideas for Art Displays on Moorpark City Transit Bus Shelters.
Staff Recommendation: Discuss and suggest ideas for artwork for
Moorpark City transit bus shelters and provide examples over the next
couple of months for further discussion at the May 21, 2013, meeting.
Shaun Kroes gave staff's oral report.
Two of the suggestions made for types of artwork for consideration were
images of Moorpark unincorporated be displayed, and a specific theme
with mosaic designs.
The Commission and staff discussed what other cities had used, if lighting
could be considered into the project, placement of the art on the shelters,
and what funding would be available.
The Commission stated that they will present ideas for consideration to
staff for art displays at City bus shelters at their next regularly scheduled
meeting of May 21, 2013.
B. Consider Proposed Ideas for the 2013 Annual Arts Festival and Select
One Commissioner to Serve on the Planning Committee. Staff
Recommendation: Select one representative of the Moorpark Arts
Commission to be an active member in the Moorpark Arts Festival
Planning Committee.
Dylan Gunning gave staff's oral report.
Some of the discussion between the Commission and staff was what has
currently been planned for the Arts Festival, what still needs to be
accomplished by the Planning Committee, and how they are selecting
artists for the event.
Commissioner Hoberg volunteered to serve on the Planning Committee.
C. Consider Priorities for Work Program for the Arts Commission. Staff
Recommendation: Discuss Commission's work program, and direct staff

to begin the process for the selection of public art piece(s) at the Arroyo
Vista Community Park.
Hugh Riley gave staffs oral report. He requested that the Commission
choose two top priority sites in the City for proposed art projects. Once
approved by the City Council, a Request for Qualification could then be
sent to a number of artists.
It was suggested that a tour of the City sites mentioned in the report could
perhaps be scheduled to better determine what type of art pieces should
be considered and recommended.
The Commission concurred that the two top priorities for the next City's art
projects are Arroyo Vista Community Park and Recreation Center, and
High Street, with the focus on the Metrolink station.
9. CONSENT CALENDAR:
A. Approval of Minutes for Arts Commission Regular Meeting of February 21,
2012. Staff Recommendation: Approve as presented.
B. Approval of Minutes for City Council's Joint Meeting with the Arts
Commission of April 11, 2012. Staff Recommendation: Approve as
presented.
C. Approval of Minutes for the Arts Commission Special Meetings of
February 17, 2009, and May 3, 2011. Staff Recommendation: Approve as
presented.
MOTION: Commissioner Schwabauer moved and Chair Blaugrund seconded
a motion to approve the Consent Calendar as presented. The motion was carried
by unanimous voice vote.
At this time, Hugh Riley announced the upcoming production of Aida at the High
Street Arts Center, with opening night being February 8`h.

A Special Joint Meeting of the Moorpark City Council and Moorpark Arts Commission
was held on April 10, 2013, at 6:15 p.m. at the Moorpark Community Center located at

Mayor Parvin called the City Council meeting to order at 6:22 p.m.
Vice Chair Schwabauer called the Arts Commission meeting to order at 6:22 p.m.

Parks and Recreation Commissioner, Robert Babcock led the Pledge of
Allegiance.
3. ROLL CALL:
City Council: Councilmembers Mikos, Millhouse, Pollock,

Mr. Kueny deferred giving a staff report and stated staff is available to
respond to Council and Commission questions.

A discussion followed among the Councilmembers, Commissioners, and
staff which focused on:
1) The Arts Commission's upcoming work on a Request for Qualification
for public art projects to be located at Arroyo Vista Recreation Center;
2) Consideration of an interactive water feature at Arroyo Vista
Community Park;
3) Additional replay of the video of the Arts Commission meetings to
encourage the public input on art for the Arroyo Vista Recreation
Center;
4) Possibility of scheduling an Arts Commission meeting to tour the
Arroyo Vista Recreation Center;
5) Anticipation of artistic presence on High Street once the state
determines ownership of the City's properties;
6) Possibly moving Potential Objective No. 60 for the evaluation for the
need of a mural ordinance to the Goals and Objectives list;
7) Potential for reducing juvenile crime such as graffiti by involving teens
in art mural projects or possibly the future wooden wall ball court;
8) Arts Commissioners attending Parks and Recreation Commission
meetings to provide input on shared objective;
9) Possible agenda item for discussion by the Arts Commission of the
formation of a group to promote the Arts Festival; and
10) Continuing the practice of using the Art in Public Places budget for
actual art in the community.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Vice Chair Schwabauer
adjourned the Arts Commission meeting at 7:04 p.m.
