HomeMy WebLinkAboutMIN 2013 0205 AC SPC MINUTES OF THE ARTS COMMISSION SPECIAL MEETING Moorpark, California February 5, 2013 A Special Meeting of the Arts Commission of the City of Moorpark was held on February 5, 2013, at Moorpark City Hall, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER AND OATH OF OFFICE: Hugh Riley called the meeting to order at 6:00 p.m. City Clerk Maureen Benson administered the Oath of Office to the newly appointed Arts Commission. 2. PLEDGE OF ALLEGIANCE: Hugh Riley led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Charles Blaugrund, Chrisanne Eastwood, Rose Hoberg, and Mary Schwabauer. Commissioner Jean Amador was absent. Staff Present: Assistant City Manager Hugh Riley, Senior Management Analyst Shaun Kroes, Recreation Coordinator I Dylan Gunning, and Administrative Assistant Patty Anderson. 4. SPECIAL AGENDA ITEMS: A. Consider Nomination and Selection of Chair and Vice Chair. Commissioner Schwabauer moved and Commissioner Hoberg seconded that Commissioner Blaugrund serve as Chair for one annual term. The motion was carried by unanimous voice vote. Chair Blaugrund moved and Commissioner Eastwood seconded that Commissioner Schwabauer serve as Vice Chair for one annual term. The motion was carried by unanimous voice vote. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: None. 8. PRESENTATIONS/ACTION/DISCUSSION: A. Consider Ideas for Art Displays on Moorpark City Transit Bus Shelters. Staff Recommendation: Discuss and suggest ideas for artwork for Moorpark City transit bus shelters and provide examples over the next couple of months for further discussion at the May 21, 2013, meeting. Shaun Kroes gave staff's oral report. Two of the suggestions made for types of artwork for consideration were images of Moorpark unincorporated be displayed, and a specific theme with mosaic designs. The Commission and staff discussed what other cities had used, if lighting could be considered into the project, placement of the art on the shelters, and what funding would be available. The Commission stated that they will present ideas for consideration to staff for art displays at City bus shelters at their next regularly scheduled meeting of May 21, 2013. B. Consider Proposed Ideas for the 2013 Annual Arts Festival and Select One Commissioner to Serve on the Planning Committee. Staff Recommendation: Select one representative of the Moorpark Arts Commission to be an active member in the Moorpark Arts Festival Planning Committee. Dylan Gunning gave staff's oral report. Some of the discussion between the Commission and staff was what has currently been planned for the Arts Festival, what still needs to be accomplished by the Planning Committee, and how they are selecting artists for the event. Commissioner Hoberg volunteered to serve on the Planning Committee. C. Consider Priorities for Work Program for the Arts Commission. Staff Recommendation: Discuss Commission's work program, and direct staff Minutes of the Arts Commission February 5, 2013, Special Meeting Page 3 to begin the process for the selection of public art piece(s) at the Arroyo Vista Community Park. Hugh Riley gave staff's oral report. He requested that the Commission choose two top priority sites in the City for proposed art projects. Once approved by the City Council, a Request for Qualification could then be sent to a number of artists. It was suggested that a tour of the City sites mentioned in the report could perhaps be scheduled to better determine what type of art pieces should be considered and recommended. The Commission concurred that the two top priorities for the next City's art projects are Arroyo Vista Community Park and Recreation Center, and High Street, with the focus on the Metrolink station. 9. CONSENT CALENDAR: A. Approval of Minutes for Arts Commission Regular Meeting of February 21, 2012. Staff Recommendation: Approve as presented. B. Approval of Minutes for City Council's Joint Meeting with the Arts Commission of April 11, 2012. Staff Recommendation: Approve as presented. C. Approval of Minutes for the Arts Commission Special Meetings of February 17, 2009, and May 3, 2011. Staff Recommendation: Approve as presented. MOTION: Commissioner Schwabauer moved and Chair Blaugrund seconded a motion to approve the Consent Calendar as presented. The motion was carried by unanimous voice vote. At this time, Hugh Riley announced the upcoming production of Aida at the High Street Arts Center, with opening night being February 8th 10.
