A CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Shaun Kroes, Senior Management Analyst DATE: January 24, 2013 (Special Meeting of February 5, 2013) SUBJECT: Consider Ideas for Art Displays on Moorpark City Transit Bus Shelters DISCUSSION The City of Moorpark (City) currently has eighteen metal bus shelters for passengers waiting for Moorpark City Transit buses and two of the same type of bus shelters for train passengers at the Moorpark Amtrak/Metrolink Train Station. Attachment 1 details the location of each bus shelter. The City's bus shelters are composed of steel support poles and perforated steel paneling. The City is exploring the feasibility of installing artwork on the side panels of the bus shelters. The artwork would face outwards for the public to see as they walk, bike, or drive by the bus shelters. Attachment 2 shows a Moorpark City Transit bus shelter and three examples of bus shelter artwork. The Commission is asked to consider ideas for artwork that could be installed at the bus shelters. Some concepts could include: Should there be one uniform piece of artwork duplicated at each bus stop, or, should the artwork be particular to the area where the bus shelter is located? Should the City select one specific artist or allow multiple artists to provide art for specific bus shelters? Should the artwork be themed, such as paintings of California native animals/plants, Moorpark specific, transit-related, etc.? The Commission is asked to find examples of artwork that they would like to see on the bus shelters and forward the ideas to staff at skroes(@ci.moorpark.ca.us. Art should be directly painted onto metal -J'%'`''' pieces attached to the bus shelter). 4 CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Dylan Gunning, Recreation Coordinator I DATE: January 24, 2013 (Special Meeting of February 5, 2013) SUBJECT: Moorpark Arts Festival DISCUSSION The Moorpark Arts Festival is scheduled to run from 10:00 a.m. to 4:00 p.m. on Saturday, April 27, 2013. The event is located on the Historic High Street in Moorpark and is free to the public. For this year's Arts Festival, High Street will be closed between Moorpark Avenue and Walnut Street making the event into a true street fair. Additionally, two performance stages will be offered at the event, one indoor at the High Street Arts Center, and one outdoor at the Chamber of Commerce. The featured artist this year is Alan Scott Craig. Alan Scott Craig designs intriguing and colorful boomerangs. These pieces are functional art. These unique hand-crafted designs have superior throwing and catching properties, plus award-winning aesthetics to match. Each shape commands its own special aerial dance, orchestrated with a symphony of color bringing the booms to life on your wall. The event also includes youth art from various Moorpark schools, art vendors selling beautiful hand-crafted art, a juried art exhibit of individual artists including sculptures, painting, photography and other art mediums for the public's viewing pleasure. There will also be live dance and music performance on our two stages, delicious foods for sale, and boomerang demonstrations by the featured artist. Additionally, there will be fun and educational hands on art projects for the children such as pottery, chalk art, crafts from the Moorpark library, and more. 5 Arts Commission February 5, 2013 Page 2 The planning for the event is now underway. A committee to assist with the planning is being assembled. The Moorpark Arts Commission is asked to pick one member to be a part of the planning committee. COM 7 CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Hugh Riley, Assistant City M DATE: January 24, 2013 (Special Meeting of February 5, 2013) SUBJECT: Future Priorities for Work Program for the Arts Commission BACKGROUND Chair Jean Amador and Commissioner Charles Blaugrund prepared a Public Art Survey, which was submitted to the City Council at the Annual Joint Meeting on April 11, 2012. This is a photographic survey of existing and potential public art locations in Moorpark. The report also contains examples of different types of public art in other communities. A copy of the Survey Report is attached. At the same Joint Meeting, the Commission and the City Council discussed a number of topics and issues for the future focus of the Commission including the following: 1) The Arts Commission's completion of Objective VI. 23, with Commissioner Blaugrund's presentation of the Public Art Survey; 2) Placement of the Public Art Survey on the City's website and Channel 10 under the Arts Commission category; 3) The Arts Commission's offer to assist staff in developing policies and program guidelines for use of art in public places by June 2012 in relationship to Objective VII. 2.; 4) The Arts Commission's commitment to perform investigative work to provide to staff with guidelines for fine and cultural arts expenditures to be included in an Arts Master Plan; 5) Incorporating art at entrances to the City; 8 Arts Commission February 5, 2013 Page 2 6) Goal to have the art selected for any given location reflect the community of Moorpark, as Mr. Fischer's artwork does at the Ruben Castro Human Services' Center; and 7) Placing documentation of the symbolism of the elements included in the Veterans' Memorial located on Spring Road, on the City's website and at the memorial site itself, as it was described in the staff report presented to Council during the approval process. CITY COUNCIL OBJECTIVES There are three objectives included in the City of Moorpark's Mission Statement, Priorities, Goals and Objectives for 2012-2013 that apply directly to the Arts Commission. They are: VI.A.21 By March 31, 2013, present a policy to the City Council that new facilities and buildings which are City funded include public art in the same manner as private projects. VII.A.2 Develop policies and program guidelines for use of Art in Public Places and Tree and Landscape fees by June 30, 2013. VII.A.8 Consider Items of public art for the Police Services Center, Arroyo Vista Recreation Center, High Street Post Office, and Train Station by December 31, 2013. DISCUSSION In addition to policy and program development, which will largely be staff driven, staff would like to recommend that the Commission consider beginning immediately to obtain proposals for public art to be placed at various public facilities. These include the Arroyo Vista Community Park and Recreation Center, the Police Services Center, the Post Office, and the Metrolink Station on High Street. Since the Arroyo Vista Park and Recreation Center and the Post Office offer the greatest public exposure, staff suggests these locations be given priority. The Commission may want to discuss seeking creative proposals for both facilities simultaneously. The remaining facilities can follow in 2014. Public art for the proposed new Civic Center, including a Library and City Hall, can be discussed when conceptual design gets underway later this year. Staff will take the necessary action to include the Public Art Survey on the City's website. Utilizing the experience gained from the Selection Process for the We Are One Family" sculpture at the Ruben Castro Human Services Center and the 9 Arts Commission February 5, 2013 Page 3 selection process for Arroyo Vista, staff can work with the Commission to develop policies and program guidelines for the placement of art in public places and the expenditure of Art in Public Places funds. The development of an Arts Master Plan should be deferred to a future time. Staff believes that Moorpark may be too small a community to justify concentrated work on a Public Arts Master Plan. Public Art Survey (mailed separately) 10 MINUTES OF THE ARTS COMMISSION REGULAR MEETING Moorpark, California February 21, 2012 A Regular Meeting of the Arts Commission of the City of Moorpark was held on February 21, 2012, at Moorpark City Hall, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The meeting was called to order at 6:03 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Schwabauer led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Charles Blaugrund, Wendy Molloy, Mary Schwabauer, and Chair Jean Amador. Commissioner Tina Ramous was absent. Staff Present: Assistant City Manager Hugh Riley, Recreation Coordinator I Dylan Gunning, and Administrative Assistant Patty Anderson. High Street Arts Center's General Manager Ken Razor and Artist John Fisher were also in attendance. 4. SPECIAL AGENDA ITEMS: A. Consider Nomination and Selection of Chair and Vice Chair. Commissioner Molloy moved and Commissioner Blaugrund seconded a motion to nominate Commissioner Hamous as Chair. Commissioner Schwabauer moved and Chair Amador seconded a motion to have Chair Amador serve another term as Chair. A secret ballot was conducted. Chair Amador was elected Chair for this year's term, with the vote being 3-1. Chair Amador moved and Commissioner Blaugrund seconded a motion to nominate Commissioner Molloy as Vice Chair. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: None. 8. PRESENTATIONS/ACTION/DISCUSSION: B. Annual Arts Festival Preview. Staff Recommendation: Dylan Gunning will give an oral report. Dylan Gunning gave an oral report on the planning status of the upcoming annual Arts Festival, as well as the upcoming annual Talent Show. The Commission discussed with staff the venue changes being planned and the indoor/outdoor displays for the Arts Festival. They also discussed the audition schedule for the Talent Show. C. High Street Arts Center's Season Update and Forecast. Staff Recommendation: Ken Razor will give an oral report. Mr. Razor gave an oral report on the success of the past performances and what is scheduled for the upcoming seasons. He also stated that last year's Summer Theater Camp was quite successful, and the City has scheduled the program again for this year. A. Public Art Project- Ruben Castro Human Services Center Update. Staff Recommendation: Hugh Riley will give an oral report. Mr. Riley introduced Artist John Fisher. Mr. Fisher gave an update on the progress of the sculpting project and requested the Commission approve an event he would like to hold in March for the children. It would be a day of involving the children by gathering their input on what animals to be sculpted along the base of the project. 12 Minutes of the Arts Commission February 21, 2012, Special Meeting Page 3 The Commission approved this project to be scheduled on Saturday, March 31st at 3:00 p.m. The Commission, staff, and Mr. Fisher discussed other issues of the project, such as constructing a planter around the base, installing accent lights, aging of the stone, and verbiage to be etched onto the base. D. Subcommittee Progress Report on the Public Art Inventory for Moorpark. Staff Recommendation: Receive report from Public Art Inventory Subcommittee concerning progress on Public Art Inventory. Hugh Riley gave staffs report. Commissioner Blaugrund, a member of the subcommittee, gave a Power Point presentation on both public and private art currently in the City, potential locations for future pieces, and some public art examples from other cities. Commissioner Schwabauer commended the subcommittee, Chair Amador and Commissioner Blaugrund, on their work to date. The Commission and staff discussed upcoming developments and artwork that could be produced, the different areas throughout the City where an art piece would be best suited, the suggestion of having some proposed ideas ready for the upcoming projects, and presenting the ideas to City Council. Commissioner Molloy suggested the Commission concentrate on placing public art more in unrefined areas rather than City parks. E. Review and Discuss City Goals and Obiectives Applicable to the Arts Commission. Staff Recommendation: Discuss and suggest new, revised, or deleted objectives for FY 2012/13 for City Council consideration. Hugh Riley gave staff's report. The Commission and staff reviewed and discussed each current goal and objective that falls within the Arts Commission's area of responsibility. Approval of Minutes for Arts Commission Regular Meeting August 16 2011. Staff Recommendation: Approve as presented. At this time, Hugh Riley gave an update on the Moorpark Arts Foundation Board and thanked Commissioner Molloy for acting as the liaison from the Arts Commission. It was suggested that at the next Commission meeting, appointing Commissioner Molloy as the official liaison, be placed on the agenda. 10. Y MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND ARTS COMMISSION Moorpark, California April 11 , 2012 A Special Joint Meeting of the Moorpark City Council and Moorpark Arts Commission was held on April 11, 2012, at 6:15 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council meeting to order and Chair Amador called the Arts Commission meeting to order at 6:25 p.m. 2. THE PLEDGE OF ALLEGIANCE: David Klotzle, City Engineer/Public Works Director, led the Pledge of Allegiance. 3. ROLL CALL: City Council: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Arts Commissioners: Commissioners Blaugrund, Molloy, Schwabauer, and Chair Amador. Absent: Commissioner Hamous Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Deputy City Manager; David Kiotzle, City Engineer/Public Works Director; and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Presentation on City of Moorpark Public Art Survey. Commissioner Blaugrund gave a PowerPoint presentation of the City of Moorpark's public art. Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2011/2012 and Direction for Fiscal Year 2012/2013. Staff Recommendation: Direct staff as deemed appropriate. Mr. Kueny deferred giving a staff report and referred to the Council and Commission for discussion. There were no speakers. A discussion followed among the Councilmembers, Commissioners, and staff which focused on: 1) The Arts Commission's completion of Objective VI. 23, with Commissioner Blaugrund's presentation of the Public Art Survey; 2) Placement of the Public Art Survey on the City's website and Channel 10 under the Arts Commission category; 3) The Arts Commission's offer to assist staff in developing policies and program guidelines for use of art in public places by June 2012 in relationship to Objective VII. 2.; 3) The Arts Commission's commitment to perform investigative work to provide to staff with guidelines for fine and cultural arts expenditures to be included in an Arts Master Plan; 4) Incorporating art at entrances to the City; and 5) Goal to have the art selected for any given location reflect the community of Moorpark, as Mr. Fischer's artwork does at the Ruben Castro Human Services' Center; 6) Placing documentation of the symbolism of the elements included in the Veterans' Memorial located on Spring Road, on the City's website and at the memorial site itself, as it was described in the staff report presented to Council during the approval process; and 7) Success of the High Street Arts Center. 6. CALL TO ORDER: Assistant City Manager Hugh Riley called the meeting to order at 5:20 p.m. 2. OATH OF OFFICE: City Clerk Deborah Traffenstedt administered the Oath of Office to the newly appointed Commissioners. 3. PLEDGE OF ALLEGIANCE: There was no Pledge of Allegiance at this time because there was no flag. 4. ROLL CALL: Present: Commissioners Jean Amador, Tina Hamous, Wendy Molloy, Tom Puckett, and Mary Schwabauer. Staff Present: Assistant City Manager Hugh Riley, and Director of Community Services Mary Lindley. 5. SPECIAL PRESENTATIONS: None. 6. PUBLIC COMMENTS: None. 7. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 8. DISCUSSION/ACTION ITEMS: A. Discuss Roles and Duties of the Moorpark Arts Commission. She reviewed with the Commission rules and procedures for conducting a meeting. 9. CONSENT CALENDAR: None. 10. Consider Applications for Public Art at the Ruben Castro Human Services Center. Staff Recommendation: Receive materials for review and discuss details of the selection process. Review applications and provide suggestions regarding appointment of artist. The Commission discussed the selection process and suggested modifications to the selection criteria.
