HomeMy WebLinkAboutMIN 2013 0826 PR SPC MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California August 26, 2013 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on August 26, 2013, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Thompson called the meeting to order at 6:37 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Brown led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Robert Babcock, Tina Brown, Adam Haverstock, Thomas Pflaumer, and Chair Sandra Thompson. Staff Present: Parks and Recreation Director Jeremy Laurentowski and Administrative Assistant Patty Anderson. 4. SPECIAL AGENDA ITEMS: Jeremy Laurentowski gave an update on the Walnut Acres Park project, as well as the replacement lighting project at Poindexter Park and Campus Park. 5. PUBLIC COMMENTS: None. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Chair Thompson announced the beginning of the new school year and reminded the public to drive safely through the school zones. Commissioner Babcock congratulated staff on a very successful Camp Moorpark this year. He wanted to relate to staff that he has received positive feedback from participants. Commissioner Haverstock wanted to recognize how well staff has been maintaining the City's Facebook page by keeping it current. P&R Commission Meeting August 26, 2013 Page 2 The Commission congratulated Jeremy Laurentowski on his promotion to the Parks and Recreation Director position. 8. PRESENTATION/ACTION/DISCUSSION: A. Consider Location(s) of a Splash Pad. Staff Recommendation: 1) Provide preliminary comments on the four proposed park locations recommended by staff for a future splash pad location; Arroyo Vista Community Park, Tierra Rejada Park, Peach Hill Park, and College View Park; and 2) Approve staff's recommendation to include Arroyo Vista Community Park, Tierra Rejada Park, Peach Hill Park, and College View Park during the next scheduled park tour. Jeremy Laurentowski gave staff's oral report, and reminded the Commission that they need to consider the available parking when recommending a park for consideration. The Commission discussed the pros and cons of the parks suggested by staff. They also discussed other park locations, as well as suggesting some areas other than parks for a splash pad. The Commission stated that they are very interested in placing the splash pad in a downtown area, especially High Street. The Commission stated that they would continue this discussion following the upcoming fall park tour. MOTION: Commissioner Haverstock moved and Commissioner Babcock seconded a motion to approve staff's recommendation. The motion was carried by unanimous voice vote. B. Schedule the 2013 Fall Park Tour. Staff Recommendation: Schedule a date and time to conduct the 2013 Fall Park Tour. The Commission considered different options for the upcoming park tour, such as conducting a short meeting with the full time staff at AVRC, and conducting an evening park tour. Due to conflicting schedules, the Commission was unable to schedule either of these options at this time. The Commission reached a consensus to schedule the Fall Park Tour on Saturday, September 28, 2013, to begin at 10:00 a.m., and to tour the four parks recommended by staff, as well as the downtown/High Street area. P&R Commission Meeting August 26, 2013 Page 3 9. CONSENT CALENDAR: A. Approval of Minutes for the Parks and Recreation Commission Meeting of April 22, 2013. Staff Recommendation: Approve as presented. B. Approval of Minutes for the Joint Meeting of the City Council and the Parks and Recreation Commission of April 10, 2013. Staff Recommendation: Approve as presented. MOTION: Commissioner Pflaumer moved and Commissioner Brown seconded a motion to approve the Consent Calendar. The motion was carried by unanimous voice vote. 10.
