Verbal Presentation No Staff Report ITEM MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California August 26, 2013 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on August 26, 2013, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Thompson called the meeting to order at 6:37 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Brown led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Robert Babcock, Tina Brown, Adam Haverstock, Thomas Pflaumer, and Chair Sandra Thompson. Staff Present: Parks and Recreation Director Jeremy Laurentowski and Administrative Assistant Patty Anderson. 4. SPECIAL AGENDA ITEMS: Jeremy Laurentowski gave an update on the Walnut Acres Park project, as well as the replacement lighting project at Poindexter Park and Campus Park. 5. PUBLIC COMMENTS: None. 6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Chair Thompson announced the beginning of the new school year and reminded the public to drive safely through the school zones. Commissioner Babcock congratulated staff on a very successful Camp Moorpark this year. He wanted to relate to staff that he has received positive feedback from participants. Commissioner Haverstock wanted to recognize how well staff has been maintaining the City's Facebook page by keeping it current. 2 P&R Commission Meeting August 26, 2013 Page 2 The Commission congratulated Jeremy Laurentowski on his promotion to the Parks and Recreation Director position. 8. PRESENTATION/ACTION/DISCUSSION: A. Consider Location(s) of a Splash Pad. Staff Recommendation: 1) Provide preliminary comments on the four proposed park locations recommended by staff for a future splash pad location; Arroyo Vista Community Park, Tierra Rejada Park, Peach Hill Park, and College View Park; and 2) Approve staff's recommendation to include Arroyo Vista Community Park, Tierra Rejada Park, Peach Hill Park, and College View Park during the next scheduled park tour. Jeremy Laurentowski gave staff's oral report, and reminded the Commission that they need to consider the available parking when recommending a park for consideration. The Commission discussed the pros and cons of the parks suggested by staff. They also discussed other park locations, as well as suggesting some areas other than parks for a splash pad. The Commission stated that they are very interested in placing the splash pad in a downtown area, especially High Street. The Commission stated that they would continue this discussion following the upcoming fall park tour. MOTION: Commissioner Haverstock moved and Commissioner Babcock seconded a motion to approve staff's recommendation. The motion was carried by unanimous voice vote. B. Schedule the 2013 Fall Park Tour. Staff Recommendation: Schedule a date and time to conduct the 2013 Fall Park Tour. The Commission considered different options for the upcoming park tour, such as conducting a short meeting with the full time staff at AVRC, and conducting an evening park tour. Due to conflicting schedules, the Commission was unable to schedule either of these options at this time. The Commission reached a consensus to schedule the Fall Park Tour on Saturday, September 28, 2013, to begin at 10:00 a.m., and to tour the four parks recommended by staff, as well as the downtown/High Street area. 3 P&R Commission Meeting August 26, 2013 Page 3 9. ADJOURNMENT: The meeting was adjourned at 7:30 p.m. APPROVED: Respectfully submitted SANDRA THOMPSON, CHAIR Patty Anderson, Administrative Assistant 4 ITEM 7 CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: September 26, 2013 (Special Meeting of September 28, 2013) SUBJECT: Conceptual Plans for a Recreational Trail System at Arroyo Vista Community Park (AVCP) (CIP Projects 7712, 7713, 7852) BACKGROUND For several years, the Parks and Recreation Commission and the City Council have discussed the need for a recreation trail system at Arroyo Vista Community Park (AVCP). A designated pedestrian/bicycle path at AVCP would provide a safe route of travel through the park, as the existing vehicular access road is currently utilized on a daily basis by many students that travel to and from Moorpark High School. The park access road is also utilized by many pedestrians and bicyclists to access adjoining neighborhoods and local commercial centers. In addition, both the Parks and Recreation Commission and the City Council have expressed their desire to install a formal walking/fitness path with exercise equipment to enhance the recreational and fitness opportunities within the park. AVCP also does not currently have an accessible route of travel that meets the requirements of the Americans with Disabilities Act (ADA) to the softball fields or other open space areas within the park. Staff feels that an ADA path of travel throughout the park should be installed to encourage recreational activities for members of the public with disabilities. On May 15, 2013, the City Council adopted the City of Moorpark Mission Statement, Priorities, Goals, and Objectives for FY 2013/2014. The following are the Departmental Goals and Objectives that coincide with the Council's desire for a recreation trail system at AVCP: VII. A. 20. Develop a conceptual plan and cost estimates for a formal walking path around the perimeter of Arroyo Vista Community Park. 26. Develop conceptual design plan and cost estimates for widening the access road within Arroyo Vista Community Park (AVCP) to accommodate bike lanes/paths and sidewalks. VI. C. 2. Install outdoor fitness equipment at one or more parks. 5 Parks and Recreation Commission September 28, 2013 Page 2 A recreation trail system would also promote sustainability (No. 10 on the City Council's Top Ten Priorities) by encouraging residents to walk or ride bicycles. A reduction in vehicular use would ultimately reduce the City's carbon footprint, as well as a reduction in fossil fuel production. On October 3, 2012, the City Council adopted Resolution 2012-3132, to become a Healthy Eating Active Living (HEAL) City. This resolution was initiated by the League of California Cities (League) in an effort to collaborate with Local Government and the Cities, Counties, and Schools (CCS) Partnership, to promote wellness policies and make their cities healthier. The HEAL campaign is a comprehensive approach, and provides a roadmap for Cities to adopt policies to improve physical activity and healthy food resources for residents of their communities. Section 1 of Resolution 2012-3132 states the following: Section 1. Built Environment. The City of Moorpark shall make every attempt to build an environment conducive to healthy living by: • Planning and constructing a built environment that encourages walking, biking and other forms of physical activity; • Addressing walking and biking connectivity between residential neighborhoods and schools, parks, recreational resources, and retail; • Expanding community access to indoor and outdoor public facilities for physical activity through joint use agreements with schools and/or other partners; • Striving to offer more programs and activities that promote physical activity, good nutrition, and/or fun and exciting, and promote a healthy lifestyle; • Ensuring that healthy living activities are properly and effectively promoted; • Providing healthy choices for food and drinks at all City youth-oriented facilities with food and/or drink vending machines shall dispense using Senate Bill 19 (Escutia, 2001) guidelines. A recreation trail system at AVCP would provide an ideal opportunity to encourage a healthier lifestyle and support the City's commitment to living a healthy lifestyle through exercise and nutrition. DISCUSSION Staff has prepared a conceptual plan for a proposed recreational trail system at Arroyo Vista Community Park (AVRC) (see Attachment 1). The plan incorporates a safe route of travel for both pedestrians and bicyclists from the existing pedestrian bridge at the east end of the park, to the Arroyo Vista Recreation Center (see Attachment 2). Approximately 17 parking spaces will be eliminated due to a realignment of the access 6 Parks and Recreation Commission September 28, 2013 Page 3 road at the east end of parking lot C, and the north side of the access road at the emergency vehicular turnaround. However, the proposed pathway layout will increase the width of the existing access road west of parking lot C, and will ultimately increase the total number of parking stalls in the park by approximately 17 parking spaces. The bicycle/pedestrian trail will provide a separate pedestrian sidewalk west of parking lot C, to allow easy access to the open field areas from adjacent parking stalls, as well as a separate bicycle path with rail fencing. Pedestrian crossings will be provided approximately every 100' on center and the bicycle path will connect to the existing bicycle path along the access road to the west of AVRC, ultimately providing access to Moorpark High School and Tierra Rejada Road. Internally, the proposed trail system will incorporate a one mile fitness loop around the perimeter of AVCP, with exercise stations set along the route. Staff proposed to utilize decomposed granite paving for the surface material of the loop trail, as this material is preferred over concrete or asphalt for recreational activities such as running or jogging. In addition, there is a need to install ADA compliant walkways to the softball fields (see Attachment 3) and other open turf areas throughout the park. The proposed recreation trail system incorporates a concrete walkway, ramp and stairs with handrails that will provide ADA access from AVRC, and adjacent handicap parking stalls, to the softball fields and surrounding park areas. An opportunity is quickly approaching to apply for a Land and Water Conservation Fund (LWCF) grant from the California State Parks, Office of Grants and Loans (OGALS). California's Outdoor Recreation Plan (CORP) recognizes that "Meaningful recreation activities, facilities, programs and increased opportunities for physical activity are vital to improving the health and well-being of Californians" and it is state policy that "....park and recreation professionals should also promote and support increased physical activity among Californians which is critical to combating the obesity epidemic and preventing serious chronic conditions like heart disease and diabetes...". The CORP also identifies the need to improve accessibility to parks by removing physical barriers that limit access to parks. The LWCF grant requires that applicable projects identify areas that implement identified CORP action areas. Improved pedestrian and bicycle access throughout AVCP, as well as the proposed fitness path and ADA walkways, are action areas identified in the CORP. Staff is confident that the proposed recreational trail system at Arroyo Vista Community Park meets the primary intent of the LWCF grant and will prepare an agenda report on this item at a later date for the City Council to consider. In order to move this project forward, staff recommends contracting with a Civil Engineer to prepare the plans and specifications for the entire recreational trail system. In addition, the services of a lighting and utility consultant will need to be obtained, as pathway lighting will be required for this project. In order to demonstrate the City's commitment to this project, a full set of construction drawings and specifications will need to be submitted with the grant application on February 3, 2014. Staff will be preparing an RFP within the next couple of weeks for these services and will be 7 Parks and Recreation Commission September 28, 2013 Page 4 requesting an amendment to the Fiscal Year 2013/14 budget for civil engineering and lighting services. In addition, staff proposes to kick off this project with a 5K fun run and exercise challenge at Arroyo Vista Community Park. Staff has not established a date for this event, but anticipates that it will be scheduled mid-December, 2013 (see draft flyer for the event, Attachment 4). An integral component of the LWCF grant application is the public input process and staff feels that a fun run and exercise challenge along the future location of the loop trail would be an exciting opportunity to not only promote a new City event, but also involve the public in the development of this project. Staff intends to promote this event at the City booth during the Country Days event on October 5. FISCAL IMPACT Staff has estimated that the cost to complete the entire project is $1.2 million. To date, a TDA Article 3 grant has been secured from the state in the amount of $132,000 for the pedestrian/bike path improvements from the pedestrian bridge to Arroyo Vista Recreation Center. Staff will be applying for a LWCF grant from the State Parks Department in the amount of $400,000, which is equivalent to approximately 36% of the total project costs, less the money obtained through the TDA Article 3 grant. Based on past projects that have been funded through the LCWF, staff feels that this amount of funding is reasonable and in line with similar grant applications. The LWCF grant is a reimbursement grant and all funds need to be allocated for the grant from City sources prior to application. The LWCF grant will reimburse these City sources upon award of the grant application. The remaining project costs that would be paid from City funds is considered match money for the grant. If staff is successful in securing the grant, it is proposed that the remaining $668,000 project costs will be allocated from a percentage of the General Fund (Fund 1000) as well as the Traffic System Management Fund (TSM) (Fund 2001). The City Council approved a FY 2013/14 budget appropriation of $75,000 for the ADA improvements at the softball fields at AVCP. The remaining balance of approximately $593,000 would come from the TSM fund or a combination of other funds. Staff will evaluate these funding options and return to City Council once the plans and specifications have been prepared and an accurate budget for this project has been obtained. Staff will present this project for the City Council's consideration on October 2, 2013. In addition, staff will request an amendment to the FY 2013/14 budget by $85,000 for Civil Engineering services from the Traffic System Management Fund (2001), and $15,000 for lighting services from the Park Improvement Community Wide Fund (2100). $35,000 for lighting plans and $20,000 for utility plans were already included in the FY 2013/14 budget (CIP 7022). However, the lighting plans did not consider the loop trail at AVCP, thus the need for additional appropriation. 8 Parks and Recreation Commission September 28, 2013 Page 5 STAFF RECOMMENDATION Receive and file report.
