A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, REESTABLISHING PARKING
RESTRICTIONS AND EXEMPTIONS FOR STREET SWEEPING
AND RESCINDING RESOLUTION NO. 93-985 AND
RESOLUTION NO. 95-1121
WHEREAS, On November 3, 1993, pursuant to the provisions of Section
22507.6 of the California Vehicle Code, the City Council adopted Resolution No. 93-985
establishing parking restrictions for the purpose of facilitating street sweeping; and
WHEREAS, On May 3, 1995, pursuant to the provisions of Section 22507 of the
California Vehicle Code, the City Council adopted Resolution No. 95-1121 amending
Resolution No. 93-985 by adding a temporary waiver of street sweeping parking
restriction permit; and
WHEREAS, Section 22507.6 of the California Vehicle Code provides for the
establishment of parking restrictions on local streets for the purpose of facilitating street
sweeping; and
WHEREAS, Section 22651(n) of the California Vehicle Code provides for the
removal of vehicles from locations where parking is prohibited; and
WHEREAS, Section 22507 of the California Vehicle Code provides for the
issuance of permits exempting certain vehicles from specified parking restrictions; and
WHEREAS, the City Council desires to reestablish parking restrictions and
exemptions for street sweeping.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That Resolution No. 93-985 and Resolution No. 95-1121 are
hereby rescinded.
SECTION 2. That the parking of vehicles shall be prohibited during the times
and days specified on signs posted for this purpose, on any street within any area
where signs have been posted giving notice of the specified parking prohibition.
SECTION 3. That the times and days of the specified parking prohibition be
limited to a maximum of three (3) hours on any one day and a maximum of two (2) days
per month, spaced a minimum of two weeks apart.

SECTION 4. That, except as provided for herein, any vehicle parked on any
street in any area so designated by signs posted in accordance with the requirements of
this Resolution, shall be subject to being cited and towed.
SECTION 5. That any signs posted for the purpose of effectuating this
Resolution, shall be placed in a conspicuous location at each entrance to any area
subject to the parking restriction.
SECTION 6. That any such sign shall clearly state the period of time and the
day of the parking prohibition, and that vehicles are subject to being towed.
SECTION 7. That any such sign shall be in conformance with the design
criteria set forth in, and shall be posted in accordance with the requirements of, Section
2507.6 of the California Vehicle Code.
SECTION 8. That the City Manager is hereby authorized and directed to have
placed and maintained any such signs as may be required to improve the efficiency and
effectiveness of the City's street sweeping program, including changes to the times and
days of the specified parking prohibitions as determined by the City Manager.
SECTION 9. That it is the City Council's policy that vehicles displaying special
identification license plates or distinguished placards for disabled persons, as defined in
the California Vehicle Code, shall be exempt from the City's street sweeping parking
restrictions.
SECTION 10. That it is the City Council's policy that posted City street sweeping
parking restrictions will not be enforced on City holidays designated by resolution of the
City Council for the closure of City offices.
SECTION 11. That the specified parking prohibition shall not apply to any
vehicle which displays a Temporary Exemption of Street Sweeping Parking Restriction
Permit issued by the City.
SECTION 12. The City Manager shall establish procedures for the issuance of
Temporary Exemption of Street Sweeping Parking Restriction Permits.
SECTION 13. The City Manager or his designee is hereby directed to issue
Temporary Exemption of Street Sweeping Parking Restriction Permits as deemed
necessary.
SECTION 14. Residents may obtain up to four (4), no-cost, Temporary
Exemption of Street Sweeping Parking Restriction Permits on six (6) separate days per
calendar year, limited to one day per month.

SECTION 15. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
