Moorpark California October 2, 2013
A Special Meeting of the City Council of the City of Moorpark was held on October 2,
2013, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:34 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Kevin Ennis, City Attorney;
Deborah Traffenstedt, Deputy City Manager; David Bobardt,
Community Development Director; David Klotzle, City
Engineer/Public Works Director; and Joseph Vacca,
Principal Planner.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
Mr. Kueny requested the City Council adjourn to Closed Session prior to taking
Item 5.A. on the agenda.
CONSENSUS: It was the consensus of the Council to take Closed Session items prior
to hearing Item S.A. on the agenda.
6. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 6.A. and one case under Item 6.13. on the agenda.
Mr. Ennis announced for the one case under Item 6.A. the facts and
circumstances creating significant exposure to litigation consist of written
communication threatening litigation received from Kavlico pertaining to a
proposed zoning code amendment ordinance and the environmental clearance
for that ordinance.

MOTION: Mayor Parvin moved and Councilmember Van Dam seconded a motion to
adjourn to closed session for discussion of one case under Item 6.A. and one case
under Item 6.B. on the agenda. The motion carried by unanimous voice vote. The time
was 6:35 p.m.
A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to Subdivision (b) of Section
54956.9 of the Government Code: (Number of cases to be discussed - 4)
B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the
Government Code: (Number of cases to be discussed — 4)
Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van
Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City
Attorney; Deborah Traffenstedt, Deputy City Manager; David Bobardt,
Community Development Director; David Klotzle, City Engineer/Public Works
Director; and Joseph Vacca, Principal Planner.
The Council reconvened into open session at 7:07 p.m. Mr. Kueny stated one
case under Item 6.A. and one case under Item 6.B. were discussed and there
was no action to report.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Scheduling Public Workshop on City Appeal of Ventura County
Planning Commission's Approval of Modification to Conditional Use Permit
No 4874-2 and an Amended Reclamation Plan for Grimes Rock, Inc,
Located at 3500 Grimes Canyon Road. Staff Recommendation: Direct
staff as deemed appropriate.
There was no verbal staff report.
Roseann Stevenson, representing the Country Club Estates Homeowners
Association, and the other residents attending the meeting with her,
requested that the City Council schedule the public workshop. She stated
she had requested the Board of Supervisors schedule the appeal hearing
in Moorpark, but her request was denied.
A discussion among the City Council and staff focused on the need for a
workshop meeting in Moorpark, and the scheduling of that workshop, to
get information out to residents regarding the impacts of the proposed
expansion of the Grimes Rock mining operations, including cumulative
traffic, noise and air quality impacts. Staff was directed to give written and
City website notice of a public workshop to be held at the regular Council
meeting on October 16, 2013.

MOTION: Councilmember Pollock moved and Mayor Parvin seconded a motion
to schedule a public workshop for 7:00 p.m. at the regular October 16, 2013, City
Council meeting. The motion carried by unanimous voice vote.
8. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 7:18 p.m.
