Moorpark, California January 15, 2014
A Special Meeting of the City Council of the City of Moorpark was held on January 15,
2014, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:35 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Pollock, Van Dam, and Mayor
Parvin.
Absent: Councilmember Millhouse (arrived at 6:45 p.m.).
Staff Present: Steven Kueny, City Manager; Kevin Ennis, City Attorney;
Hugh Riley, Assistant City Manager; Deborah Traffenstedt,
Deputy City Manager; David Bobardt, Community
Development Director; and Dave Klotzle, City
Engineer/Public Works Director.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. CONSENT CALENDAR:
MOTION: Mayor Parvin moved and Councilmember Pollock seconded a motion to
approve the Consent Calendar. The motion carried by voice vote 4-0, Councilmember
Millhouse absent.
A. Consider Grant Easement to Calleguas Municipal Water District for
Relocation of Las Posas Feeder Unit 1 Air Vacuum and Air Release
Valves for the Widening of Los Angeles Avenue between Maureen Lane
and Leta Yancy Road (Project 80581. Approve the Grant Easement and
authorize the Mayor to sign the easement grant deed, subject to final
language approval by the City Manager and City Attorney.

6. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 6.B. on the agenda.
MOTION: Councilmember Mikos moved and Councilmember Van Dam seconded a
motion to adjourn to closed session for discussion of one case under Item 6.B. on the
agenda. The motion carried by voice vote 4-0, Councilmember Millhouse absent. The
time was 6:37 p.m.
B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the
Government Code: (Number of cases to be discussed — 4)
Present in closed session were Councilmembers Mikos, Pollock, Van Dam, and
Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City Attorney; Hugh
Riley, Assistant City Manager; Deborah Traffenstedt, Deputy City Manager;
David Bobardt, Community Development Director; and Dave Klotz le, City
Engineer/Public Works Director. Councilmember Millhouse arrived at 6:45 p.m.
The Council reconvened into open session at 6:48 p.m. Mr. Kueny stated one
case under Item 6.B. was discussed and there was no action to report. Mr.
Kueny announced that the Council would be going back into closed session for
discussion of two cases under Item 6.A. on the agenda.
A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to Subdivision (b) of Section
54956.9 of the Government Code: (Number of cases to be discussed - 4)
MOTION: Councilmember Pollock moved and Councilmember Van Dam seconded a
motion to adjourn to closed session for discussion of two cases under Item 6.A. on the
agenda. The motion carried by unanimous voice vote. The time was 6:48 p.m.
Mr. Ennis announced under Government Code Section 54956.9 that the facts
and circumstances creating significant exposure to litigation for the two cases to
be discussed under Item 6.A. consist of: 1) A threat of litigation regarding
payment of redevelopment pass through payments to the Moorpark Unified
School District; and 2) The receipt of a claim pursuant to the Government Claims
Act from Pindler and Pindler regarding drainage issues.
Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van
Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City
Attorney; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Deputy City
Manager; David Bobardt, Community Development Director; and Dave Klotz le,
City Engineer/Public Works Director.

The Council reconvened into open session at 7:17 p.m. Mr. Kueny stated two
cases under Item 6.A. were discussed, direction was given to staff, and there
was no action to report.
7. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 7:17 p.m.
