Executed this 14th day of May 2014, at Moorpark, California. a/tri-4117-4/72-g----1 Patt;:af:nnle on Administrative Assistant Parks, Recreation & Community Services Department ITEM 8.A Consider Public Arts Project for the High Street Metrolink Station Verbal Presentation No Staff Report 1 ITEM 9.A MINUTES OF THE ARTS COMMISSION SPECIAL MEETING, Moorpark, California August 20, 2013 A Special Meeting of the Arts Commission of the City of Moorpark was held on August 20, 2013, at Arroyo Vista Recreation Center, 4550 Tierra Rejada Road, Moorpark, California. 1. CALL TO ORDER: Chair Blaugrund called the meeting to order at 1:30 p.m. 2. ROLL CALL: Present: Commissioners Jean Amador, Chrisanne Eastwood, Rose Hoberg, and Chair Charles Blaugrund. Commissioner Mary Schwabauer was absent. Staff Present: Assistant City Manager Hugh Riley, Parks and Recreation Director Jeremy Laurentowski, Management Analyst Jessica Sandifer, and Administrative Assistant Patty Anderson. 3. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 4. PRESENTATIONS/ACTION/DISCUSSION: A. Conduct a Second Interview with Artist Anne Mudge and tour Art Project Site. Staff Recommendation: Tour the art project site, conduct a second interview with the artist, and discuss ideas for art project design. Anne Mudge gave a brief status update on different areas she had researched for the project since her last meeting with the Commission. She had consulted with a biologist, as well as the Fish and Wild Life Services. The Commission, staff, and Ms. Mudge moved the meeting outside to the art project site. Discussion included preferred location, different design ideas for those locations, as well as some suggestions on using City staff with the installation of the project to help with cost. Ms. Mudge shared some proposed ideas in ceramic that she feels would be well suited for this project. She also suggested a theme be used that would encompass the arroyo, which runs along the border of the park. 2 Minutes of the Arts Commission August 20, 2013, Special Meeting Page 2 The Commission reached a consensus to recommend Anne Mudge as the artist for the Arroyo Vista Recreation Center art project for City Council to approval. 5. CONSENT CALENDAR: A. Approval of Minutes for Arts Commission Special Meeting of June 11, 2013. Staff Recommendation: Approve as presented. MOTION: Commissioner Amador moved and Commissioner Eastwood seconded a motion to approve the Minutes as presented. The motion was carried by unanimous voice vote. 6. ADJOURNMENT: The meeting was adjourned at 2:30 p.m. APPROVED: CHARLES BLAUGRUND, CHAIR Respectfully submitted: Patty Anderson, Administrative Assistant 3 ITEM 9.B CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Jessica Sandifer, Management Anal o' y DATE: May 13, 2014 (Meeting of May 20, 2014 SUBJECT: Consider Update on the Arroyo Vista Public Art Project DISCUSSION Anne Mudge began her work on the Arroyo Vista Recreation Center (AVRC) Public Art Project in January. Since that time she has managed to complete approximately 17% of the mosaic imagery to be imprinted on the concrete walkway leading up to the park. Attachment 1 contains images of the mosaic work completed to date. The bronze sculpture of the Western Toad has been designed and is now in the modeling stage. Attachment 2 contains an image of the bronze toad in its current state of development. As she has refined her work, Anne has decided that cutting perfect circles into the concrete to place the mosaic imagery would be problematic for the Contractor that she has to work with. She has opted to "square" the corners of the design using mosaic tiles so that the imagery itself will still maintain the proposed medallion shape, but it will be easier to place. Attachment 3 contains the imagery showing the "squared" design. The interpretive signage has had to be redesigned due to the fact that there was not enough wall space leading up to the Center's front entrance to allow for a detailed interpretive signage display. The new interpretive signs will direct the patrons who are visiting the art work to a City website, where they can learn information about the Arroyo, the animals displayed in the imagery, and the art work itself. Staff is considering the use of Quick Response or QR codes so that persons visiting the artwork can use their smart phones to scan the code, which would then take them immediately to the corresponding page on the website that contains the information they wanted to read. For those without QR code scanning ability, there will be a website address for patrons to visit and learn more. 4 Arts Commission May 20, 2014 Page 2 The artist, in conjunction with the City's Parks and Recreation Department, has put together an interactive program which will be available to the Summer Camp Moorpark kids. The program will include talks by Fish and Wildlife rangers and feature a visit from the raptor rescue sanctuary. The program will teach the summer camp kids about the native plants and animals that we see around Moorpark. Attachment 4 is a revised timeline for the art work installation.
