Moorpark, California October 28, 2013
A Special Meeting of the City Council of the City of Moorpark was held on October 28,
2013, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1 . CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:04 p.m.
2. ROLL CALL:
Present:
Staff Present:
Councilmembers Mikos (arrived at 6:33 p.m.), Millhouse,
Pollock, Van Dam, and Mayor Parvin.
Steven Kueny, City Manager; Kevin Ennis, City Attorney (via
conference call); Margaret Sohagi, The Sohagi Law Group
(arrived at 6:30 p.m. via conference call); Hugh Riley,
Assistant City Manager; Deborah Traffenstedt, Deputy City
Manager; and David Bobardt, Community Development
Director.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of two
cases under Item 5.8. on the agenda.
MOTION: Councilmember Van Dam moved and Mayor Parvin seconded a motion to
adjourn to closed session for discussion of two cases under Item 5.8. on the agenda.
The motion carried by voice vote 4-0, Councilmember Mikos absent. The time was 6:05
p.m.
B. CONFERENCE WITH LEGAL COUNSEL -ANTICIPATED LITIGATION
Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the
Government Code: (Number of cases to be discussed -4)

Present in closed session were Steven Kueny, City Manager; Kevin Ennis, City
Attorney (via conference call); Margaret Sohagi, The Sohagi Law Group (arrived
at 6:30 p.m. via conference call); Hugh Riley, Assistant City Manager; Deborah
Traffenstedt, Deputy City Manager; and David Bobardt, Community Development
Director.
The Council reconvened into open session at 7:12 p.m. Mr. Kueny stated two
cases under Item 5.B. were discussed and there was no action to report.
6. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 7:12 p.m.
