The funding source is the California Redemption Value (CRV) premium that is paid when consumers purchase beverages in glass bottles, cans, and plastic containers. Funding is distributed on a per capita basis and the City of Moorpark (City) is entitled to receive $9,312 for Fiscal Year 2013/14. The City completes an on-line funding request form (attached) to receive the money and no City resolution is required. Eligible activities for the expenditure of these funds are defined as: • Support for new or existing curbside recycling programs • Neighborhood drop-off recycling programs • Public education promoting beverage container recycling • Litter prevention and cleanup where beverage containers are recycled • Cooperative regional efforts among two or more cities and counties, or both • Other beverage container recycling programs Staff recommends Council approve the funding request to receive funds to be used to support various city beverage container recycling projects, programs and future initiatives such as: S:\Public Works\Everyone\Reports\Staff Reports\2014\January\1-15-14 (Beverage Container Funding Request).doc 210 Honorable City Council January 15, 2014 Page 2 • Recycling promotion and collection at city and community large events such as the Arts Festival, Day in the Park, 3rd of July, Country Days, Roam'n Relics, and private sports tournaments at AVRC. • Procurement of permanent beverage recycling containers for park facilities, areas of high pedestrian travel, and City bus stops. • Coastal and Inland Waterways Clean-up Day, the third Saturday in September. Presently, this is an annual recurring grant from the California Department of Recycling Resources and Recovery (CalRecycle). Upon acceptance and approval of the City's funding request, funds are received by the City. FISCAL IMPACT This is a request for funding from CalRecycle. Matching funds are not required. Total funds requested are $9,312 which, if received, must be expended on beverage container recycling projects. STAFF RECOMMENDATION Authorize the City Manager or his designee to submit the Beverage Container Recycling Grant Funding Request and all required documents to CalRecycle.
