Moe II, Economic Development and Housing Manager DATE: December 31, 2013 (CC Meeting of 1/15/14) SUBJECT: Consider Resolution Authorizing Submittal of a Housing-Related Parks Grant Application for $123,000.00 and Authorizing City Manager to Execute All Documents Required to Participate in Program BACKGROUND & DISCUSSION The California Department of Housing and Community Development (HCD) is accepting applications for Housing-Related Parks (HRP) Program. The HRP Program is designed to reward local governments that provide housing for lower-income households and are in compliance with State housing element law with grant funds to create or rehabilitate parks. A total of $25 million is available for the 2013 funding round. The 2013 Notice of Funding Availability (NOFA) award funds to eligible jurisdictions on a per-bedroom basis for each residential unit affordable to very low and low income households permitted during calendar years 2010, 2011, 2012, and 2013 until June 30. During the eligibility period, the City of Moorpark developed 27 units consisting of 68 bedrooms. If the City is successful in securing this grant, approximately $123,000.00 could be used to upgrade playground equipment at Poindexter Park. Attachment 1: Resolution No. 2014----- 214 RESOLUTION NO. 2014 ---- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR FUNDING UNDER THE HOUSING- RELATED PARKS PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOUSING-RELATED PARKS PROGRAM WHEREAS, The State of California, Department of Housing and Community Development (HCD) has issued a Notice of Funding Availability dated October 2, 2013 (NOFA), under its Housing-Related Parks (HRP) Program; WHEREAS, the City of Moorpark (City) wishes to apply for HRP Program grant and submit the 2013 Designated Program Year Application Package released by HCD for the HRP Program; and WHEREAS, HCD is authorized to approve funding allocations for the HRP Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City is hereby authorized and directed to apply for and submit to HCD the HRP Program Application Package released October 2013 for the 2013 Designated Program Year. If the application is approved, the City is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement), and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from HCD, and all amendments thereto (collectively, the "HRP Grant Documents"). SECTION 2. City shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. City hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by HCD and in accordance with the NOFA and Program Guidelines and Application Package. 215 Resolution No. 2014--- Page 2 SECTION 3. The City authorizes Steven Kueny, City Manager, to execute in the name of the City, the HRP Program Application Package and the HRP Grant Documents as required by HCD for participation in the HRP Program. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
