A; v 1 • The Honorable City Council Jeremy Laurentowski, Parks and Rec~on Director"'$ t..-- Jessica Sandifer, Management Analys~ January 7, 2014 (CC Meeting of January 15, 2014) Consider Resolution Authorizing Grant Application for Land and Water Conservation Fund and Authorizing the City Manager to Sign all Grant Related Paperwork and Resolution Amending the Fiscal Year 13/14 Budget to Fully Fund the Recreational Trail System at Arroyo Vista Community Park BACKGROUND On October 2, 2013, the City Council approved a conceptual plan for a proposed recreational trail system at Arroyo Vista Community Park (AVCP). The plan incorporates a safe route of travel for both pedestrians and bicyclists from the existing pedestrian bridge at the east end of the park, to the Arroyo Vista Recreation Center (AVRC). Approximately 17 parking spaces will be eliminated due to the installation of the bicycle path adjacent to the pedestrian bridge. However, the access road west of parking lot C will be widened to accommodate head-in parking, increasing the overall number of parking spaces within the park by 17 spaces. The bicycle/pedestrian trail will provide a separate pedestrian sidewalk, to allow easy access to the open field areas from adjacent parking stalls, as well as a separate bicycle path with rail fencing. Pedestrian crossings will be provided and the bicycle path will connect to the existing bicycle path along the access road to the west of AVRC, ultimately providing access to Moorpark High School and Tierra Rejada Road. Internally, the proposed trail system will incorporate a one mile fitness loop around the perimeter of AVCP, with exercise stations set along the route. Staff proposes to utilize decomposed granite paving for the surface material of the loop trail, as this material is preferred over concrete or asphalt for recreational activities such as running or jogging. In addition, the project will include ADA compliant walkways to the softball fields and other open turf areas throughout the park. The proposed ADA access to the softball fields will incorporate a concrete walkway, ramp and stairs with handrails, and will 438 Honorable City Council January 15, 2014 Page2 provide an accessible route of travel from AVRC, and adjacent handicap parking stalls, to the softball fields and surrounding park areas. On November 20, 2013 a civil engineer was retained to complete the design and construction drawings. DISCUSSION Staff is now preparing an application for a grant from the Land and Water Conservation Fund (LWCF) through the California State Parks, Office of Grants and Loans (OGALS). The grant submittal is due on February 3, 2014. California's Outdoor Recreation Plan (CORP) recognizes that "Meaningful recreation activities, facilities, programs and increased opportunities for physical activity are vital to improving the health and well- being of Californians" and it is state policy that " .... park and recreation professionals should also promote and support increased physical activity among Californians which is critical to combating the obesity epidemic and preventing serious chronic conditions like heart disease and diabetes ... ". The CORP also identifies the need to improve accessibility to parks by removing physical barriers that limit access to parks. The LWCF grant requires that applicable projects identify areas that implement identified CORP action areas. Staff feels that the proposed recreational trail system at Arroyo Vista Community Park meets the primary intent of the LWCF grant and is requesting authorization to submit the grant application. The maximum grant reimbursement request can be fifty-percent (50%) of the total project costs, with the City providing a 50% match. Staff will be applying for a LWCF grant from the State Parks Department in the range of $400,000 to $600,000. The LWCF grant allows for the application of a range of grant funds, and based on past projects that have been funded through the LWCF, staff feels that this range of funding is reasonable and in line with similar grant applications and project scopes. The LWCF grant is a reimbursement grant and all funds need to be allocated for the grant from City sources prior to application to illustrate the City's commitment to the project. The LWCF grant will reimburse these City sources upon award of the grant application. Staff is recommending a budget amendment allocating the remaining funding for the project prior to the grant application deadline. FISCAL IMPACT Originally, staff estimated that the cost to complete this project was $1.2 ,million. However, several items have come up during the development of the engineering plans, primarily the improvements to the parking area on the south side of the access road, storm water retention requirements, drainage improvements to parking lots A, C and D, and the ADA walkway improvements at the softball fields. Currently the existing drainage system and flow line grade on the south side of the access road are marginal. The existing grade is variable, but averages approximately 1 % along the majority of the roadway. The current parking area surface material consists of compacted class II road base, which has a tendency to puddl~ and impedes 439 Honorable City Council January 15, 2014 Page 3 drainage during high storm periods. In order to improve the drainage along the access road, and to help meet storm water retention requirements, the civil engineer has proposed the installation of pervious concrete and an improved curb and gutter for the parking area. In addition, the existing grade of the curb and gutter at parking lots A and C, do not coincide with existing flow line grades of the storm drain system, and as a result, there is extensive damage to the parking lot asphalt surfaces at the low areas with these parking lots. The existing curb and gutter will also need to be modified in order to connect the bicycle path at the pedestrian bridge location in parking lot D, as well as the access road adjacent to the AVRC. Staff originally intended to improve these areas during the parking lot renovation project that will be proposed later in 2014, but in order to adequately address the drainage requirements along the entire access road, the curb and flow line grades need to be addressed with the proposed improvements. The additional cost for these improvements is approximately $393,000. In addition, due to the fact that this project exceeds 5,000 square feet of impervious surfaces, the City is required to retain a certain portion of storm water, as defined by the Land Development Requirements of the Los Angeles Regional Water Quality Control Board (Regional Board), permit NPDES CAS 004 002 (MS4 Permit). The addition of the pervious concrete within the parking lot will lessen the retention requirements of the MS4 Permit, however, an above ground retention basin will be necessary to retain the majority of the storm water required by the Regional Board. Staff proposes to install the basin within the median island in parking lot C. The additional cost for the retention basin and associated planting, irrigation and drainage improvements, is approximately $33,000. The civil engineer has also suggested the change from decomposed granite to concrete for the ADA walkway improvements from AVRC to the softball fields. The existing grade within this area is minimal, averaging approximately 1 %, and the new walkway will ultimately act as a drainage swale, as an existing flow line currently runs through this area. Due to the fact that decomposed granite paving is not a surface material recommended for areas with moderate moisture, the civil engineer has strongly suggested concrete as the surface material for this area. The additional cost for concrete, in lieu of decomposed granite, is approximately $40,000. Staff has also obtained a preliminary cost estimate for lighting along the entire loop trail, bicycle trail and ADA walkways. Approximately ninety light emitting diode (LED) fixtures on 25' poles would be required, at a cost of approximately $657,000. Staff does not feel that the addition of this cost is in line with projects that have previously been funded through the LWCF grant and suggests obtaining funding for this portion of the project from other sources. Staff will complete the lighting study for the entire park, as directed by City Council, and will submit a complete set of plans and a detailed cost estimate at a later date. With the addition of the improvements mentioned above, staff has estimated that the cost to complete the project is approximately $1 ,666,000 .. To date, a grant from the TOA 440 Honorable City Council January 15, 2014 Page4 Article 3 Fund (2602) has been secured from the State in the amount of $132,556 for the pedestrian/bike path improvements from the pedestrian bridge to Arroyo Vista Recreation Center. The City Council has approved an allocation in the FY 2013/14 budget of $442,444 from the Traffic System Management Fund (2001) for the remainder of the pedestrian/bike path improvements. A FY 2013/14 budget appropriation of $75,000 has been appropriated from the General Fund (1000) for the ADA improvements at the softball fields and $92,500 from the Traffic System Management (TSM) Fund (2001) has been appropriated for Civil Engineering and Surveying services. The remaining project costs of $923,500 will need to be allocated to fully fund the project. Staff is requesting a budget amendment from the Traffic System Management Fund (2001) in the amount of $923,500 to fully fund the project. This appropriation is necessary to show the City's commitment to funding the project. Preliminary grant award decisions will be made in May, 2014, and the final grant award decision will be made in September, 2014. If the City is successful with the grant application, the funding for the project will need to be incorporated into the Fiscal Year 14/15 budget, at which time the City Council can re-evaluate the funding sources for this project. STAFF RECOMMENDATION (ROLL CALL VOTE) 1. Adopt Resolution No. 2014-, authorizing submittal of the LWCF grant application and authorizing the City Manager to sign all grant related paperwork; and 2. Adopt Resolution No. 2014-__ , approving a budget amendment to the FY 2013/14 budget allocating the remaining funds for the project. Attachment: 1. Resolution No. 2014---- 2. Resolution No. 2014---- 441 ATTACHMENT 1 RESOLUTION NO. 2014--- A RESOLUTION OF CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUND ASSISTANCE FOR THE RECREATIONAL TRAILS IMPROVEMENT PROJECT AT ARROYO VISTA COMMUNITY PARK WHEREAS, the Congress under Public Law 88-578 has authorized the establishment of a federal Land and Water Conservation Fund Grant-in-Aid program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation purposes; and WHEREAS, the California Department of Parks and Recreation is responsible for administration of the program in the State, setting up necessary rules and procedures governing applications by local agencies under this program; and WHEREAS, the applicant certifies by resolution the approval of the application and the availability of eligible matching funds prior to submission of the application to the state. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Approves the filing of an application for Land and Water Conservation Fund assistance for the proposed Recreational Trail Improvement Project at Arroyo Vista Community Park. SECTION 2. Agrees to abide by Section 6(F)(3) of Public Law 88-578 which states "No property acquired or developed with assistance under this section shall, without the approval of the National Secretary of the Interior, be converted to other than public outdoor recreation uses. The Secretary shall approve such conversion only if he finds it to be in accord with the then existing comprehensive statewide outdoor recreation plan and only upon such conditions as he deems necessary to assure the substitution of other recreation properties of at least equal fair market value and of reasonably equivalent usefulness and location." SECTION 3. Certifies that City has matching funds from eligible sources(s) and can finance 100 percent of the Project, which up to half may be reimbursed by the grant. SECTION 4. Appoints the City Manager as agent of the applicant to conduct all negotiations and execute and submit all documents, including but not limited to, applications, contracts, amendments, payment requests, and compliance with all applicable current state and federal laws which may be necessary for the completion of the aforementioned Project. 442 Resolution No. 2014 ---- Page 2 SECTION 5. Parvin, Mayor ATTEST: Maureen Benson, City Clerk 443 ATTACHMENT 2 RESOLUTION NO. 2014--- A RESOLUTION OF CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2013/2014 BUDGET BY APPROPRIATING $923,500 FROM THE TRAFFIC SYSTEM MANAGEMENT FUND (TSM) (2001) TO FULLY FUND THE RECREATIONAL TRAIL SYSTEM AT ARROYO VISTA COMMUNITY PARK (CAPITAL IMPROVEMENT PROJECTS 7712, 7713, 7852) WHEREAS, on June 19, 2013, the City of Moorpark adopted the Operating and Capital Improvement budget for Fiscal Year 2013/14; and WHEREAS, the adopted budget included appropriation in GIP 7712 of $75,000.00 from the General Fund (1000) and in GIP 7713 of $442,444.00 from the TSM Fund (2001) and $132,556 in TDAArticle 3 (2602) Fund; and WHEREAS, on October 2, 2013, the conceptual plan was approved by the City Council and a budget amendment of $85,000.00 was approved from the TSM Fund (2001) and appropriated equally to each project (7712, 7713, 7852); and WHEREAS, on December 8, 2013, the City Council approved an agreement with Penfield & Smith for Civil Engineering services to design the project and authorized a budget increase of $7,500.00 for a boundary survey; and WHEREAS, a staff report has been presented to the City Council requesting additional appropriation to fund construction of the fitness trail at Arroyo Vista Community Park (Project 7852); and WHEREAS, a budget adjustment in the aggregate amount of $923,500.00 from the Traffic System Management Fund (2001) is requested for this work; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $923,500.00 from the Traffic System Management Fund (2001) as more particularly described in Exhibit "A", attached hereto, is hereby approved. SECTION 2.
