BY: �-- TO: Honorable City Council FROM: Dave Klotzle, City Engineer/Public Works Director Prepared by: John Brand, Senior Management Analyst DATE: February 10, 2014 (CC Meeting of 02/19/2014) SUBJECT: Consider Presentation on Drought Conditions DISCUSSION A presentation on the current drought conditions will be given to the City Council by Mr. Reddy Pakala, Director of Ventura County Waterworks District No. 1, and Susan Mulligan, General Manager of Calleguas Municipal Water District. On January 17, 2014, Governor Jerry Brown declared a drought emergency in California as the state struggles with the least amount of rainfall in its history. Governor Brown has asked California residents and businesses to voluntarily reduce their water consumption by 20 percent. The drought declaration also streamlines the rules for water agencies to transfer extra water from one part of the state to another, easing shortages. Water conservation incentives and rebates are available to Moorpark water users through the Metropolitan Water District of Southern California (MWD). Residential rebates are available for high efficiency toilets and appliances, rain barrels and soil moisture sensors. Water Savings Incentive Programs (WSIP) provide financial incentives for customized water efficiency projects including: Installation of commercial or industrial high-efficiency equipment; Industrial process improvements; Agricultural and landscape water efficiency improvements; and Water management services.
