SUBJECT: Consider Resolution Rescinding Resolution No. 90-634,
Resolution No. 90-706, Resolution No. 93-946, Resolution No. 97-
1294, Resolution No. 98-1530, Resolution No. 2003-2048 and
Resolution No. 2003-2121 and Establishing Parking Restrictions
and Parking by Permit Only Zones on Certain Streets in the
Campus Hills Area, Campus Park Areas, Near Moorpark High
School, and on Peach Hill Road Near Peach Hill Park
BACKGROUND
Section 10.04.190 of the Moorpark Municipal Code and California Vehicle Code Section
22507 allows the City Council to establish parking restrictions by resolution on any City street,
and to establish preferential parking privileges for residents adjacent to a street upon which
any such parking restrictions have been established, exempting any vehicle displaying a
permit issued by the City from such parking restrictions.
Over the years, in response to requests from residents, several Parking by Permit Only
Zones have been established by City Council resolution, particularly near Moorpark College,
Moorpark High School, and for weekends near Peach Hill Park.
Resolution No. 90-634 established "Parking in Excess of One Hour by Permit Only" zones
between the hours of 8:00 am and 8:00 pm, Monday through Friday, on Trollope Ct., Borges
Ct., Freshman Ct., Sophomore Ct., Griffith Ln., Graduate PI., Swift PI., Milne Cir., and
University Dr. near Moorpark College. Resolution No. 90-706 amended Resolution No. 90-
634 by deleting portions of the one-hour restricted parking area on University Drive near the
Campus Hills Recreation Center. Resolution No. 98-1530 amended Resolution No. 90-364
again, revising the one-hour restricted parking zone on Trollope Ct., Milne Cir., and portions
of University Dr. to "No Parking - City Permits Exempt." Resolution No. 2003-2048 added
"Parking in Excess of One Hour by Permit Only"zones on Imbach PI. and portions of Borges

Dr. Resolution No. 97-1294 established "Parking in Excess of One Hour by Permit Only"
zones between the hours of 7:00 am and 2:00 pm, Monday through Friday, on Willow Hill Dr.,
Willow Forest Dr., Willow Grove Ct., and Willow Springs Dr. near Moorpark High School.
Resolution No. 2001-1920 established "Parking in Excess of One Hour by Permit Only"
zones between the hours of 7:00 am and 2:00 pm, Monday through Friday, on Summerglen
Ct. near Moorpark High School. Resolution No. 2003-2121 rescinded Resolution No. 2001-
1920 changing the parking restrictions on Summerglen Ct. to "No Stopping Anytime -City
Permits Exempt."
Resolution No. 93-946 established "No Stopping Anytime" zones on Peach Hill Rd. and
"Parking by Permit Only" zones between the hours of 8:00 am and 6:00 pm on Saturday and
Sunday, on Peach Hill Rd. across from Peach Hill Park.
On September 8, 1993 the City Council adopted Resolution No. 93-970 setting forth policies
and procedures for the establishment of permit only parking zones in residential
neighborhoods with the requirement that any such zone would be established by separate
resolution of the City Council and the parking restrictions imposed would be limited to
overnight hours between 2:00 am and 6:00 am. In the time since Resolution No. 93-970 was
adopted, no permit only parking zones with an overnight parking restriction in residential
neighborhoods have been established.
DISCUSSION
Staff has received requests for the establishment of parking by permit only zones from
residents on Shakespeare Pl., Doris Ct., Benwood Dr., and Kernvale Ave. near Moorpark
College. Similar requests have also been received from residents on Honeyglen Ct. near
Moorpark High School.
On November 4, 2013, the City received a written request from GM Management on behalf
of the Campus Hills Homeowners Association to implement parking by permit only zones on
Shakespeare Pl. and Doris Ct. (Attachment 1 ).
The existing resolutions described above include various policies and procedures for the
implementation of the parking by permit only zones. Inconsistencies among the resolutions,
and policies and procedures exist, and staff recommends the adoption of a new resolution
(Attachment 2) rescinding the existing resolutions (except for Resolution No. 93-970 which is
being recommended for rescission by separate City Council action), and establishing parking
restriction and parking by permit only zones on certain streets in the Campus Hills area,
Campus Park areas, near Moorpark High School, and on Peach Hill Road near Peach Hill
Park.

Staff is recommending that by separate action, the City Council adopt updated policies and
procedures for establishment of parking by permit only zones and issuance of parking
permits within established parking by permit only zones
Notices were mailed to all property owners and residents of the streets that are now
proposed to become parking by permit only zones. The streets include Shakespeare Pl.,
Doris Ct., Benwood Dr., Delfen St., Kernvale Ave., Dracena Ave., Beragan St., portions of
Overly St. and Melray St., and Honeyglen Ct. Attachment 3 is a sample of the notice which
indicated that written comments or concerns about the parking by permit only zones could be
submitted to the City in writing. The notice also included the date, time and location of this
City Council meeting.
FISCAL IMPACT
The establishment and administration of parking by permit only zones has been provided to
residents at no cost. Staff estimates that approximately $2,000 is spent on materials and
staff time on an annual basis for installation and maintenance of signs, printing forms and
permits, and issuing permits for parking by permit only zones.
STAFF RECOMMENDATION
Adopt Resolution No. 2014 -rescinding Resolution No. 90-634, Resolution No. 90-
706, Resolution No. 93-946, Resolution No. 97-1294, Resolution No. 98-1530, Resolution
No. 2003-2048 and Resolution No. 2003-2121 and establishing parking restrictions and
parking by permit only zones on certain streets in the Campus Hills area, Campus Park
areas, near Moorpark High School, and on Peach Hill Road near Peach Hill Park.

The Campus Hills Homeowners Association would like to request that the City of
Moorpark implement parking restrictions on Shakespeare Place and Doris Court, due to
the inordinately high number of college students that currently park on these stre~ts.
As I'm sure you can imagine, the parking conditions on these streets are constantly busy
and the heavy traffic is a great disturbance to the homeowners there. We are aware that
such restrictions exist on other streets adjacent to the college and we hope you will
consider including Shakespeare Place and Doris Court among those aided by the City's
parking restriction ordinances.

2048 AND RESOLUTION NO. 2003-2121 AND
ESTABLISHING PARKING BY PERMIT ONLY ZONES ON
CERTAIN STREETS IN THE CAMPUS HILLS AREA,
CAMPUS PARK AREAS, NEAR MOORPARK HIGH
SCHOOL AND ON PEACH HILL ROAD NEAR PEACH

WHEREAS, Section 22507 of the California Vehicle Code authorizes the City to
establish parking restrictions on any City street, and to establish preferential parking
privileges for residents adjacent to a street upon which any such parking restrictions
have been established, exempting any vehicle displaying a permit issued by the City
from such parking restrictions; and
WHEREAS, Section 10.04.190 of the Moorpark Municipal Code sets forth certain
parking restrictions, including the establishment of any area or zone where parking or
stopping of any vehicle for all or any part of any day is restricted by resolution of the City
Council; and,
WHEREAS, pursuant to Section 22507 of the California Vehicle Code, the City
Council of the City of Moorpark adopted Resolution No. 90-634, Resolution No. 90-706,
Resolution No. 93-946, Resolution No. 97-1294, Resolution No. 98-1530, Resolution No.
2003-2048 and Resolution No. 2003-2121 establishing parking by permit only zones on
certain City streets; and
WHEREAS, residents from various neighborhoods in the City, and the Campus
Hills Homeowners' Association have requested that the City Council of the City of
Moorpark establish parking by permit only zones on certain City streets; and
WHEREAS, the City Council of the City of Moorpark has determined that it is
necessary and appropriate to revise and establish certain parking restrictions,
preferential parking privileges and parking by permit only zones.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:

SECTION 1. That Resolution No. 90-634, Resolution No. 90-706, Resolution No.
93-946, Resolution No. 93-970, Resolution No. 97-1294, Resolution No. 98-1530,
Resolution No. 2003-2048 and Resolution No. 2003-2121 are hereby rescinded.
SECTION 2. That "PARKING BY PERMIT ONLY" zones are established on the
following roads with parking restrictions for the locations and during the days and times
shown in Exhibit "A":
• Trollope Court
• Borges Court
• Freshman Court
• Sophomore Court
• Griffith Lane
• Graduate Place
• Swift Place

SECTION 7. That "PARKING BY PERMIT ONLY" zones are established on the
following roads with parking restrictions for the locations, and during the days and times
shown in Exhibit "F":
• Summerglen Court
• Honeyglen Court
SECTION 8. That parking restrictions and "PARKING BY PERMIT ONLY" zones
are established on the following roads with parking restrictions for the locations, and during
the days and times shown in Exhibit "G":
• Peach Hill Road
SECTION 9. That parking restrictions established on roads listed herein shall not
apply to vehicles displaying a valid permit issued by the City exempting said vehicles from
said parking restrictions.
SECTION 10. That the establishment of parking by permit only zones, and the
issuance of parking permits exempting vehicles from said parking restrictions shall
conform to the policies and procedures adopted by resolution of the City Council. Such
permits shall only be issued to the owner or resident of the properties fronting the parking
by permit only zone, for only those vehicles registered to said owner or resident at said
property.
SECTION 11. That parking permits exempting vehicles from said parking
restrictions shall not exempt said vehicles from any other parking restriction, including any
Street Sweeping Parking Restriction, or any provision of the California Vehicle Code.
SECTION 12. That the City Manager is directed to cause the installation and
maintenance of appropriate signs giving notice of said parking restrictions.
SECTION 13. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.

Residents in your neighborhood have requested that the City Council of the City of Moorpark
establish a Parking by Permit Only zone on Delfen Street, Kernvale Avenue, Dracena Avenue,
Beragan Street, and Overly and Melray Streets between Kemvale and Dracena. A parking permit
issued by the City would be required for a vehicle to park on the street within the Parking by Permit
Only zone. Permits will only be issued to specific vehicles that are validly registered at an address
within the Parking by Permit Only zone. Guest parking permits will be issued to residents as well.
At the City Council meeting on February 19, 2014, at 7:00 PM, at 799 Moorpark Avenue, the City
Council will consider the establishment of a Parking by Permit Only zone in your neighborhood. You
are encouraged to attend the meeting where details of the Parking by Permit only zone will be
discussed, such as, parking permit application procedures, number of permits issued per address,
days and times of parking restrictions, parking enforcement, etc. You will also have the opportunity
to present any comments or concerns to the City Council during the meeting.
If you are unable to attend the February 19, 2014 City Council meeting, you may submit any
comments or concerns, which must be received by 5:00 PM on February 19, 2014, by letter or email
