Lew . .20/4,1- TO: o<<l-TO: Honorable City Council BY:- ' FROM: Dave Klotzle, City Engineer/Public Works Director Prepared By: Shaun Kroes, Senior Management Analyst cict DATE: February 7, 2014 (CC Meeting of 02119/14) SUBJECT: Consider Resolution Establishing New Parking Regulations for the Metrolink Train Station Additional Parking Lot BACKGROUND/DISCUSSION The City Council is being asked to adopt a resolution establishing parking restrictions for the Moorpark Metrolink Train Station Additional Parking Lot at 450 High Street, which consists of three parcels. Two of the parcels front High Street and are owned by the Successor Agency of the Redevelopment Agency of the City of Moorpark (Successor Agency) and together they measure approximately 200 feet wide and 100 feet deep. The Ventura County Transportation Commission's (VCTC) owns the third parcel which is a 20 foot strip along the entire south edge of the other two parcels and is within the 40 feet of right-of-way that VCTC owns along the railroad tracks. The Redevelopment Agency of the City of Moorpark (Redevelopment Agency) originally purchased 450 High Street to be redeveloped. With the demise of the Redevelopment Agency, the Successor Agency inherited the property and removed the fueling station improvements. On August 20, 2013, the Oversight Board of the Successor Agency approved the intended use of the former Redevelopment Agency properties as part of the required Long Range Property Management Plan (LRPMP) and directed staff to send it to the State Department of Finance (DOE) for approval. Staff is currently working with the DOF to answer their questions and have the LRPMP approved. 450 High Street is listed in the LRPMP as a Governmental Use property to be utilized as additional parking for the Metrolink Train Station. The City is also working with staff at VCTC to establish approval of permitting parking on the back 20 foot strip of 450 High Street. All parking restrictions applicable to the Metrolink North Parking Lot and Metrolink South Parking Lot would be applicable to the proposed Moorpark Metrolink Train Station Additional Parking Lot. Current parking restrictions in the North Parking Lot and South Parking Lot include: S:\Public Works\Everyone\Reports\Staff Reports\2014\February\02-19-2014(Metrolink Additional Parking).doc 1 26 Honorable City Council February 19, 2014 Page 2 • Except as where designated "Overnight Parking" signage is provided, the parking of vehicles between the hours of 10:00 pm to 5:00 am is prohibited. • The parking of oversized vehicles is prohibited. Authorized high occupancy vehicles (van pool, car pool), mass transit, Metrolink or Amtrak buses, or other vehicles approved by the City Manager or his or her designee are excluded. The proposed resolution also directs the City Manager to have placed and maintained the appropriate signs and/or curb markings giving notice of the parking regulations. FISCAL IMPACT The City will absorb the cost of installing the parking signs on the 450 High Street and the ongoing maintenance of the parking lot. The City has funding available in its current Metrolink budget to fund signage and parking lot maintenance. STAFF RECOMMENDATION Adopt Resolution No. 2014-__ . Attachment 127 RESOLUTION NO. 2014 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING PARKING REGULATIONS FOR AN ADDITIONAL METROLINK PARKING LOT LOCATED AT 450 HIGH STREET (MOORPARK TRAIN STATION ADDITIONAL PARKING LOT) WHEREAS, the Successor Agency of the Redevelopment Agency of the City of Moorpark (Successor Agency) owns two parcels located at 450 High Street in the City of Moorpark that together measure approximately 200 feet wide and 100 feet deep; and WHEREAS, the Ventura County Transportation Commission (VCTC) owns the third parcel located at 450 High Street which consists of a 20 foot strip along the entire south end of Successor Agency's parcels; and WHEREAS, on August 20, 2013, the Oversight Board of the Successor Agency approved the intended use of the former Redevelopment Agency properties as part of the required Long Range Property Management Plan (LRPMP) and directed staff to send it to the State Department of Finance (DOF) for approval; and WHEREAS, 450 High Street is listed in the LRPMP as a Governmental Use property to be utilized as additional parking for the Metrolink Train Station; and WHEREAS, the City of Moorpark (City) is currently working with staff at VCTC to establish approval of permitting parking on the back 20 foot strip of 450 High Street; and WHEREAS, Section 22519 of the California Vehicle Code provides for the regulation of parking in any publicly-owned or operated off street parking facility; and WHEREAS, Oversized Vehicles are defined in the MMC §10.04.205; and WHEREAS, CVC Section 22651 (n) provides for the removal of vehicles from a restricted parking zone; and WHEREAS, Resolution 2006-2440 established certain parking restrictions in the Commuter Rail Parking Lot on High Street (North Parking Lot) and the Park and Ride Metrolink Commuter Rail Parking Lot east of Moorpark Avenue (South Parking Lot); and WHEREAS, the City Council has determined that all parking restrictions applicable to the North Parking Lot and South Parking Lot shall be applicable to the Metrolink Train Station Additional Parking Lot. 128 Resolution No. 2014 - Page 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That except as provided in Section 2, the parking of vehicles in the Metrolink Train Station Additional Parking Lot between the hours of 10:00 PM to 5:00 AM is hereby prohibited. SECTION 2. That when proper signs are erected giving notice thereof, certain or all of the parking spaces in the Metrolink Train Station Additional Parking Lot may be designated for overnight and extended parking for up to seventy-two hours. SECTION 3. That except as provided herein, the parking of Oversized Vehicles in the Metrolink Train Station Additional Parking Lot is hereby prohibited. Authorized high occupancy vehicles (van pool, car pool), mass transit, Metrolink or Amtrak buses, or other vehicles as approved by City Manager or his or her designee are excluded from this prohibition. SECTION 4. Any vehicles parked between the hours of 10:00 p.m. and 5:00 a.m. and any oversized vehicles, regardless of when parked, which are parked in the Moorpark Train Station Additional Parking Lot designated by signs posted in accordance with the requirements of the Resolution, shall be subject to being towed and removed from the parking lot. SECTION 5. That the City Manager is hereby directed to have placed and maintained the appropriate signs and/or curb markings giving notice of these parking regulations. SECTION 6. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
