Patty Ander on Administrative Assistant Parks, Recreation & Community Services Department ITEM 8.A CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: May 29, 2014 (Meeting of June 2, 2014) SUBJECT: Consider Playground Equipment for the Future Park Site at 161 Second Street DISCUSSION On June 19, 2013, the City Council approved the conceptual design for the park site at the undeveloped property at 161 Second Street, and on April 16, 2014, the City Council approved the plans and specifications for the project. Currently, the project is out to bid and is scheduled for completion in September 2014. The design of the playground equipment has purposely been excluded from the project plans and specifications due to the fact that the Parks and Recreation Commission will typically make the final determination on the design of the playground equipment for City parks. On May 28, 2014, staff solicited bid proposals from four vendors that specialize in commercial grade park playground equipment. The following is a summary of the information contained in the request for proposals (RFP): BACKGROUND The City of Moorpark, Parks, Recreation and Community Services Department is soliciting proposals from qualified vendors to design & install playground equipment and other amenities for a playground at the City's newest park located at 161 Second Street, Moorpark, CA 93021. The equipment should provide unique features that promote motor skills and the use of upper and lower body strength and with greater play value to meet the requirements of the Americans with Disabilities Act (ADA), and Consumer Products Safety Commission guidelines. SCOPE OF WORK The Parks, Recreation and Community Services Department seeks a "turn key" project. Selected vendor will be responsible for the design, provision and installation of all play equipment, related disability access, and other necessary 1 improvements to complete the new playground project at the Second Street Park. The vendors and their contractor/s must be prepared to comply with all state, federal and local requirements for play structure equipment The City will provide a site plan and AutoCAD file of the plans outlining where the play equipment will go and showing how much room is available. PROPOSAL PROCESS 1. The proposal process will consist of a written proposal (two copies), which shall include the following: 2. A scaled drawing of the park site showing new play equipment, surfacing material, accessibility access, and other amenities, and necessary improvements to provide a completed, turnkey playground. 3. A breakdown of cost to include but not be limited to: design, equipment; installation of equipment; playgrounds certification by a registered Certified Playground Safety Inspector (CPSI); surfacing material, critical path material, and other improvements necessary by the contractor to complete the project. 4. A complete description of capability and history of the contractor. History of similar projects completed within the last three years, including cost and client contact information. Provide the type of California State Contractors License's held. 5. Provide a list of not less than three (3) references including product or service provided, name of agency, contact person, phone number and/or e-mail. 6. A brief description of the proposed schedule, including how the project would be organized and built. EVALUATION OF PROPOSALS The Parks and Recreation staff and will review the written proposals and will determine the top vendor(s) based on overall responsiveness to the Request for Proposals. The Parks and Recreation staff will make a recommendation(s) to the Parks and Recreation Commission (Commission). The Commission will make the final determination and select the vendor for this project. Evaluation of the proposal will be based on the following: • Responsiveness to the RFP and the criteria • Proposed site equipment designs and concepts • Originality and creativity • Safety • Overall play value of the proposed design and equipment • Durability and ease of maintenance of the proposed equipment • Ability to meet budget 2 2 • Ability to put together a design and construction system which will be able to perform all aspects of the project, possess appropriate California contractor's license, and meet insurance requirements. • Ability of proposed design to comply with the Americans with Disabilities Act and the Consumer Products Safety Council, as well as International Playground Equipment Measure Association Guidelines, and the degree to which the design would allow participation by those with various disabilities DESIGN CRITERIA FOR PARK SITE SCOPE OF WORK Square Feet: The playground site size can be found on the concept site plan and in the AutoCAD file. Surfacing: Primary surface material shall be engineered wood fiber(EWF). Poured in place surfacing (PIP) shall not be installed unless design warrants such material. A sand play area shall be incorporated into the design. Accessibility: Accessibility should be provided according to American with Disabilities Act (ADA). A concrete ramp, extending 12" below sidewalk finish surface, w/6" curb on both sides, shall be built into the play area to provide ADA access. Concrete ramp shall not exceed 5% grade and shall be designed as an integral component of the play area. Play Values Desired: The installation of the playground is to comply with the US Playground Guidelines; the playground shall include two play structures; play structure #1 shall be designed for children 5 to 12 years of age and should include at least one large climbing structure with multiple entry-exit points, as a focal point with a minimum of one slide component,- play structure#2 shall be designed for children 2 to 5 years of age and should include at least one large climbing structure with multiple entry-exit points and as a focal point with a minimum of one slide component A separate four seat swing set with two full bucket"baby swings and two belt seats should also be included in the area. The primary surface material for the playground shall be engineered wood fiber. A sand play area is also desirable and shall also to be incorporated into the playground site as appropriate. The playground should be visually appealing, challenging and attractive. General Information: • This playground will be located in a new 15,000 square foot pocket park, which at completion will include a turf area, some picnic tables and 3 3 barbeques. • Address: 161 Second Street, Moorpark CA 93021 • Project sidewalks and flatwork including tot lot curb and drainage system, shall not be included in the project budget. See civil engineering plans and landscape plans (included under separate cover). Basic Requirements: • ASTM 1292— IMPACT Attenuation of Safety Surfaces • ASTM F 1487-11 Standard Consumer Safety Performance Specifications for Playground Equipment for Public Use • ASTM 1951 — Method to Test Accessibility of Safety Surfacing for Playgrounds • CPSC Publication 325-Handbook for Public Playground Safety • Play structures must be age appropriate with proper signage • All products shall bear the certificate seal of International Play Equipment Manufacturers Association (IPEMA) and shall meet or exceed ADA "Final Accessibility Guidelines for Play Area." Total budget$115,000 Staff has evaluated each proposal and has determined that each proposal meets the budget and requirements of the RFP. Staff requested that each design include a concrete ramp that meets the requirements of the American with Disabilities Act (ADA) and install engineered wood fiber (EWF) as the primary surface material for the playground. EWF is ADA compliant and meets safety fall zone requirements. In addition, staff has requested the installation of a sand play area to be incorporated into the overall design. However, after discussions with several of the vendors, it was brought to staffs attention that a sand play area that is installed directly adjacent to the EWF would be a maintenance concern, as the two materials will intermix. Due to the relatively small size of the park site and limited room for an auxiliary sand play area, staff does not recommend a sand play area at the park site. The playground equipment design shown on Attachment 4 incorporates a fabric shade structure. Due to long term maintenance concerns and associated replacement costs, staff recommends that the fabric shade canopy be replaced with a permanent shade canopy should the Commission choose this option. It should be noted that each play equipment manufacturer has a wide range of color options available. Staff suggests that the Parks and Recreation Commission make a recommendation on the preferred play equipment and suggest color options if the play equipment colors identified in the renderings do not meet the Commission's approval. 4 4 STAFF RECOMMENDATION Recommend the play equipment and color options for the park site at 161 Second Street. Before coming to Great Western he worked as a Parks and Recreation Director for over 14 years with the cities of Logan,Utah and Sparks,Nevada. Steve is NPSI certified and has a Bachelors degree in Park and Recreation Management, a Bachelors degree in Secondary Education and a Masters Degree in Park and Recreation Management. Tyler Kyriopoulos—Tyler will be the point person for the project with the City of Moorpark. After graduating with two bachelor degrees he moved out to California and has been working for Great Western P&P for the last 5 and is now currently the General Manager for Great Western's operations in Southern California. Debbie Bond-Debbie is the Chief Operating Officer at Great Western. Debbie joined the Great Western team in September 2013,bringing 20+years of management experience with her. In her past life she has worked as a development director and grant writer for non-profits,served as a treasurer for a Congressional Campaign, and was an event manager for a range of venues,in addition she has managed several businesses,most recently as a General Manager of a Promotional Products Company for 14 years. Debbie has Bachelor degrees in Political Science and Sociology from Utah State University. Jamie Checketts-Jamie will be the project manager assigned to your account. CALL TO ORDER: Chair Haverstock called the meeting to order at 5:11 p.m. 2. ROLL CALL: Present: Commissioners Robert Babcock, Thomas Pflaumer, Sandra Thompson, and Chair Adam Haverstock. Commissioner Tina Brown was absent. Staff Present: Parks and Landscape Director Jeremy Laurentowski, Landscape/Parks Superintendent Emilio Blanco, and Administrative Assistant Patty Anderson. 3. Staff Recommendation: The Commission and staff toured and discussed the following parks in the order listed below: 87 P&R Commission Meeting Park Tour—April 14, 2014 Page 2 1. Arroyo Vista Community Park: The Commission and staff walked the different locations previously discussed for the placement of the proposed splash pad. After discussion, it was agreed by the Commission to recommend to the City Council their decision from their March 3fd meeting, placing the splash pad at the front entrance to the park (west end), adjacent to the recreation center. 2. Tierra Rejada Park: Commissioner Tina Brown joined the meeting at this time. The Commission and staff toured the park. Jeremy Laurentowski stated that eventually, the City would like to install a walkway directly through the park. 3. Miller Park: The Commission and staff toured the park. They discussed turf restoration, water reduction at all parks, and options for turf replacement. 4. College View Park: The Commission and staff toured the park. They discussed the current parking issue, which recently has developed with the college students parking at the park. 5. Campus Canyon Park: The Commission and staff toured the park. They discussed the different playground surfaces: fibar, sand, and pour-in-place. Following Item 6.A., Parks Tour, the Parks and Recreation Commission continued their meeting at the Community Center located at 799 Moorpark Avenue. B. Consider Fiscal Year 2014/15 Obiectives. Staff Recommendation: Consider the FY 2013/14 Mission Statement, Priorities, Goals and Objectives and request information from staff as appropriate. After discussion of the current Goals and Objectives, the Commission stated they would like to suggest the two following changes: 88 P&P Commission Meeting Park Tour—April 14, 2014 Page 3 • Move objective number VI.C.3 "Install a Frisbee golf course at a city pads"from a 5+ year objective to a 0 to 2 year objective. • Consider Country Trail Park as a location for either objective number VI.A.17 "Provide a facility for either or both free-style bicycle and BMX" or for another dog park. With the upcoming joint meeting scheduled on April 23 with the City Council, Commissioner Babcock stated that he would like to discuss a possible location for the community garden objective. Commissioner Brown stated that she would like to discuss the possibility of partnering with Moorpark College for the objective of a community pool. C. Consider a Name for the Undeveloped Park at 161 Second Street. Staff Recommendation: Recommend a name for the undeveloped park at 161 Second Street for City Council consideration. Commissioner Thompson suggested the name Nogales Park, Commissioner Babcock suggested Charles Schwabauer Memorial Park, and Chair Haverstock suggested Second Street Park. He recently attended a tour of the facility and thinks it would be informative for Moorpark's Commission and staff. Commissioner Thompson stated that at the next regularly scheduled meeting, she would like to report on the CPRS 2014 Conference. Commissioner Babcock announced that he attended the recent Moorpark Arts Festival and gave an overall report on what the event offered. He commended Dylan Gunning on a good job organizing it. The Commission and staff agreed that with next year's event, artist participation needs to be focused on, as well as involving the City's schools. Commissioner Thompson announced the upcoming Kiwanis Wine and Moonlight Event on May 18"' at the Secret Garden. 8. Walter, Landscape and Parks Superintendent Emilio Blanco, Landscape and Parks Superintendent DATE: April 15, 2014 (Meeting of June 2, 2014) SUBJECT: Parks Quarterly Report for January, February, March 2014 Mammoth Highlands Park and Glenwood Park Helping Hands Project: The Helping Hands Project is scheduled for Saturday, April 26. The organization will provide 200 volunteers at Mammoth Highlands Park to plant fifteen trees (Oaks and Sycamores) and spread woodchips in a new planter designed to reduce water usage at the park. Helping Hands will also provide 50 volunteers at Glenwood Park to plant shrubs, add trees, and spread woodchips along the west end of the park, paralleling Tierra Rejada Road. This will be the first phase in developing a no play area between the Park and Tierra Rejada Road. Poindexter Park Playground Equipment: No change since last report. In December 2012, staff obtained City Council approval to replace the playground equipment at Poindexter Park. Staff included funding for this work in the FY 13/14 budget and is in the process of an RFP. Once the RFP process is complete, staff will present the final designs to the Parks and Recreation Commission. Recycle Beverage Containers: To date, a total of 66 recycle beverage containers were installed at various parks with funding obtained through the Recycle Beverage Container Grant. Staff anticipates that approximately $24,000 in recycle beverage grant funding will be available in FY 2013/14. City Council approved the funding to install recycle beverage containers on High Street on October 2, 2013. The High Street containers match the model and manufacturer specified on the High Street Improvement Plans prepared by Lawrence Moss and Associates and were delivered in January. Staff is in the process of obtaining bids to have the containers installed. Campus Park and Poindexter Park Lighting: The project went out to bid in September. The bids came in slightly lower than estimated. Taft Electric was the lowest bidder and the contract was awarded on October 16. The project is expected to be completed in April 2014. 91 Land and Water Conservation Fund (LWCF) - Arroyo Vista Bicycle/Pedestrian Path: The project plans are prepared and were approved by City Council on February 5. The grant application was completed and submitted by the grant application deadline of February 3. It is expected staff will hear if we made the grant short list for recommendation to the National Park Service in May. City Playground Audit: Staff is continuing playground audits at all park playgrounds. The audit uses ASTM regulations for playground equipment safety inspection. The audit inspection reports identify changes or hazards since the installation of the play equipment. The audit inspects the protective surface, looks for the development of protrusion, entanglement, pinch, crush, shearing, sharp edges, equipment wear, and proper signage identifying age appropriate use of the play equipment. Staff is evaluating 30 playgrounds and submitting the reports for analysis and scheduled repairs. Second Street Park: Staff received City Council approval for the design of the park site on Second Street on June 19, 2013. The plans and specification for the park have been completed and were approved by City Council on April 16, 2014, and the project has been advertised for bid. Staff anticipates that the construction contract will be awarded by the end of May, and final construction completed by mid-August. Asphalt Parking Lot Repairs: No change since last report. Staff is in the process of preparing the bid specifications for the asphalt repairs required at AVCP lot A, Poindexter Park, Monte Vista Park, Country Trail Park, Miller Park, the Civic Center, and Library parking lots. Staff anticipates completing this work in the spring of 2014. Staff has prepared a preliminary budget and anticipates that this work will cost the City approximately$420,000. Mammoth Highlands Park -Pardee Slope Replanting: No change since last report. During construction of a wall along the north side on Mammoth Highlands Park delineating the new residential homes from the park several plants and irrigation was damaged. Oakridge Landscape will be working with Pardee to replant and repair the slope damage in conjunction with the installation of the new park DG trail being added extending the multi-use trail from Ridgecrest Drive. Staff Recommendation Staff recommends that the Commission receive and file this report. Full-time staff costs have been estimated based on reported program hours, plus a percentage administrative hours (such as supervising part-time staff who work in multiple program areas,delivering mail to City Hall,ordering supplies used in multiple program areas, etc.) Work hours spent on non-recreation related tasks, breaks, and leave hours are not calculated into full-time staff costs. The process of calculating full-time staff and overhead costs is refined each year, to provide the most accurate cost-estimates possible. WINTER EVENTS Breakfast with Santa Breakfast with Santa was held on Saturday, December 21,2013 atAVRC. The first breakfast seating was at 8:30 a.m.and the second breakfast seating was at 10:00 a.m.The entire event concluded by noon. The event featured a breakfast cooked by recreation staff in the AVRC kitchen,a photo opportunity with Santa, and a holiday craft project.Overall attendance for the event was 199 participants up from 116 participants in 2012. Fees were adjusted to$10 per person and free for children less than 1 year old with a paid adult, compared to the varying fees in the past based on age. Included in the registration fee was breakfast for all participants except children under 1, and a photo opportunity with Santa and craft project for children. Direct costs decreased this year,due to the removal of a catered meal,a replacing it with the meal prepared in house. Staff received positive feedback from the participants and the event ran smoothly. It is anticipated that attendance will continue to increase each year. Overall this event went well this summer with an increase in attendance. A few more positives for this event were that cooking was done on site which reduced cost by$1 per 93 meal, there were no complaints on the temperature of the food, there were numerous volunteers and breakfast was served to customers instead of buffet style which helped with keeping the food warm upon receipt. Staff proposed launching the project with a 5K fun run and exercise challenge at Arroyo Vista Community Park to be held sometime in December. Additionally, a 5K event is consistent with the objectives of the HEAL City resolution, as it promotes a healthy lifestyle through exercise. As the 5K Fun Run and Fitness Challenge was a new event and unfunded, staff prepared an agenda report for the event, 2 94 which was presented to City Council at the November 6, 2013 meeting. The City Council approved staff recommendation to hold a 5K Fun Run and Fitness Challenge, and adopted Resolution No. 2013-3238,amending the FY 2013/14 General Fund Budget in the amount of $8,000.00 to fund the 5K Fun Run and Fitness Challenge. Council also approved an event partnership with the American Cancer Society(ACS).The ACS provided event volunteers the day of the event. In exchange, $5.00 of each paid race entry was donated by the City to the ACS. The 5K Fun Run and Fitness Challenge was held on Saturday, December 14, 2013 at the Arroyo Vista Community Park. Event features included three runs, a health and fitness fair, and information on the proposed loop trail. The health and fitness fair, run check-in, and awards ceremony were held at the east end of the park, near the Peppertree Pavilion. An ambulance was also stationed in this area. Moorpark Police Department VIP's assisted with parking and traffic control. The three runs included a 5K run at 9:00 a.m., a 5K fun run with fitness challenges at 10:00 a.m., and a 1 mile run/walk with optional fitness challenges at 10:30 a.m. Entry fees were charged for run participants, ranging from$15 to$45. Each registered participant received an event t-shirt and goody bag at the conclusion of their run. Medals were awarded for both of the 5K runs. Awards included overall 1st,2nd, and 3rd place for male and female, as well as 1 s' place and runner up male and female for various age categories. A total of 159 race registrations were received. The health and fitness fair included 16 booths and were located near the run start,just south of the Peppertree Pavilion.Admission to the fair was free. Event sponsors and local non-profit groups were offered a free booth space. Booth spaces were available for purchase for$50 for businesses. Sponsorships were actively sought for this event.Sponsorship opportunities included Premier ($500 or more), Fitness Station ($250), Event($100),and Goody Bag($50). In-kind sponsors were also accepted.The City received $2,000 in cash sponsorships,as well as a variety of in- kind sponsorships. Overall, the event ran smoothly, and response from the public was positive. There were no injuries reported. The primary issue at the event was weather. High winds caused some issues with the run course, such as downed barricades and pennant streamers. Staff made repairs to the course prior to the start of the event. Gingerbread House Challenge was offered at AVRC December 13 from 6:00 p.m.to 9:00 p.m. The Gingerbread House Challenge was a contest between teens to bake and decorate Gingerbread Houses. Game Night was offered at AVRC January 18 from 5:00 p.m. to 8:00 p.m. Game night included video game tournaments, a variety of additional video games, ping pong, dodge ball, and lawn games. Quidditch tournament was scheduled for February 1 at 1:00 p.m., however, it was cancelled due to lack of interest. The number of classes offered decreased by 17 compared to 2011-2012, and decreased by 31 compared to 2012-2013. Programs with strong enrollment included the Away We Grow program, ballroom 6 98 dance classes, tot sports classes, R.I.P.P.E.D. fitness, Zumba Fitness, and yoga. Programs with mixed success included tennis classes, and karate classes. Programs that had poor attendance or lack of interest this winter included guitar, art, horseback riding, dog obedience, and children's dance classes. The cancellation rate was significantly lower than it has been in the past, which is a reflection of the reduction in class offerings. Some instructors chose to cancel their classes prior to the season starting because of non-response after contract preparation, and unexpected family and work obligations(Zumba Gold, Knitting,Water Color, Portrait Drawing and Painting, and Tai Ji Chuan). The eight day camp ran December 23-27, and December 30-January 3 (no program 12/25 and 1/1). Last year Winter Camp ran for 6 days, December 26-28 and January 2-4;dates are based on the way Christmas and New year holidays fall. Fees for the program started at$30 per day or $100 for a full week. Themes for winter camp were "Deck the Walls" and "New Year Cheer". Campers enjoyed watching Epic, reading Snowmen at Night, then making Hot Cocoa, playing holiday BINGO, and having fun jumping on a Jolly Jumps fun house during the second week. The following week campers competed in a board game tournament, watched Cloudy with a Chance of Meatballs, made bunuelos, and had a fun New Year's party. Average daily attendance for Winter Camp was 23. A total of 32 unduplicated campers attended winter camp, a 20% decrease in average daily attendance compared to last year. This year, Winter Camp has brought new customers to Camp Moorpark, which should help increase participation for Summer Camp Moorpark. Overall, the program ran smoothly and the children enjoyed the program. Gross revenue increased significantly this year, due to the increased number of days of camp. There was a decrease in the number of registered teams, and overall number of participants. In spring, one staff will be assigned to work basketball to reduce program costs. Staff continues to look for new advertisement opportunities in to increase registration. A referral/loyalty program is being explored to keep continuous registration. Overall, the season went well. Part-time staff served as scorekeepers and referees for the league. Divisions were offered for Rookie (ages 5-7), Junior(ages 8-10) and Teen (ages 11-13). The registration fee was$69 for Rookie Division, $79 for Junior Division, and$89 for Teen Division. League participants received a team shirt, photos, and a trophy. At the conclusion of the season, teams had a pizza party at Round Table Pizza, Pizza and More or Lamppost Pizza, where all teams received two large pizzas and a pitcher of soda pop. The league ran smoothly. Summer 2014 will change from t-shirts to jerseys. Also, a high school division will start, to give players that have aged out of the Teen Division an alternative option to play basketball in an organized league. Overall this season went well. Parents noticed a significant change in referring due to the added referee training that occurred in fall.
