Richards, Director of Community Development DATE: December 19, 1988 (CC Meeting of 1 -4 -89) SUBJECT: RPD -1057 (VARSITY PARK ESTATES) - MINOR MODIFICATION NO. 3 - REQUEST TO CHANGE•, THE MIX OF FLOOR PLANS Background At its meeting of November 3, 1987, the City Council adopted Resolution No. 86 -348 approving RPD -1057 and Vesting Tentative Tract Map No. 3049 (for a 93 -unit residential subdivision). The approved project included four different floor plans. On April 6, 1988, a Minor Modification was approved (Minor Modification No. 1)to allow the mix of units to be changed (10 single -story units deleted and 10 two -story units added). The applicant is now requesting to further modify the mix of floor plans for RPD -1057 in response to current market demand. Prior to this modification, 37.6 percent of the total units were proposed to be one- story, smaller units. With the proposed modification, only 23.6 percent of the total units will be the smaller units. Minor Modification No. 1 also replaced single -story units with two -story units as identified above. The general makeup of the tract will not be changed as a result of the requested modification of the mix of floor plans; however the developer will be able to increase profit by providing a larger house to sell. The Varsity Park development has throughout its history been promoted as "affordable." The continued affordability of these homes is questionable if the larger, two -story homes continue to be substituted for the smaller models. There is no real reason for the City to be concerned, although the City does not gain anything from the proposed change either. The Director of Community Development has reviewed the proposed modification and has approved it. Pursuant to Resolution No. 86 -276, the Director has the authority to approve minor modifications. This matter is being presented to the Council as a courtesy. In the event the Council wishes to appeal the Director's decision, it may do so. Should the Council desire to appeal, it should set a public hearing date. The next available meeting date would be the Council's regular meeting of January 18, 1989.
