SUBJECT: Consider Resolution Establishing Parking Restrictions and
Parking by Permit Only Zones on Certain Streets in the Campus
Park Area near Moorpark College and College View Park
BACKGROUND
Section 10.04.190 of the Moorpark Municipal Code and California Vehicle Code Section
22507 allows the City Council to establish parking restrictions by resolution on any City street,
and to establish preferential parking privileges for residents adjacent to a street upon which
any such parking restrictions have been established, exempting any vehicle displaying a
permit issued by the City from such parking restrictions.
Over the years, in response to requests from residents, several Parking by Permit Only
Zones have been established by City Council resolution, particularly near Moorpark College,
Moorpark High School, and for weekends near Peach Hill Park.
On February 19, 2014, the City Council adopted Resolution No. 2014-3273 establishing new,
and re-establishing existing parking by permit only zones on certain streets in the Campus
Hills area, near Moorpark High School and on Peach Hill Road near Peach Hill Park. At the
same meeting, the City Council considered establishing parking by permit only zones on
Kernvale Avenue, Delfen Street, Beragan Street, Melray Street, Overly Street and Dracena
Avenue, south of Moorpark College. The City Council decided to postpone the establishment
of parking by permit only zones in this neighborhood, and directed staff to return to the City
Council after the new parking structure at Moorpark College was opened with an evaluation
of the effect of the available parking structure spaces on street parking availability in the
neighborhood.
On February 19, 2014, the City Council also adopted Resolution No. 2014-3274 adopting
policies and procedures for establishment of parking by permit only zones and issuance of

parking permits within established parking by permit only zones. At the same meeting, the
City Council also directed staff to prepare a letter to the president of Moorpark College
regarding the impacts of student parking within adjacent neighborhoods. The letter dated
February 21, 2014, signed by the Mayor, was sent to the president of the college
(Attachment 1).
DISCUSSION
The 600 -space parking structure was opened on February 24, 2014, and between that date
and March 17, 2014, staff drove through the neighborhood as well as the parking structure
and Moorpark College parking lots five times, at different times of day, and on different days
of the week. On each of the visits, staff observed numerous vehicles parked on Delfen
Street and Beragan Street, and several cars parked on Kernvale Avenue and Melray Street.
While it was difficult for staff to distinguish which vehicles belonged to residents, guests or
students, it was clear that many more vehicles were parked on the streets mentioned during
the hours of 10:00 a.m. and 3:00 p.m. than between the hours of 8:30 a.m. and 10:00 a.m.
During all visits, the parking structure and the new parking lot to the south of the structure
had many available parking spaces and ranged on average from one-quarter to two-thirds
full. The other parking lots around Moorpark College ranged from completely full to partially
full with many parking spaces available. The unpaved "overflow" parking lot on the north
edge of the campus was closed off and empty of vehicles during each visit.
Prior to, and during the City Council's consideration of establishing parking by permit only
zones on February 19, 2014, residents from Kernvale Avenue requested the zones be
established in their neighborhood. Residents from Dracena Avenue requested that parking
by permit only zones not be established on their street. Based on the requests from
residents, and the fact that many vehicles continue to park during the day in this
neighborhood, even with many available parking spaces at Moorpark College, staff
recommends the adoption of a resolution (Attachment 2) establishing parking restrictions and
parking by permit only zones on Delfen Street, Beragan Street, Kernvale Avenue and Melray
Street between Kernvale Avenue and Dracena Avenue for one hour parking from 8:00 a.m.
to 8:00 p.m. Monday through Friday, City permits exempt. Dracena Avenue and Overly
Street are not included in the proposed resolution.
Notices were mailed to all property owners and residents of the streets listed above
describing the actions being considered by the City Council at this meeting. Attachment 3 is
a sample of the notice which indicated that written comments or concerns about the parking
by permit only zones could be submitted to the City in writing. The notice also included the
date, time and location of this City Council meeting.

In addition to the high volume of vehicles parked in the Kernvale Avenue neighborhood, staff
has observed many vehicles parked for extended periods of time on both sides of College
View Avenue. To lessen the impact on available parking for College View Park and the dog
park, staff recommends that the proposed resolution include the establishment of parking
restrictions on College View Avenue including 1) one hour parking between the hours of 8:00
a.m. and 3:00 p.m., Monday through Friday, except holidays, City permits exempt; and 2) no
stopping anytime on the northern end of the east side of the street. These restrictions would
be in addition to the existing no stopping anytime restrictions on the northern section of the
west side of the street and the no overnight parking from 10:00 p.m. to 6:00 a.m. restrictions
on the remainder of the street. Regardless of the City Council's actions on establishing
parking by permit only zones in the Kernvale Avenue neighborhood, staff recommends the
City Council adopt a resolution establishing the parking restrictions on College View Avenue.
By separate action at this same meeting, staff is recommending that the City Council rescind
Resolution No. 2014-3274 which adopted policies and procedures for establishing parking by
permit only zones and issuing parking permits, and adopt a replacement resolution which
includes procedures for issuing permits for parking on College View Avenue.
FISCAL IMPACT
The establishment and administration of parking by permit only zones has been provided to
residents at no cost. Staff estimates that approximately $2,000 is spent on materials and
staff time on an annual basis for installation and maintenance of signs, printing forms and
permits, and issuing permits for parking by permit only zones.
STAFF RECOMMENDATION

As you may be aware, for over 20 years,there has been a recurring issue with student parking
overflowing into adjacent neighborhoods: around Moorpark College. Since about 1990, the City has
regulated parking. in the neighborhoods to the north of the campus. Resident and student feedback
indicated there was a shortage of. convenient parking, during peak periods. Recently, there has been
some indication that the cost of parking may be a reason for some students parking off campus.
On February 19, 2014, the request of some of the residents. for more restricted parking was heard
before the Moorpark City Council. The City Council extended the parking restrictions to include Doris
Court and Shakespeare Place,. rejected restrictions westof the campus on Benwpod, and delayed
implementing restrictions in the area south of the campus on Delfen Street and Kemvale Avenue.
This last area will be reevaluated two weeks after the new parking structure is open for use. I noticed
the message on the electronic sign stating the structure will be available beginning February 24. 1
appreciate the construction of the parking structure and hope its: opening will greatly reduce parking in
the. referenced neighborhoods.
During our deliberations on this matter, it was suggested that the college consider allowing the
unpaved lot Iocated. north of Campus Drive and. east of University _Drive to be available in the same
manner as other student parking lots and preferably without the requirement for permit ordaily
parking fee. Additionally, it is requested that the college use available means to communicate to
students to avoid parking in residential areas. We also received testimony about the increasing
number of external special events and their impact on the neighborhoods on evenings and weekends.
The City will continue to monitor these events for potential impacts on our residents.

RESOLUTION NO. 2014-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING
PARKING RESTRICTIONS AND PARKING BY PERMIT
ONLY ZONES ON CERTAIN STREETS IN THE CAMPUS
PARK AREA NEAR MOORPARK COLLEGE AND
COLLEGE VIEW PARK
WHEREAS, Section 22507 of the California Vehicle Code authorizes the City to
establish parking restrictions on any City street, and to establish preferential parking
privileges for residents adjacent to a street upon which any such parking restrictions
have been established, exempting any vehicle displaying a permit issued by the City
from such parking restrictions; and
WHEREAS, Section 10.04.190 of the Moorpark Municipal Code sets forth certain
parking restrictions, including the establishment of any area or zone where parking or
stopping of any vehicle for all or any part of any day is restricted by resolution of the City
Council; and,
WHEREAS, residents have requested that the City Council of the City of
Moorpark establish parking by permit only zones on certain City streets; and
WHEREAS, the City Council of the City of Moorpark has determined that it is
necessary and appropriate to revise and establish certain parking restrictions,
preferential parking privileges and parking by permit only zones.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That "PARKING BY PERMIT ONLY" zones are established on the
following roads with parking restrictions for the locations and during the days and times
shown in Exhibit "A
• Delfen Street
• Beragan Street
• Kernvale Avenue
• Melray Street
SECTION 2. That "PARKING BY PERMIT ONLY" and "NO STOPPING ANYTIME"
zones are established on College View Avenue with parking restrictions for the locations
and during the days and times shown in Exhibit "A."

SECTION 3. That parking restrictions established on roads listed herein shall not
apply to vehicles displaying a valid permit issued by the City exempting said vehicles from
said parking restrictions.
SECTION 4. That the establishment of parking by permit only zones, and the
issuance of parking permits exempting vehicles from said parking restrictions shall
conform to the policies and procedures for establishment of parking by permit only zones
and issuance of parking permits within such zones, adopted by resolution of the City
Council.
SECTION 5. That parking permits exempting vehicles from said parking restrictions
shall not exempt said vehicles from any other parking restriction, including any Street
Sweeping Parking Restriction, or any provision of the California Vehicle Code.
SECTION 6. That the City Manager is directed to cause the installation and
maintenance of appropriate signs giving notice of said parking restrictions.
SECTION 7. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.

This is a follow-up notice to the letter sent to you dated February 11, 2014. Based on requests from
residents in your neighborhood, on February 19, 2014, the City Council of the City of Moorpark
considered establishing a Parking by Permit Only zone on Kernvale Avenue, Dracena Avenue, Overly
Street and Melray Street between Kernvale Avenue and Dracena Avenue, Delfen Street and Beragan
Street. The City Council received written and verbal comments from residents and decided to postpone
the decision to establish the Parking by Permit Only zone until the new parking structure at Moorpark
College opened. The parking structure opened on February 24, 2014, and has not appeared to have
reduced the number of vehicles parking in your neighborhood.
At the City Council meeting on April 2, 2414, at 7:44 PM, at 799 Moorpark Avenue, the City Council
will consider the establishment of a Parking by Permit Only zone on Kernvale Avenue, Melray Street
between Dracena Avenue and Kernvale Avenue, Delfen Street and Beragan Street. A Parking by Permit
Only zone is not being recommended for Dracena Avenue or Overly Street. You are encouraged to
attend the meeting where details of the Parking by Permit only zone will be discussed, such as, parking
permit application procedures, number of permits issued per address, days and times of parking
restrictions, parking enforcement, etc. You will also have the opportunity to present any comments or
concerns to the City Council during the meeting.
If you are unable to attend the April 2, 2014 City Council meeting, you may submit any comments or
concerns, which must be received by 5:00 PM on April 2, 2014, by letter or email sent to:
