SUBJECT: Consider a Resolution Naming the Undeveloped Park Site at 161
Second Street
BACKGROUND & DISCUSSION
On June 19, 2013, the City Council approved the conceptual design for the park site at
the undeveloped property at 161 Second Street. The plans and specifications for the
park site have been completed and were approved by the City Council on April 16,
2014. The project is currently out to bid for construction.
During the course of this project, staff had informally named the proposed park Walnut
Acres Park, in reference to the Walnut Acres neighborhood where the park site is
located. However, a name for the park was never formally approved by the City Council.
On April 14, 2014, staff requested that the Parks and Recreation Commission
recommend a name for the future park site. The following are the recommendations
made by the Commission:

As a reminder, the following are the requirements of the City Council policy regarding
park naming (Resolution No. 2013-3176):
Policy 6.3: Park Naming
The City Council will direct the Parks and Recreation Commission to make

recommendations on names for all new park projects during or before park
construction.
2. City parks may be named in a manner which identifies the geographic location of
each park. The name of a street, or the street upon which the park is located,
may be part of the park name. In special circumstances, parks may be named for
individuals under the following conditions: for a local resident who has made
significant contributions that enhance or improve the quality of life in Moorpark, or
a prominent state or national figure who has had a positive impact on the lives of
Moorpark residents. Park names may be designated to recognize a national or
historical event.
3. The City Council will consider the Parks and Recreation Commission's
recommendations and will adopt the chosen park name by resolution.
Walnut Acres Park was not selected by the Parks and Recreation Commission due to
the fact that the park site is relatively small, approximately '/ acre in size. The
Commission felt that the reference to `acres' was contradictory to the overall size of the
park and suggested an alternate name, Nogales Park. Nogales is Spanish for walnut
trees or walnut tree orchard. It should be noted that there is a Nogales Avenue in
Moorpark. The street is located in the Virginia Colony neighborhood east of the
Highway 118 overcrossing, south of Princeton Avenue.
The name Second Street Park would qualify as an acceptable name for the park per the
City Council policy.
It is staff's opinion that Walnut Acres Park would be the preferred name for the park site.
The name directly connects the park with the identity of the downtown neighborhood.
Staff feels that the reference to size, i.e. acres, does not necessarily contradict the size
of the park, due to the fact that the name is simply a reference to the historical
designation of the neighborhood as a whole. As you will recall, the City required a
neighborhood identification sign for Walnut Acres at the corner of Millard Street and Los
Angeles Avenue and Flory Avenue and Los Angeles Avenue as part of the Moonsong
Project (Tract 5307).
To staff's knowledge, there is not a park named Nogales Park, Second Street Park or
Walnut Acres Park in Ventura County. The closest referenced names are Walnut Grove
Park in Thousand Oaks and the Walnut Grove at Tierra Rejada Farms in Moorpark.
It should be noted that although walnut trees were historically grown within the
Moorpark area, and possibly even within the actual location of the Walnut Acres

neighborhood, walnut trees are not proposed for the park site. Both California black
walnut trees (Juglans californica) and walnut trees grown for agricultural purposes
require extensive maintenance activities to keep walkways and planting areas clear of
fruit and debris. They also require extensive pruning in order to remove excessive dead
wood and to maintain an ornamental appearance.

RESOLUTION NO. 2014-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, APPROVING THE NAME OF
WALNUT ACRES PARK FOR THE UNDEVELOPED PARK
SITE AT 161 SECOND STREET
WHEREAS, the City Council adopted the Park Naming Policy as a part of the
City Council Policies Resolution No. 2013-3176; and
WHEREAS, on June 4, 2014, staff's recommendation for the naming of the
undeveloped park site at 161 Second Street was presented to the City Council for
consideration.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the undeveloped park site at 161 Second Street be named
Walnut Acres Park.
SECTION 2. In accordance with Government Code Section 34092, the City
Clerk is hereby directed to forward a copy of this resolution to the Ventura County Board
of Supervisors.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
