SUBJECT: Consider Appointment to Fill a Vacancy as Commissioner to the
Ventura County Area Housing Authority
Two Commissioners are appointed to the Ventura County Area Housing Authority (AHA) by
each of seven (7) local jurisdictions (including the City of Moorpark) which are a party to a
Memorandum of Understanding Agreement under Article 31 of the State Constitution.
Commissioners serve a four-year term, and according to State law, remain a
Commissioner until replaced or reappointed. Commissioners receive a $50.00 stipend
from the Area Housing Authority for each board meeting they attend up to a maximum
payment of $200.00 a month. Commissioners are also paid mileage.
Jorgen Nielsen currently serves as the City's Commissioner. Natalie Panossian recently
resigned her commission for the term ending in August 2015.
DISCUSSION
The application period to fill the vacancy created by Ms. Panossian's resignation closed on
June 2, 2014, with four applications received from the following individuals:
Choice Carlisle
Julie Diaz -Martinez
Larry Marvin
Steven Wolfson (currently serves as the City's representative on the Air Pollution Control District
Advisory Committee with a term ending in January 2015)
The applications have been provided to Council under separate cover.

The Council's adopted procedure for appointments (Policy 2.2 [9] in Resolution 2014-3294
is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall then make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
STAFF RECOMMENDATION
Appoint one City representative to fill the vacancy on the Ventura County AHA to complete
a term ending August 31, 2015.
