DATE: June 10, 2014 (Meeting June 18, 2014)
SUBJECT: Consider Resolution Renaming Certain Landscaping and Lighting
Maintenance Assessment Districts Effective with Fiscal Year 2014/2015
SUMMARY
The City Council is being asked to consider the renaming of the Landscape and Lighting
Maintenance Assessment Districts (Assessment Districts) 14-32 for fiscal year (FY)
2014/2015 and adopt the resolution.
a
In 1984, a Landscaping and Lighting Maintenance Assessment District No. AD 84-2 (AD
84-2), encompassing the entire City, was created to fund costs associated with street
lighting and the maintenance of various landscaped areas in the City. This was a
successor to the District enacted by the County of Ventura prior to the incorporation of the
City. In subsequent years, Zones of Benefit were added to fund improvements and the
maintenance of certain specific areas. Later, these Zones were changed to District 1
through District 12. Districts 1-12 were named after their neighborhood location.
Beginning with district 14, the districts were named after the developer.
DISCUSSION
Since 1984, the City has formed additional Assessment Districts to fund the maintenance
of certain landscape improvements. These districts were generally named using the name
of the developer. Staff is requesting the Council consider naming districts 14-32 after the
neighborhood and/or location within the City.
The table below shows the current names of all the Assessment Districts along with the
proposed names for districts 14-32.
