SUBJECT: Public Art Project- High Street- MetroLink Station
DISCUSSION
During its last meeting on May 20, 2014, the Commission visited the MetroLink
Station on High Street to discover and consider possible sites for a new Public
Art Project. The Commission also discussed alternative locations along High
Street. A number of options were examined and it was concluded that the
Commission should contact officials with MetroLink and identify locations on or
near the platform where an art piece might be permissible.
Staff contacted the appropriate staff with MetroLink but they were unable to offer
much advice. The Commission would need to select a location and provide
details of the six and scope of the project before a permit could be considered.
In view of the above and the continuing uncertainty of the future ownership and
development of the vacant property on High Street, Staff feels that the
Commission's time and attention would be better served in the pursuit of a public
art project at the Police Services Center. There are several opportunities at this
location where a highly visible work of art could be developed.
STAFF RECOMMENDATION
Defer further work on a potential MetroLink Station/High Street Public Art Project
and, instead, develop a project at the Moorpark Police Services Center on Spring
Road.

MINUTES OF THE ARTS COMMISSION REGULAR MEETING
Moorpark, California May 20, 2014
1. CALL TO ORDER:
Chair Blaugrund called the meeting to order at 6:05 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Amador led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Jean Amador, Chrisanne Eastwood, and Chair
Charles Blaugrund. Commissioner Rose Hoberg arrived at 6:15
p.m. Commissioner Mary Schwabauer was absent.
Staff Present: Assistant City Manager Hugh Riley, Parks and Recreation
Director Jeremy Laurentowski, Senior Management Analyst
Shaun Kroes, Management Analyst Jessica Sandifer, and
Administrative Assistant Patty Anderson.
4. SPECIAL AGENDA ITEMS:
A. Consider Nomination and Selection of Chair and Vice Chair.
MOTION: Chair Blaugrund moved and Commissioner Eastwood seconded a
motion to table this item until the next meeting, due to two Commissioners being
absent. The motion carried by voice vote 3-0.
5. PUBLIC COMMENTS:
None.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
MOTION: Chair Blaugrund moved and Commissioner Amador seconded a
motion to reorder the agenda, placing the Consent Calendar prior to the
Presentation/Action/Discussion item. The motion was carried by voice vote 3-0.
7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Hugh Riley announced the upcoming production of "The Producers", which will
be opening at the High Street Arts Center on May 30'11

2013. Staff Recommendation: Approve as presented.
B. Arroyo Vista Community Park Art Proiect Update. Staff Recommendation:
Receive and file.
Commissioner Eastwood and staff discussed some specifics of this
project, which included sizes and surfacing of the art pieces, timeline of
project, and the planning of a dedication ceremony.
Staff informed the Commission that the artist Anne Mudge will be
participating in a few of the Camp Moorpark summer programs and staff
will inform the Commission of her schedule once it is established.
MOTION: Commissioner Eastwood moved and Commissioner Amador
seconded a motion to approve the Consent Calendar as presented. The motion
was carried by voice vote 3-0.
At this time Chair Blaugrund recessed the meeting. The meeting reconvened
once the Commission and staff arrived at the Metrolink station.
8. PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Public Arts Proiect for the High Street Metrolink Station. Staff
Recommendation: Tour the Metrolink Station and consider art project
ideas (no written report for this item).
A handout was distributed to the Commission which diagramed specific
locations at the Metrolink station where artwork would best be suited. The
Commission and staff toured the locations and discussed the pros and
cons of each. They also discussed a few ideas for the artwork.
The Commission stated that they would like to schedule a special
meeting, and have Metrolink staff attend if possible, for the purpose of
coordinating with Metrolink an appropriate location and types of artwork
they feel would be acceptable.

Moorpark, California April 23,2014
A Special Joint Meeting of the Moorpark City Council and Moorpark Arts Commission
was held on April 23, 2014, at 6:00 p.m. at the Moorpark Community Center located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order at 6:06 p.m.
Chair Blaugrund called the Arts Commission meeting to order at 6:06 p.m.
2. THE PLEDGE OF ALLEGIANCE:
Commissioner Hoberg led the Pledge of Allegiance.
3. ROLL CALL:
City Council: Councilmembers Mikos, Millhouse, Pollock,
Van Dam, and Mayor Parvin.
Arts Commissioners: Commissioners Amador, Hoberg, Schwabauer,
and Chair Blaugrund.
Absent: Commissioner Eastwood (arrived at 6:14 p.m.).
Staff Present: Steven Kueny, City Manager; Hugh Riley,

4. PUBLIC COMMENT:

5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Status Report on Mission Statement, Priorities, Goals and
Obiectives for Fiscal Year 2013/2014 and Direction for Fiscal Year
2014/2015. Staff Recommendation: Direct staff as deemed appropriate.
Mr. Kueny deferred giving a staff report and stated staff is available to
respond to Council and Commission questions.

There were no speakers.
A discussion followed among the Councilmembers, Commissioners, and
staff which focused on:
1) Consideration of a discussion by the Arts Commission on the
installation of public art on High Street at the Metrolink Train Station
and on the back side of the Magnolia Park monument sign for
recommendations to the Council;
2) Preparing an Arts Master Plan which would include guidelines for fine
and cultural arts;
3) Working with artists and other interested community members in the
Moorpark area to form a formal arts organization to support the arts;
4) Progress report on the mosaic public art project at Arroyo Vista
Recreation Center with completion anticipated by the end of October;
5) Continuing success of the downtown Arts Festival with publicity,
visibility, and participation with suggestions to ensure the featured
artist is more visible and partnering with organizations to get more
children and Ventura County artist involvement.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Blaugrund adjourned
the Arts Commission meeting at 6:33 p.m.

SUBJECT: Status Update on Art Projects at City Transit Facilities
DISCUSSION
The Moorpark Arts Commission (Commission) has discussed artwork at City
transit-related areas including the Moorpark City Transit bus shelters and the
Moorpark Metrolink Train Station (Moorpark Station). This staff report provides a
brief status update on each subject area,
Moorpark Station:
On May 20, 2014, the Moorpark Arts Commission toured the Moorpark Station
with City staff to discuss potential areas for artwork. Potential areas discussed
included the Moorpark Station's south parking lot greenscape area (located
adjacent to Moorpark Avenue, south of the train tracks; the south-side of the
Metrolink platform in the landscaped area next to the Metrolink Communications
building; the Metrolink platform itself; the Moorpark Station north parking lot in the
landscaped area parallel to the Metrolink platform; and, the north-end of the
Moorpark Station north parking lot in landscaped areas parallel to High Street.
The Commission directed staff to seek input from Metrolink staff with regard to
concerns about placing artwork in Metrolink's right-of-way (ROW), as well as any
artwork preferences that Metrolink may have. City staff contacted Stuart Chuck,
Metrolink's Station Facilities Manager. Mr. Chuck confirmed that artwork placed
within the 25-foot ROW would likely require permits from Metrolink. He stated
that although a fence separation (such as the one between the Metrolink platform
and the north parking lot) may remove the need for permitting. Metrolink staff
would not be able to make a definitive decision until after reviewing preliminary
artwork concepts. Mr. Chuck's recommendation was that if the City were to move
forward with artwork at the Moorpark Station, that Metrolink would prefer to wait

until receiving proposed artwork concepts before determining what permits, if
any, would be required.
Per the suggestion of Metrolink, staff also contacted Peter De Haan, Director of
Programming at the Ventura County Transportation Commission (VCTC), the
Station's owner. Mr. De Haan stated that VCTC would not have objections to
artwork at the Moorpark Station and mentioned that the City of Camarillo's
Metrolink Station includes artwork.
Based upon the requirements for multi-agency coordination between Moorpark,
Metrolink, and VCTC it is recommended at this time that the Commission focus
its efforts of additional artwork in other locations of the City. City staff will be
working on other improvements at the Moorpark Station, including finalizing the
new Metrolink south parking lot entrance and other enhancements at the
Moorpark Station.
Moorpark City Transit Bus Shelters:
City staff continues to work on finalizing the replacement of the City bus shelter
perforated steel paneling with aluminum paneling. The existing steel paneling
has been rusting and degrading the appearance of the bus shelters. The new
aluminum paneling should prevent further rusting of the bus shelters. In addition,
staff is working with a local Girl Scout, April Hoberg, for the completion of her
Take Action Gold Award which involves painting animal stencils on the City's bus
shelters once the aluminum paneling has been installed on the bus shelters. The
project was approved by Moorpark City Council on December 18, 2013. The art
project is a temporary improvement to the City's bus shelters, which will likely be
replaced in the next couple of years.

SUBJECT: Consider Update on the Arroyo Vista Recreation Center Public Art
Project
DISCUSSION
Anne Mudge began her work on the Arroyo Vista Recreation Center (AVRC) Public Art
Project in January. Since our last update in May, Anne has managed to complete
approximately 65% of the mosaic imagery to be imprinted on the concrete walkway
leading up to the park. Attachment 1 contains images of the mosaic work completed
since the last update. The bronze sculpture of the Western Toad has been designed
and is in the last phase of the modeling stage, after which it will be sent to the foundry
for its first casting in wax. Attachment 2 contains an image of the bronze toad in its
current state of development.
In July, the artist, in conjunction with the City's Parks and Recreation Department,
conducted an interactive program for the Summer Camp Moorpark kids. The program
included demonstrations by Fish and Wildlife rangers and a presentation by the Ojai
Raptor Center featuring several live raptors. Anne Mudge put together an art
component which consisted of creating scarecrows out of recycled trash. Around 44
kids participated in the event. Attachment 3 contains photos from the event.
The timeline for the project has taken on a two week delay due to the fires in San Diego
in May, which required the evacuation and relocation of the artwork out of the fire zone,
and due to the death of Anne Mudge's mother. This means installation will likely begin
at the end of September or the first week in October, rather than mid-September.
