CITY OF MOORPARK, CAUFOMM City Council Moofing 0 • TO: The Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreafion DirectcgL BY: Jessica Sandifer, Management Analyst DATE.- May 21, 2014 (Special CC Meeting of May 28, 2014) SUBJECT: Consider Authorizing Grant Application for Building Better Communities Grant for Replacement of Playground Equipment at Country Trail Park BACKGROUND In December 2012, staff prepared an agenda report updating the City Council on the need to replace the playground equipment at several City parks, including Country Trail Park. The playground equipment at Country Trail Park has exceeded its life expectancy, as it was originally installed in 1997. The industry standard and life expectancy of playground equipment is approximately fifteen years. Most play equipment warranties expire after ten years and major renovations are typically required after fifteen years to replace worn equipment and in an effort to meet current equipment trends, playground safety codes and Americans with Disabilities Act (ADA) requirements. The existing equipment consists of two separate tot lot play areas with individual play structures, one for children in the two to five year age group and one play structure for children in the five to twelve year age group. However, in addition to the replacement of the playground structures, there is a need to provide ADA access to the playground area from the parking lot on Mountain Trail Street, as well as ADA access to the actual structures. The large play area for the five to twelve year age group at Country Trail Park meets ADA access requirements, from the grade level access points around the tot lot to the actual equipment, as safety surface tiles have been installed. ADA access is not currently provided to the two to five year age group play area. However, the ADA access tiles in the larger play area have outlived their life expectancy, and are in need of replacement. In addition, the plaster sand that has been installed in the larger play area will need to be removed and replaced with an alternate surface material. Current playground fall zone standards do not allow the installation of sand within play areas E Honorable City Council May 28,2014 Page 2 where the play structure exceeds 4' vertical height. During the December, 2012 City Council meeting, staff discussed the fact that the cost to replace the two playgrounds with new ADA compliant playground equipment, and install a new ADA compliant walkway from the parking lot, would cost approximately $330,000. Staff also discussed the fact that there is no funding currently available in the Park Zone Development Fund for Zone 3 to replace the playground equipment and that in 2012 the Zone 3 Development Fund had a negative fund balance of $47,207. There is no future development planned for this area of Moorpark to supplement this fund, as the Zone 3 boundary is directly adjacent to the City boundary within the Mountain Meadows Planned Community. Due to the extent of the work needed at Country Trail Park, staff recommended that the City not replace the tot lot equipment or install an ADA compliant access walkway to the play areas. Staff recommended replacing the plaster sand and repairing the tot lot equipment as the budget allows. Once it was determined that the playground equipment needed to be removed, staff recommended bringing the project back to the City Council for consideration. The City Council concurred with staffs recommendation. DISCUSSION Recently, it was brought to staffs attention that a grant opportunity is quickly approaching that is directly related to the renovation of existing playgrounds, or the installation of new park playgrounds. The Building Better Communities (BBC) grant (Attachment 1) is made available through a partnership between the National Recreation and Park Association (NRPA) and the American Water Charitable Foundation (AWCF). The BBC... "is a five year initiative designed to enhance public parks by creating and improving nature-based playgrounds and natural play areas for children, while also providing educational messaging and demonstration areas about water resources stewardship and conservation." In order to be eligible for the grant, the selected project site must be located within a 50 mile radius of a listed City within an American Water service area. Newbury Park is a listed service area. In addition, the applicant must be a local, municipal or regional government authority with full authority to implement the proposed project; the site location must be a public park or recreational area situated on publicly-owned property and must include an on-site tie-in with or enhancement of a water body or functional water management area, such as a stormwater management facility; the project must create, expand or enhance new or existing nature based or natural play areas for children, and incorporate conservation stewardship principles/environmental education, including water stewardship messaging; allow for community and employee volunteerism; and must be completed by December 31, 2014. In addition, the applicant must be willing to commit any necessary project expenses beyond those covered by the grant. 6 Honorable City Council May 28,2014 Page 3 Country Trail Park is located within a stormwater detention basin and staff believes that the park meets the general requirements of the BBC grant. The need to replace the existing playground equipment provides an opportunity to convert the playground to a nature-based play area and plan for a future large scale project to renovate Country Trail Park by removing turf and naturalizing certain areas of the park. Staff recommends preparing an application for a grant from the Building Better Communities Program and recommends replace the existing play areas with a nature based play area if awarded grant funds. Nature based play areas create settings in developed parks that encourage creative play and interaction with natural features. Research has shown that nature based play areas provide a wealth of benefits. For one, children naturally prefer to play in natural settings over commercial play equipment, and research has also shown that playing in nature-based play areas has contributed to an increase in cognitive function and motor fitness, and suggests that children will more likely develop an environmental ethic as a result of the connection with nature through play. Nature based play areas are accomplished by utilizing children's play components in a playground setting that incorporates manufactured nature-themed play equipment with natural components such as boulders, trees, and other natural materials. At the Joint Meeting of the Parks and Recreation Commission and the City Council in April 2014, there was some discussion between the City Council and the Commission regarding future uses for Country Trail Park. The majority of the discussion involved removing turf and opportunities for future uses, such as a bicycle motocross (BMX) course or a disc golf course. If staff is successful with the BBC grant application, the playground equipment would no longer have to be removed and the other uses discussed at the joint meeting could still be considered as future upgrades to the park. It should be noted that whether or not the playground equipment remains and other uses are implemented within the park, an ADA compliant walkway into the park from the parking lot on Mountain Trail Street to any future amenities needs to be considered. Staff has prepared a Conceptual Plan that identifies the existing features of the park and proposed future uses (Attachment 3). Staff recommends converting the existing play areas to nature based play areas, and renovating the picnic area and adjacent turf areas with native landscaping, additional trees and the use of natural materials, such as decomposed granite, boulders and river rock. Staff has identified on the plan a future project that includes a loop trail and the removal of approximately 75% of the turf area. The turf area could be converted to a BMX course or disc golf course at a future date. A 75% reduction in turf would result in a cost savings of approximately $32,000 annually, due to savings in water and maintenance costs. Staff will need to review the final layout and design of the future renovation of Country Trail Park with the Ventura County Watershed Protection District to insure that any future planned improvements do not alter the detention capabilities of the park site. Staff intends to describe the future project and overall concept to the BBC, but will only 7 Honorable City Council May 28,2014 Page 4 ask for funding to complete the work to renovate the existing play area and ADA access ramp at this time. FISCAL IMPACT In 2012, staff obtained cost estimates to complete the work at Country Trail Park and determined that the cost to replace the two playgrounds with new playground equipment, including the installation of engineered wood fiber (EWF) within the tot lot areas, and a new ADA compliant walkway from the parking lot, was approximately $330,000. During recent discussions with several manufacturers, staff discovered that the cost of a nature based playground would be an increase of approximately 25-30%, compared to replacing the equipment with standard playground equipment. This is due to some customization of the theme based play equipment, as well as retrofit costs associated with additional planters and natural materials that would be incorporated into the design. Staff estimates that the total cost to design and construct the ADA compliant walkway, renovate the landscaping and irrigation, and install a nature based play area would be approximately $364,000, an overall project increase of approximately 10% (Attachment 4). A substantial portion of the landscape improvements would be completed by volunteer organizations, as required by the BBC. Staff also anticipates that some of the hardscape modifications, particularly adjacent to the existing picnic areas, could be completed by City staff. There is no funding currently available in the Park Zone Development Fund for Zone 3 to fund this project and staff does not anticipate future development planned for this area of Moorpark to supplement the Zone 3 fund. The Zone 3 boundary is directly adjacent to the City boundary within the Mountain Meadows Planned Community. If awarded the grant, the City would need to commit the remaining project funds of approximately $214,000 to complete the project. The City's matching funds would have to come from the General Fund Reserve or Endowment Fund. The BBC grant submittal does not require a City Council Resolution to secure the funding for this project, just a commitment from the City to complete the project prior to the December, 2014 deadline. STAFF RECOMMENDATION (ROLL CALL VOTE) Authorize staff to apply for the Building Better Communities Grant in the amount of $150,000 and commitment to fully fund the project at Country Trail Park if the grant should be awarded. Building Better Communities is a five-year initiative designed to enhance public parks by creating and improving nature-based playgrounds and natural play areas for children,while also providing educational messaging and demonstration areas about water resources stewardship and conservation. Building Better Communities projects are supported with funding from AWCF and implemented through annual grants administered by NRPA. Grant applications are due May 30,2014. Conservation Stewardship Principles/Environmental Education:Signage or other on-site messaging and/or demonstrations directed at users of all ages that provides information about ecology,environmental education,conservation stewardship,and/or impacts of human choices on water resources,including messaging about water conservation,groundwater protections,clean water protection,and climate(e.g., hydrologic cycle,water conservation measures,uses of water,watershed protection).
