Water supply planning efforts and local water resource evaluation studies have identified a large quantity of relatively poor quality water in the Las Posas Groundwater Basin from Moorpark to Somis. Studies have been conducted by the District to develop an understanding of the feasibility of pumping and desalting this poor quality groundwater which could then be purveyed for beneficial use by municipal, industrial, and agricultural customers. Water in the Las Posas Basin must be treated prior to use because of the relatively high level of dissolved solids, sulfate and chloride concentrations. One treatment method is a membrane treatment process which uses reverse osmosis. The proposed desalination plant will be near Hitch Boulevard and West Los Angeles Avenue, with the waste brine discharging into Calleguas Municipal Water District's proposed "brine line," the Regional Salinity Conveyance Pipeline, which will ultimately run from Simi Valley to the ocean at Port Hueneme. STAFF RECOMMENDATION Receive presentation on the Ventura County Waterworks District No. 1 Moorpark Wastewater Treatment Plant Desalter Project. 37 ITEM 9.A. 4co `" ,, Proposed Moorpark Desalter Project Description ‘9,_____.0„„8„, Ventura County Waterworks District No. 1 Ventura County Water Works District No. 1 (District) serves approximately 38,000 customers encompassing nearly 20,000 acres including the City of Moorpark (City) as well as the contiguous, unincorporated areas to the north and west of the City. Currently, between 80% and 85% of the estimated 12,400 acre-feet of water delivered to the District's customers consists of imported water; whereas, between 15% and 20% is supplied by local groundwater wells owned and operated by the District. The South Las Posas Groundwater Basin is a shallow aquifer that extends from the community of Somis to the Moorpark College. Salinity levels in the shallow groundwater aquifer have been increasing over the years, primarily due to ongoing point and non-point sources from urbanization and agricultural activities in the region. Surface waters from tertiary-treated wastewater from Simi Valley and the District, urban runoff; storm water runoff; agricultural return flows; and perennial flows from the Arroyo Las Posas, are the main source of recharge to the Basin. These surface waters recharge the East Las Posas Basin and the shallow aquifer. The shallow aquifer in the South Los Posas basin, approximately 200 feet deep with groundwater levels of roughly 50 feet below grade, currently overflows into the Pleasant Valley Basin causing salinity problems for the City of Camarillo. The Moorpark Desalter project would extract salty groundwater from the shallow aquifer at a newly-constructed wellfield and then treat the water at a state-of-the-art desalination (desalter) plant for the removal of salts, including TDS, boron, 504, and chloride. The end product would be a potable water that meets Title 22 domestic water quality standards, and would be distributed to both Ventura County Waterworks Districts Nos. 1 and 19 customers. The extraction of high-salinity groundwater would create underground storage, allow for higher quality surface water to recharge, and create a local water supply.
