CITY COUNCIL AND ARTS COMMISSION
Moorpark, California April 23, 2014
A Special Joint Meeting of the Moorpark City Council and Moorpark Arts Commission
was held on April 23, 2014, at 6:00 p.m. at the Moorpark Community Center located at
799 Moorpark Avenue, Moorpark, California.
1 . CALL TO ORDER:
Mayor Parvin called the City Council meeting to order at 6:06 p.m.
Chair Blaugrund called the Arts Commission meeting to order at 6:06 p.m.
2. THE PLEDGE OF ALLEGIANCE:
Commissioner Hoberg led the Pledge of Allegiance.
3. ROLL CALL:
City Council: Councilmembers Mikos, Millhouse, Pollock,
Van Dam, and Mayor Parvin.
Arts Commissioners: Commissioners Amador, Hoberg, Schwabauer,
and Chair Blaugrund.
Absent: Commissioner Eastwood (arrived at 6:14 p.m.).
Staff Present Steven Kueny, City Manager; Hugh Riley,
Assistant City Manager; Deborah Traffenstedt,
Deputy City Manager; Jeremy Laurentowski,
Parks and Recreation Director; and Blanca
Garza, Deputy City Clerk.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2013/2014 and Direction for Fiscal Year
2014/2015. Staff Recommendation: Direct staff as deemed appropriate.
Mr. Kueny deferred giving a staff report and stated staff is available to
respond to Council and Commission questions.

There were no speakers.
A discussion followed among the Councilmembers, Commissioners, and
staff which focused on:
1) Consideration of a discussion by the Arts Commission on the
installation of public art on High Street at the Metrolink Train Station
and on the back side of the Magnolia Park monument sign for
recommendations to the Council;
2) Preparing an Arts Master Plan which would include guidelines for fine
and cultural arts;
3) Working with artists and other interested community members in the
Moorpark area to form a formal arts organization to support the arts;
4) Progress report on the mosaic public art project at Arroyo Vista
Recreation Center with completion anticipated by the end of October;
5) Continuing success of the downtown Arts Festival with publicity,
visibility, and participation with suggestions to ensure the featured
artist is more visible and partnering with organizations to get more
children and Ventura County artist involvement.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Blaugrund adjourned
the Arts Commission meeting at 6:33 p.m.
