FROM: Jeremy Laurentowski, Parks and Recreation Director 'SL DATE: September 22, 2014 (Regular CC Meeting of 10/1/2014) SUBJECT: Consider Authorizing the Use of City Portable Lights for Rotary Club Civil War Reenactment Event BACKGROUND AND DISCUSSION For several years, the City Council has approved the use of the City's portable lights for the annual Civil War Reenactment event that is held by the Rotary Club of Moorpark. The Rotary Club of Moorpark is requesting the same for this year's event, scheduled for November 8 and 9, 2014. Unlike previous years, this year's event will be held in the City of Moorpark on the Waste Management property east of Moorpark College. Approval of the Rotary's 2014 event request would be subject to the following conditions: • Rotary will provide standard insurance and waiver of liability requirements for use of the portable lights as approved by the Deputy City Manager; • City staff will deliver portable lights to the event site on Friday, November 7, 2014 and pick up the lights on Monday, November 10, 2014. Rotary will be responsible for providing secure storage of the City's lights from the time of delivery until pickup. It should be noted that on September 17, 2014, the City Council directed staff to draft a City Council Policy regarding co-sponsorship of events and loaning of City equipment. Staff is currently drafting this policy. STAFF RECOMMENDATION Approve use of City portable lights, subject to conditions specified in the agenda report. Attachment: Letter dated September 22, 2014 218 September 22, 2014 Mr. Jeremy Laurentowski Parks and Recreation Director City of Moorpark 799 Moorpark Avenue Moorpark, CA 93021 Subject: Request for Use of City Outdoor Lights for the Rotary Club of Moorpark Annual Civil War Reenactment Event Dear Mr. Laurentowski: Each year for the last twelve years, the Rotary Club of Moorpark has held its annual Civil War Reenactment at the Tierra Rejada Ranch in the Moorpark area. We have been fortunate that each year the event has grown in size and importance to the point that it has become the largest reenactment event in California. This year our event will be held on November ath and 9th in the City of Moorpark on the Waste Management property east of Moorpark College. As in previous years, the evening battles are the highlight of the two day event; the use of the City lights has made this possible. The Rotary Club of Moorpark has been in this community for over 50 years and has always been an active participant in youth activities, community activities, and local charitable organizations. All of the funds after paying expenses go to the continued support of the community. We have greatly appreciated the City's support in the past for the Clubs biggest fundraising event of the year. Please join us in its continued success for the benefit of the youth and community activities and the support of local charitable organizations.
