( AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA,
REQUIRING REVIEW AND APPROVAL OF RESIDENTIAL
PLANNED DEVELOPMENTS APPROVED BY THE COUNTY PRIOR
TO JULY 2, 1983; DECLARING THE ORDINANCE TO BE AN
URGENCY ORDINANCE; AND SETTING APUBLIC HEARING FOR
AUGUST 3, 1983.
THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. Notwithstanding any other provision of the
Ventura County ordinances adopted by Ordinance No. 1, no building
permit shall hereafter be issued for any Residential Planned
Development approved by the County of Ventura prior to July 2, 1983
unless said Residential Planned Development has been considered by
the City Council at a public hearing upon ten (10) days posted notice
and approved, or modified and approved, by the City Council by
resolution. Notice of the public hearing shall be posted for ten
days in three public places. No other notice shall be required.
SECTION 2. This ordinance shall be operative for a period
of forty -five (45) days, unless extended in the manner provided by law.
SECTION 3. This ordinance, being an urgency ordinance, shall
become effective upon adoption. The reasons for the urgency are that
the County of Ventura has approved a large number of Residential
Planned Developments which have not been reviewed or approved by the
City of Moorpark. The Council wishes to be assured that the conditions
imposed by the County will properly serve 11:he needs of the people of
the City of Moorpark.
SECTION 4. A public hearing on the extension of this
ordinance beyond the forty -five (45) days shall be held on August 3,
1983, at 7:00 p.m., by the City Council in the Council Chambers,
located at 799 Moorpark Avenue, Moorpark,California 93021.
SECTION 5. The City Clerk is directed to give notice of the
public hearing referred to in Section 4 of this ordinance, in the
time, form and manner as required by law.
SECTION 6. The Community Development Director is directed
to undertake a study of the Residential Planned Developments approved
by the County of Ventura prior to July 2, 1983, and report to the
City Council as to his recommendations on the solution to the problems
of the Residential Planned Developments.
SECTION 7. The Community Development Director is directed to
undertake the studies and reports required as a condition of this
ordinance and submit them to the City Council for consideration and
appropriate action.

SECTION 7. This ordinance is an urgency ordinance for the
immediate preservation of the public peace, health and safety, is
passed by at least a four - fifths (4/5) vote of the City Council, and
shall take effect immediately upon its adoption. The facts con-
stituting the urgency are as set forth in Section 3 of this ordinance.
SECTION 8. The City Clerk shall, within 15 days after the
passage of this ordinance, cause it to be posted in at least the
three public places designated by resolution of the City Council;
shall certify to the adoption and posting of this ordinance; and
shall cause this ordinance and its certification, together with
proof of posting, to be entered in the book of ordinances of this
City.
The foregoing ordinance was introduced, adopted and ordered
posted at a regular meeting of the City Council of said City, held
on July 6, 1983.
