AN ORDINANCE OF THE CITY OF MOOR.PARK, CALIFORNIA,
APPROVING ZONE CHANGE NO. Z -2801, ON APPLICATION OF
GRIFFIN DEVELOPMENT COMPANY.
WHEREAS, an application was received from Griffin Development Company
for a change in zone from "R- E -lAc" (Rural Exclusive, one acre minimum) to
"R- P -D -2U" (Residential Planned Development, two dwelling units per acre), as
shown on EXHIBIT A attached hereto; and
WHEREAS, the Planning Commission of the City of Moorpark considered
said proposed zone change at duly noticed public hearings held on October 10
and 16, 1985, and after careful consideration recommended that the City Council
certify that the environmental effects are adequately addressed in the Environmental
Impact Report prepared for the project; and
WHEREAS, public notice having been given in time, form and manner
as prescribed by law, the City Council of the City of Moorpark has held a public
hearing, has received testimony regarding said proposed zone change, has duly
considered the proposed project, and has reached its decision; and
WHEREAS, the City Council, after careful review and consideration, has
certified that the environmental effects are adequately addressed in the Environmental
Impact Report prepared for the project, and pursuant to Sections 15091 and
15092 of State CEQA Guidelines, has found that the proposed project,with modifi-
cations presented and with conditions approved by said Council, adequately
mitigates the significant environmental impacts of the project addressed in the
Environmental Impact Report;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That the official Zoning Map of the City of Moorpark is
hereby amended by changing the zone and zone boundaries of the 217.4 acre parcel
from R -E -1 Ac(Rural Exclusive, one acre minimum) to R -P -D 2.5U (Residential
Planned Development, 2 dwelling units per acre), and further, by changing the
zone of approximately 36.3 acres from R -E -1 ac ( Rural Exclusive, one acre minimum)
to O -S - 10 Ac ( Open Space - 10 acre minimum) , all as shown upon a portion of
said Zoning Map so that such portion of said Zoning Map shall be as shown on
EXHIBIT A, attached hereto and made a part hereof.
SECTION 2. That the zone change is hereby approved, based on the
following findings:
1. That the proposed zone is in conformance with the General Plan
of the City.

2. That the public necessity, convenience, general welfare and
good Zoning practice require that the property be reclassified.
SECTION 3. That this ordinance shall take effect 30 days after final
passage and adoption.
SECTION 4. That the City Clerk shall certify to the passage and
adoption of this ordinance; shall enter the same in the book of original ordinances
of said City; shall make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council at which the same is passed and
adopted; and shall, within fifteen (15) days after the passage and adoption thereof,
cause the same to be published once in the Moorpark News, a weekly newspaper of
general circulation, as defined in Section 6008 of the Government Code, for the
City of Moorpark, and which is hereby designated for that purpose.
