HomeMy WebLinkAboutORD 066 1986 0317ORDINANCE NO. 66 AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, ADDING CHAPTER 3.13 TO TITLE 3 OF THE MOORPARK MUNICIPAL CODE ESTABLISHING INFORMAL BIDDING PROCEDURES FOR CERTAIN PUBLIC PROJECTS. THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA DOES ORDAIN AS FOLLOWS: SECTION 1. That Chapter 3.13 is hereby added to Title 3 of the Moorpark Municipal Code to read as follows: "CHAPTER 3.13 INFORMAL BIDDING PROCEDURES FOR CERTAIN PUBLIC PROJECTS Section 3.13.1 Construction on Public Projects The provisions of this Chapter shall apply to construction on public projects of more than $15,000.00, but not more than $50,000.00. Section 3.13.2 List of Qualified Contractors The City Manager, or his designee, shall maintain a list of qualified contractors, identified according to categories of work. Such list shall comply with the minimum criteria for development and maintenance of such list, as determined from time to time by the California Uniform Construction Cost Accounting Commission ('the Commission') . , Section 3.13.3 Mailed Notice of Bids All contractors on the list for the category of work being bid and /or all construction trade journals specified by the commission pursuant to Public Contracts Code Section 21206 shall be mailed a notice inviting informal bids unless the proeuct or service is proprietary. All mailing of notices to contractors and construction trade journals pursuant to this section shall be completed not less than 10 calendar days before bids are due. Section 3.13.4 Contents of Notice The notice inviting informal bids shall describe the project in general terms, how to obtain more detailed information about the project, and state the time and place for the submission of bids. Section 3.13.5 Delegation of Authority to Award Informal Contracts The City Council may delegate the authority to award informal contracts to the City Manager or other appropriate person, by separate action of the City Council. " -1- SECTION 2. That this ordinance shall take effect thirty (30) days after its passage and adoption. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance; shall enter the same in the book of original ordinances of said City; shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council at which the same is passed and adopted; and shall, within fifteen (15) days after the passage and adoption thereof, cause the same to be published once in the Moorpark News, a weekly newspaper of general circulation, as defined in Section 6008 of the Government Code, for the City of Moorpark, and which is hereby designated for that purpose.
