HomeMy WebLinkAboutORD 097 1988 0706Ordinance No. 97 AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, CHANGING THE APPROPRIATIONS LIMIT OF THE CITY OF MOORPARK FOR FISCAL YEARS 1986/87 THROUGH 1989/90 TO BE EQUAL TO THE PROCEEDS OF TAXES RECEIVED BY THE CITY WITH THE ADDITIONAL AVAILABLE PROCEEDS TO BE USED TO MAINTAIN ESSENTIAL CITY SERVICES AND TO SUPPLEMENT THE CITY'S CAPITAL IMPROVEMENTS BUDGET FOR POLICE, STREETS AND PARKS. THE PEOPLE OF THE CITY OF MOORPARK, CALIFORNIA, DO ORDAIN AS FOLLOWS: SECTION 1. Change of Appropriation Limit. The appropriations limit for fiscal years 1986/87 through 1989/90 set pursuant to Article XIII(B) of the California Constitution is changed to the extent set forth in Section 2 of this Ordinance. SECTION 2. Authority to Appropriate Existing Tax Revenue Sources Collected in Fiscal Years 1986/87 through 1989/90. The City of Moorpark's appropriation limit for fiscal years 1986/87 through 1989/90 as provided for in Article XIII(B) of the California Constitution shall be changed to be equal to the proceeds of taxes received by the City during each of the fiscal years. All additional proceeds of taxes received during the four year period are hereby appropriated and are set aside in reserve to be used to maintain essential City services and to supplement the City's capital improvements budget for police, streets, and parks. SECTION 3. Saving Clause. This initiative ordinance is intended to comply with California Constitution Article XIII(B). If any section, part, clause, form, word or phrase is for any reason held to be invalid, the remaining portions of this Ordinance shall remain in full force and effect and shall be interpreted to serve the intent of this ballot proposition. SECTION 4. Date of Effect. This ordinance shall take effect immediately upon its enactment. SECTION 5. Termination. This ordinance shall remain in effect only until June 30, 1990 and as of that date shall expire.
