AN ORDINANCE OF THE CITY OF MOORPARK,
CALIFORNIA ADOPTING THE COMMUNITY DESIGN PLAN
AND THE DEVELOPMENT STANDARDS AS DESCRIBED IN
THE CARLSBERG SPECIFIC PLAN
WHEREAS, at a duly noticed hearing on October 24, 1990, the
City Council considered this matter and adopted the Carlsberg
Specific Plan Text dated October, 1990 and;
WHEREAS, public notice having been given in time, form, and
manner as required by law, the City Council of the City of Moorpark
has held public hearings on the Carlsberg Specific Plan from July
2, 1990 to October 24, 1990, has received testimony regarding said
Specific Plan, has duly considered the Community Design Plan and
Development Standards contained within the body of the Carlsberg
Specific Plan text, and had reached its decision; and
WHEREAS, the City Council has determined that the development
of the land described in the Carlsberg Specific Plan document will
have a significant effect on the environment, and has certified the
Environmental Impact Report as being completed in compliance with
State CEQA Guidelines issued thereunder; and
WHEREAS, on October 17, 1990, the City Attorney suggested that
staff prepare an Ordinance to adopt the Community Design Plan and
the Development Standards for the area of land described within the
context of the document for the Carlsberg Specific Plan dated
October, 1990; and
WHEREAS, the adoption of the Community Design Plan and the
Development Standards are necessary to achieve flexibility in the
implementation or innovation of design consistent with the
protection of the public health, safety, and general welfare
WHEREAS, the adoption of the Community Design Plan and the
Development Standards are necessary to preserve Open Space and the
natural features of the City's hillside and canyon areas.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA DOES ORDAIN AS FOLLOWS:
Section 1. That the Community Design Plan and the
Development Standards as described in the Carlsberg Specific Plan
dated October, 1990 shall be the zoning by which all development
within the area described within the Carlsberg Specific Plan
document be built and maintained.
Section 2. This ordinance shall become effective thirty
(30) days after its passage and adoption;

Section 3. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall enter the same in the
book of original ordinances of said City; shall make a minute of
the passage and adoption thereof in the records of the proceedings
of the City Council at which the same is passed and adopted; and
shall, within fifteen (15) days after the passage and adoption
thereof, cause the same to be published once in the Moorpark
News /Mirror, a weekly newspaper of general circulation, as defined
in Section 6008 of the Government Code, for the City of Moorpark,
and which is hereby designated for that purpose.

California, do hereby certify under penalty of perjury that the
foregoing Ordinance No. 138 was adopted by the City
Council of the City of Moorpark at a meeting held on the 20th
day of FEBRUARY 1991, and that the same was
adopted by the following vote:
AYES: COUNCILMEMBERS PEREZ, WOZNIAK AND MAYOR LAWRASON
NOES: NONE
ABSENT: COUNCILMEMBER MONTGOMERY
ABSTAIN: NONE
